Manipur's parallel government, the militants, are calling the shots again.

This time they have warned the Manipur AIDS Control Society against releasing funds to NGOs working with AIDS patients.

And to make sure their message was clear, they allegedly delivered a grenade to the Director T R Kom's house on Friday morning.

''Due to the pressure of some Underground Groups MACS couldn't release funds to NGOs working with HIV/AIDS. UGs said some of the NGOs are not working properly so they should be banned,'' said T R Kom Director Manipur AIDS Control Society.

Similar threats came in July and the previous director resigned after militants allegedly fired at his house.

Currently, there are over 50 NGOs working under the Manipur AIDS Control Society.

Manipur has more than 27,000 people with HIV, the highest in any state in India and has been granted crores of rupees for projects, including funds from the Bill Gates Foundation.

It's no wonder that militants are interested. But for HIV patients, the situation could be a matter of life and death.

This is becoming a habit with the militants in Manipur. In August this year they asked the IOC LPG bottling plant to pay up or shut down.

Around the same time they sent a grenade to a newspaper house threatening to target journalists unless their publicity material was published.

Then they came down on healthcare, asking drug stores to shut down or pay up a crore of rupees and now they are choking funds to NGOs working for AIDS.

It's a case of an ineffective government giving away the reigns of power to a parallel and dangerous system.
