Boko Haram is threatening polio eradication programme- NPHCDA

on OCTOBER 26, 2011 · in NEWS

BY Tony Edike
ENUGU-THE current problem of insecurity in the Northern part of the country caused principally by the activities of Boko Haram Islamic sect has seriously threatened ongoing efforts to eradicate poliomyelitis in the country by the end of 2012, the National Primary Health Care Development Agency, NPHCDA, has said.
The agency disclosed that the gains earlier made by the country in eradicating polio, especially in some Northern states where the virus is endemic, including Bornu, Yobe, Bauchi, Plateau, Kano, Jigawa and Kaduna, were gradually being lost on account of insecurity which has made health officials to reject postings to those states.
The Head, NPHCDA, South East Zone, Mrs. Ngozi Nwosu, made this known while delivering a keynote address at the Rotary International World Polio Free Day marked by 17 Rotary Clubs in Enugu on Monday during which over 250 children were immunised on the streets of Enugu.
She lamented that while most health workers were refusing to work in the Northern states for fear of their lives, some who report there perform shoddy jobs, leading to poor programming.
He said it had become necessary to post only indigenes of the affected areas who are Muslims until calm returned to the area.

Nigeria’s Islamic militants reject peace overtures
MONDAY, 03 OCTOBER 2011 15:06

Nigeria’s extremist Islamist group has warned that it will not stop its terrorist attacks until the West African country adopts Sharia law.
Abu Qaqa, a spokesman for the group in an email message sent to journalists, written in Hausa language on October 2 articulated the group’s conditions for peace.

“The country would not have peace until there is 100 per cent implementation of Sharia law in the country as enshrined in the holy Quran as well as immediate release of all our members who were detained and in the custody of security agencies for no just cause,” reads pat of the email.

He reiterated the group’s resolve to continue with its terrorist activities targeting on the Nigerian government and its security agencies, should the federal government refuse to meet their demands.

Qaqa also claimed that they never met members of the Presidential Committee on Security to discuss possible negotiations with the federal government, contrary to media reports.

He also dismissed claims that the group had selected the Sultan of Sokoto, Emir of Bauchi or Abubakar Giro to represent them in the negotiations.

According to Qada, “all these people are not respected by the sect members, and could not mediate for them.”

According to intelligence reports made available to reporters, Boko Haram celebrated their ability to restrict the Nigeria’s 51st independence celebrations to the presidential villa- Aso Rock rather than Eagle Square- the national ground where such national occasions are usually hosted.

From Paul Ohia
Abuja, Aug 8 (PTI) Five policemen were injured in a blast triggered by two motorcycle borne assailants near a security checkpoint in Nigeria''s northern city of Bauchi.

"Two persons on a motorcycle threw explosives on policemen at a checkpoint and fled. Five policemen were injured, they were treated and discharged from the hospital," police spokesman Mohammed Barau said.

Four of the injured were taken to the Abubakar Tafawa Balewa University Teaching Hospital (ATBUTH) in Bauchi for treatment, Adamu Abubakar, a Red Cross official, told PTI over phone.

According to an eyewitness, the explosives were planted near a police vehicle and the sound of the blast led to confusion shortly after his vehicle was searched by the officers yesterday night.

While Nigeria''s northern part is dominated by Muslims and the southern by Christians, its population of 150 million is equally shared among the two religions.

Bauchi has witnessed several intense clashes but neighbouring state Borno has traditionally been considered the enclave of Boko Haram, a Muslim sect accused of bombing in several parts of restive northern Nigeria and Abuja.

The sect, which claims to be waging a ''crusade'' to install the Islamic Sharia system of governance in the country, has used motorcycles in the past to kill several politicians and security personnel.

Maiduguri: Nigeria's city of fear
Nigeria's government says it wants to start negotiating with Islamist group Boko Haram, which has been blamed for a series of recent attacks.

The government said a panel would open talks with the group and report back by 16 August.

There was no immediate reaction to the statement from Boko Haram.

The group, whose name roughly translates as "Western education is forbidden", is fighting to topple the government and create an Islamic state.

It led an uprising across a number of states in northern Nigeria in 2009, during which hundreds were killed.

In recent weeks it has been blamed for a series of bombings and shootings in Nigeria's north-east.

The government statement said President Goodluck Jonathan had appointed seven people, including the ministers of defence and labour, to a negotiation committee.

It said the panel's role would be to act "as a liaison between the federal government ... and Boko Haram and to initiate negotiations with the sect".

It would also work with Nigeria's national security adviser to ensure that security forces acted with "professionalism", the statement added.

The governor of the Nigerian state of Borno has admitted that the army has been guilty of excesses during operations to counter Boko Haram.

Most of Boko Haram's recent attacks have been carried out in the Borno city of Maiduguri.

It also claimed responsibility for the deadly bombing of the police headquarters in the Nigerian capital, Abuja, last month.

The negotiation panel is to be inaugurated on Tuesday.

Our target is Aso Rock, Boko Haram declares

By  Joe Nwankwo (Abuja),Oyeniran Apata (Lagos), Abdulkareem Haruna,(Maiduguri) Dele Moses (Ilorin) and Baba Negedu (Kaduna)

Princess Alexandra (right), Prince Richard, and Nigeria's acting High Commissioner to the United Kingdom, Dozie Nwanna, at the presentation of Nigeria’s 50th anniversary gold medal to Alexandra in London. She represented Queen Elizabeth II at Nigeria’s independence celebration on October 1, 1960.

Our target is Aso Rock, the federal seat of power, Boko Haram Spokesman, Abu Zaid, declared in a daring telephone press conference in Maiduguri on Wednesday, during which the sect claimed responsibility for bank robberies and attacks on the Joint Task Force (JTF).
But Zaid denied that the Islamic jidhadists  threatened to attack the University of Maiduguri (UNIMAID).
“God forbid! We don’t do our things like that. What problems do we have with the University of Maiduguri?" he clarified.
"It is belittling on our side to attack university students when our targets are places like Aso Rock and other high profile places in Abuja."
“In this battle we will not relent until the signs of Allah shine on all his servants in this country. Sharia will not trample on any body’s right or freedom.
"Sharia will even protect the rights of the non-Muslims more than the so-called constitution."
Zaid, who booked for the interview in a mobile telephone conference, said although sect members sympathise with the women and children traumatised in the conflict, they will not retreat from the battle until “the religion of Allah is established across the land and the government of unjust people  is done away with."
He admitted that Boko Haram has carried out two bank robberies  because banks support the cause that contravenes the injunctions of Islam.
Zaid, who spoke mainly in Hausa, demanded the withdrawal of  soldiers from the streets, accusing them of attacking ordinary citizens “who are killed, raped or made to flee their own homes."
He said Boko Haram robbed banks because "the banking system in Nigeria does not allow small depositors of between N20,000 and N100,000 to bear the loss of a failed bank, rather it is the government or the top management of the banks that bear the losses.
"Anybody who knows the operations of the banks will realise that we are not touching the poor people's money, and Islam has obligated us to do so.
"So big banks like Bank PHB, Unity Bank and First Bank fall under the banks we will continue to attack, Insha Allah.
“We are calling on the government to withdraw soldiers from Borno State immediately and stop making life difficult for the poor women and children.
"Before the soldiers were brought to the state, there were no cases of killing of innocent citizens; we only concentrate on soldiers, the police and the gulty politicians who waged war against us in the first place.
"Let them leave the town because they will only continue to make innocent people suffer."
On Wednesday, Kaduna and Kwara became the latest states to evacuate their indigenes from Maiduguri and other parts of Borno that is in thrall toBoko Haram’s impunity, which takes the lives of the young and the old in its quest for an Islamic domain, where Sharia law reigns supreme.
Five South West states – Lagos, Ondo, Ekiti, Oyo, and Osun – had in April and May evacuated their indigenes serving in the National Youths Service Corps (NYSC) in Borno, as they were targets of attacks in the election in which they served as Electoral Officers.
NYSC Director General, Brig-General Muharazu Tsiga, has also ordered the deployment of 1,753 Batch ‘B’ corps members from Borno to other states, but none will be posted to his or her state of origin.
Tsiga announced the redepolyment in his address to corps members at the Maiduguri orientation camp on Biu Road on Wednesday.
He said the relocation is to protect their lives and property.
The only exceptions are NYSC members who are Borno indigenes and others who opt to stay.
All the corps members affected are to apply after a two-week break granted to prepare for their relocation.
A statement issued in Kaduna by Governor Patrick Yakowa’s Media and Publicity Assistant, Reuben Buhari, said 15 buses have been sent to evacuate the state’s indigenes from the University of Maiduguri (UNIMAID).
“While sympathising with the Borno State Government over the unfortunate security challenges we hope and pray for a speedy return of peace to the state and indeed the entire country,” the statement added.
Kwara dispatched 40 buses to bring home its indigenes from UNIMAID.
Secretary to the State Government (SSG),  Isiaka Gold, in Ilorin implored the  drivers and other government officials attached to the buses to ensure the students were safely transported.
Also on Wednesday, five police officers  suspected in the murder in July 2009 of  Boko Haram leader, Mohammerd Yusuf, were arraigned at the Abuja High Court.
Their trial was, however, stalled following the directive of the court for the charge sheets to be consolidated since all the accused persons were charged with the same offence.
Justice Donatus Okorowo gave the directive after the introduction of Sergeant Adamu Gado as an accused person to join four others brought on a different charge sheet.
The other suspects are Assistant Chief Superintendents of Police (ACPs) J. B Abang, B. Akera, and Adamu Buba, and Chief Superintendent of Police (CSP) Mohammed Ahmadu.
The charge sheet alleged that:
• Abang, Akeera, Ahmadu, Buba, Gado, Anthony Samuel, and Linus Luka all of the Maiduguri police command, on or about July 30, 2009  unlawfully killed Yusuf and his followers, an offence under Section 315 of the Criminal Code, a terrorist act punishable under Section 15 (1) (2) of the Economic and Financial Crimes Commission (EFCC) Act.
The case was adjourned until July 21.
Yusuf, born on January 29 1970 in Girgir village in Yobe State,  founded Boko Haram in 2002 and remained its spiritual leader until he was killed in police custody in Maiduguri in 2009.
He had four wives and 12 children.
The trial of his killers is one of the conditions given by Boko Haram for dialogue with Abuja.

DESPITE the assurances by security chiefs to put them under check, suspected members of the dreaded Boko Haram sect, on Tuesday, went on rampage, bombing four different areas in Maiduguri, the Borno State capital, and killed at least 50 people.

The Moment learnt that the bombs exploded along Baga Road in Maiduguri, leading thousands of people to flee the state. Although, the casualty figure could not be confirmed as at the time of going to press, a security source disclosed that about 50 dead people had been counted.

It was gathered that the latest attack by the Islamic militants might be a reprisal to the attack on the members by the men of the Joint Task Force, who killed 11 of their adherents in an operation Saturday evening.

Director, Army Public Relations, Brig-Gen Raphael Isah, in a reaction, described the situation as very critical, adding that, “you can’t really identify who these people are as they live among the people.”

He said that the security agencies are “appealing to Nigerians to assist them with information that can bring to a halt all this negative happenings that are not in the interest of the country.

“This is like guerilla warfare even though we are not in outright war. However, our position is to make sure that we deal with the problem head on.”

The Army chief added that, “security is everybody’s business: all and sundry must be involved to make sure that a state of normalcy is brought to bear as no body benefits from the senseless spate of killing by the adherents of Boko Haram.”

But the Force Police Public Relations Officer, Olusola Amore, a Deputy Commissioner of Police (DCP), said he had not been able to confirm the latest Maiduguri attack, promising he would call as soon as he confirmed.

A lecturer at the Borno State Polytechnic who preferred not to be mentioned said: “As I am speaking with you now, I am on the run, as everywhere is scattered and people are scampering for their safety. We have lost count of the number of people that have died in these four bombs.

“I am tired of this nonsense here as you don’t even know who these Boko Haram members are, as they are scattered all over the state. You can’t even talk as you don’t know who you might be talking to. I have made up my mind to re-locate my family to Lagos, as the situation of things here in the city of Maiduguri is strictly unbearable.”

The latest raid by the sect came barely a few hours after they struck in Kaduna, Sunday night with a massive blast, at the city centre. The bomb was believed to have been hidden in a refuse bin, aimed at a popular drinking joint and an area described as prostitutes’ haven by Boko Haram militants.

This was preceded by another blast that rocked a church in Suleija, Niger State, where four people died. The Nigerian Army, had on Sunday, said it killed 11 of the Boko haram militants, Saturday night, including a 13-year old boy in an operation code-named ‘Operation Restore Order (ORO).’

Maj.-Gen. Jack Nwachukwu Nwaogbo, head of the ORO, said security forces launched a search operation after two suspected members allegedly threw two home-made bombs at patrol cars from a moving bus.

No fewer than 150 Nigerians have so far been killed this year alone. Eight persons were feared dead and 44 others injured when the militants bombed the car park of the Nigerian Police Force Headquarters in Abuja last month.

The police headquarters bomb blast, which the police described as a suicide attack, was apparently targeted at the Inspector-General of Police, Mr. Hafiz Ringim.

The attack came four days after Ringim announced renewed efforts by the Police to eliminate the dreaded sect in Borno State, where it has been blamed for a number of killings and bomb attacks.

After a short lull in violent activities, Nigerian islamists group, Boko Haram, resurfaced yesterday in Maiduguri tossing a bomb at the Joint Task Force in Kaleri, London Chiki ward and starting a fire fight with the military men after the bomb exploded.

Early today the group also bombed a target near the College of Legal and Islamic studies in the downtown area.

Also the Governor of the state, Kashim Shettima, barely escaped a bomb attack as a 10 year old boy bearing a bomb approached his delegation where he had gone to pay a condolence visit in the AA Kotoko residential area.

Security agencies said they intercepted the 10 year old dispossesed him of the bomb and then defused it.

Meanwhile, residents said the military taskforce went berserk after the daring attack in the housing Estate at London Chiki ward. The security apparatus descended on civilians it had earlier warned to refrain from supporting the militants. Eyewitnesses said the military arbitrarily shot and killed innocent civilians in the area after the Islamic militants had fled.

A total ban on motorbikes in the city did not stop the militants from operating as they now use personal unmarked cars to carry out their deadly operations.

Saharareporters could not confirm the casualties in the latest attacks.

The parents confronted the trustee, but he denied the incident had taken place
A six-year-old student of Islamic School in Shahpur Mill Compound was allegedly paraded naked by her class teacher because her handwriting was not good enough. She was later locked up in a washroom and made to clean the toilet bowls.

Outraged parents of the class I student, who came to know about the incident from her classmate, confronted school trustee Iqbal Patel. However, Patel vehemently denied such an incident had taken place at school. The girl’s parents filed an FIR with Shahpur police following which the teacher was arrested on Monday evening.

Incidentally, in January, parents had accused the all-girls school of forcing their children to clean toilets.

‘HER CLASSMATE TOLD US’
The girl’s father Sharavar Sheikh told Mirror, “Our child is very enthusiastic about going to school. A few days ago, when she started making excuses for not attending classes, we sensed something was wrong. Although we asked her the reason, she made vague excuses and dodged the issue. It was through a classmate of hers that we came to know about the incident. We are appalled.”

They allege another girl was also paraded along with their daughter.

According to the girl’s mother Samina, class teacher Zebabanu found her daughter’s handwriting illegible and decided to punish her in the most “horrendous” manner.

“She stripped my child naked and paraded her in front of the class. As if that was not enough, she locked her up in the school washroom and made her clean the toilet bowls. Zeba warned my daughter not to tell us about the punishment unless she wanted to endure more,” says an outraged Samina.
When trustee refused to take action against the accused teacher, angry parents vandalised his office and manhandled him

TRAUMATISED
The parents claim that their child was also beaten up by the class teacher.
“My daughter was so traumatised that she would start sobbing at the mention of going to school. It was only after we assured her nothing would happen to her that she opened up and told us what the class teacher did to her,” says Sheikh, the girl’s father.

The Sheikhs came to know of the incident on Saturday. However, by then the school was over for the day. So the distraught parents met the school principal Rehana Patel and the trustee on Monday.

‘TRUSTEE REFUSED TO BELIEVE’
“The trustee refused to believe us. He kept saying that nothing of this sort could ever happen in his school,” says Samina.

Soon other parents who heard about the incident gathered outside the trustee’s office and demanded that action be taken against the teacher. When Patel refused to pay heed to their demand, angry parents vandalised the trustee’s office and manhandled him.

The Shahpur police reached the spot and brought the situation under control. They took away Iqbal Patel for security reasons.

“When we told Patel about the incident, he kept us waiting but didn’t take any action. This forced us to file a complaint with Shahpur police,” says Samina.

‘TEACHER ARRESTED’

Senior Police Inspector S B Gohil said, “We have arrested the teacher on the basis of the complaint registered by the parents of the six-year-old victim.”

But trustee Iqbal Patel says, “No girl in our school was disrobed or locked in the bathroom. The teacher was merely issuing empty threats so that the children took studies seriously.”

Education minister Ramanlal Vora told Mirror, “We’ll have to find out who exactly governs the school — the state education department or some other board. I will find out what action can be taken.”

‘AUTOCRATIC TRUSTEE’
District Education Officer R I Patel said, “This school is run by the minority community and has its own rules. It is not registered with the education department. We have come to know about the incident but as the school doesn’t come under our purview, we can’t take action. The parents will have to lodge an FIR.”

According to sources, Islamic School is run by the Pir Sultan Trust, but it is not registered with the Charity Commissioner.

“When the school was established, Patel, an NRI then, became the president of the trust. There were four other trustees — Bashir Nagori, Mohammed Khan Pathan, Rasool Khan Pathan and Mohammed Iqbal Kagdi. When these four trustees tried to get the trust registered, Patel got them removed. They have even filed a case against Patel with the Charity Commissioner but the case is pending,” says the source.

‘STRICT ACTION SHOULD BE TAKEN’
Bashir Nagori says, “This is not the first incident where a child has been mistreated by the teachers. Strict action should be taken against Zeba.”

President of the trust Hussain Sheikh said, “We are aware of the incident and it is very unfortunate. The teacher should be suspended. Patel has been governing the school as per his rules and that is where the problem lies. He doesn’t listen to the other trustees.”

He added: “In a meeting held two months ago, we had removed his wife Rehana Patel from the post of the principal. At that time, Patel threw the school keys at us and left the meeting in a huff. However, the next day he reached the school early and prevented other trustees from entering the premises. He instructed the peon to make sure the trustees are unable to enter the school.”

WHAT SCHOOL PRINCIPALS SAY:
1) Zenna Mohammed, Principal, F D School
It is really shameful that the school authorities are doing nothing despite repeated incidents of students being harassed. Such incidents affect the students psychologically. They start hating the school and the teachers. In this particular case, the teacher should be suspended immediately.
2) Hitendra Trivedi, Principal, C N VidhyalayaThe concerned teacher should be suspended and blacklisted. Such teachers suffer from psychological problems and it is the students who become the victims of their frustrations. In fact, this teacher should voluntarily quit the teaching profession.

3) Nirav Thakkar, Principal, A G SchoolIf the allegations are true, then it is very unfortunate. The school authorities should take such complaints very seriously and address them promptly. Otherwise, they escalate out of proportion.

PREVIOUS INCIDENTS AT THE SCHOOL
1) In January, parents had confronted the trustee for forcing their children to clean school toilets. But trustee Iqbal Patel had claimed the allegations were baseless and intended at maligning the reputation of the school. The parents had not filed any police complaint fearing risk to their children’s education.

2) On March 23, Mohammed Imran Haji filed a complaint with Shahpur police against a class III teacher alleging she made his daughter wash three toilets because her homework was incomplete. The parents complained to trustee Iqbal Patel but he turned a deaf ear. Instead, Patel filed a police complaint against Haji.
