இந்த பதில் ஞாநிக்கு பத்ரி எழுதியதை காப்பியடித்து எழுதப்பட்டுள்ளதா என்று தெரியவில்லை.

Nuke Row: UPA gives Left parties 12-page reply

In a 12-page reply, the UPA today handed over to the Left parties its observations on the Indo-US civil nuclear agreement defending it as the "best possible" deal under the circumstances.
According to sources, a major part of the reply deals with the implications of the Hyde Act. The government has refuted charges of the Left leaders that the Act is binding on India.
The summary of their argument is: Once the agreement is approved by the US Congress in an up-and-down vote, the Hyde Act has no relevance to the nuclear deal.
The note, the authors of which are chiefly External Affairs Minister Pranab Mukherjee and Science Minister Kapil Sibal, also argues that since the 123 agreement itself doesn't have any of the 'controversial' clauses of the Hyde Act, which is essentially a domestic law of the US, it will not have an impact on the deal.
To put the Left in a tight spot, the UPA has compared China's 123 agreement with the US and the Indo-US nuclear deal. UPA has underlined that India's 123 agreement is better than China as it provides a one-year notice period in case of termination of the deal. China also doesn’t have the rights to reprocess that India has acquired after tough negotiations, the note mentioned.
Now that the two sides have received each other’s observations, the next meeting will discuss some of the issues related to the nuclear deal on September 19. The meeting is scheduled at the residence of External Affairs Minister Pranab Mukherjee.
The Left parties had framed their response under topics like cost of imported reactors vis-a-vis domestic reactors, nuclear energy vs other forms of energy and appropriate energy mix. The government's note has addressed these issues and tried to prove how nuclear energy will be cheaper than hydro-electric or thermal power.
A large portion of the Left's note dealt with assuarance of full civilian nuclear supply and situation in event of suspension/termination of the agreement. The Left had also asked clarifications on the Iran issue as mentioned in section 104 E (1) of the Hyde Act and India’s participation in the highly controversial Proliferation Security Initiative. The issue of checking of vessels in international waters has also attracted Left’s disapproval.
