BAGHDAD — A string of powerful bomb attacks targeting Shiite Muslim worshippers as they emerged from mosques across Baghdad on Friday killed 28 people and wounded 63, security officials said.

The six apparently coordinated blasts occurred outside mosques and prayer centres in and around the Iraqi capital, including one frequented by followers of radical Shiite cleric Moqtada al-Sadr, they said.

The most devastating attack was in the northeastern Baghdad district of Al-Shaab, where a car bombing killed 21 people and injured 35 others, an interior ministry official said.

"At least 21 people were killed and 35 wounded by a bomb targeting citizens while they were leaving Al-Shurufi mosque in Al-Shaab," a security official said on condition of anonymity.

The mosque itself is occupied by the Iraqi military, and before the car bomb exploded worshippers, many of them loyal to Sadr, were praying between the building itself and the parking lot.

Witnesses at the mosque said the 1980s Volkswagen Passat had raised suspicions, with worshippers trying to alert police when the bomb exploded.

In the aftermath, police cordoned off the area but faced verbal abuse from local residents, who said they blamed Iraqi security forces for not doing their job.

Meanwhile, in twin bombings at Diyala bridge, 10 kilometres (six miles) south of Baghdad, five people were killed and 15 wounded, an interior ministry official said.

Attacks in Zafaraniyah and Kamaliyah neighbourhoods killed one person each and left six and three people wounded respectively. A separate attack in Al-Elam in western Baghdad injured four.

Attacks in the capital over the past two months have mostly targeted Iraq's majority Shiite community, prompting fears of efforts by Al-Qaeda to reignite the sectarian violence that swept the country in 2006 and 2007, killing tens of thousands of people.

Violence has dropped markedly throughout Iraq in recent months, but attacks increased in the run-up to the US military pullback a month ago from urban centres, with 437 Iraqis killed in June -- the highest death toll in 11 months.

Attacks remain particularly common in Baghdad and the restive northern city of Mosul.

Violence has claimed several lives over the past week.

On Thursday 11 people were killed in two separate attacks, one against a political party's offices in Baquba, north of Baghdad, while the other targeted a police station near the Iraq-Syria border.

On Wednesday a senior US commander warned that security forces would have to be watchful of violence targeting parties and politicians in the run-up to general elections next January.

"Leading up to the elections, we're also going to see some politically motivated violence," said Colonel Tobin Green, commander of the US army's 1st Brigade, 1st Cavalry Division.

On Tuesday 10 people were killed and 42 others were wounded in a string of attacks in Baghdad, including a motorcycle bomb near a cinema in a crowded area of the predominantly Shiite neighbourhood of Baghdad Jadida.

Those bombings came as US Defence Secretary Robert Gates visited Iraq to assess the security situation after American troops withdrew from urban centres at the end of June.

On Monday a senior Iraqi army officer, a Sunni tribal chief and two Iraqi special forces soldiers were among six people killed in violence across the country.

Armed mob sets fire to 20 houses, casualties feared

LAHORE: A mob of armed men attacked a village, Chak 95 GB, near Koriyan, Gojra tehsil in Toba Tek Singh district on Thursday and set fire to at least 20 houses, a private TV channel reported.

According to the channel, several people were injured and casualties were also feared. The channel reported that many cattle had also been burnt alive in the incident. The incident sparked widespread violent protests against police and fire brigade officials for their late arrival. Protesters blocked the Faisalabad-Jhang Road, which affected the flow of traffic.

Punjab Chief Minister Shahbaz Sharif took notice of the incident and directed the district coordination officer and the district police officer to visit the area personally and report back to him.

Talking to the channel, Punjab Law Minister Rana Sanaullah said the incident took place as a reaction to rumours of blasphemy and alleged desecration of the holy Quran.

Additional police force has been dispatched from Faisalabad to help control the situation.

Six years after twin blasts rocked the Gateway of India [ Images ] and Zaveri Bazaar in 2003 killing 52 people, three persons, including a woman, were on Monday convicted by a special court for the crime. Special Prevention of Terrorism [ Images ] Act Judge M R Puranik convicted Ashrat Ansari, 32, Hanif Sayed Anees, 46, and his wife Fehmida Sayed, 43, who face a maximum sentence of death penalty for their role in carrying out the blasts.

The court said it will hear on August 4 the arguments of the defence and the prosecution regarding the quantum of sentence to be awarded to the convicted persons. The trio has been convicted under various sections of the Indian Penal Code for conspiracy, murder and attempt to murder, sections of POTA, Explosive Substances Act and Prevention of Damage to Public Property Act.

The convicts listened carefully to the judge while the verdict was being pronounced and remained silent.

In a novel modus operandi, the LeT had used a family for the first time to carry out the blasts. Along with the couple, Hanif and Fehmida, their 16-year-old daughter was also arrested for the offence but was later discharged as she was a minor.

Two other accused, Mohammed Ansari Ladoowala and Mohammed Hasan Batterywala, were also discharged from the case by the POTA court after the Supreme Court upheld a POTA review committee report that said there was no case against the duo.

The LeT's role in the twin blasts was, however, revealed by an accused-turned-approver, who told the court that a conspiracy meeting, which was attended by the outfit's activists from Pakistan, was held in Dubai [ Images ]. The motive behind the blasts was to seek vengeance for the atrocities meted against the minority community during the Godhra carnage in Gujarat in 2002 and to create terror in Mumbai [ Images ], said the approver, whose name has not been disclosed.

The approver was given a pardon by the court after Special Public Prosecutor Ujjwal Nikam submitted a certificate saying the accused may be discharged. Hanif, Nasir and Ansari had made the bombs -- which exploded at the iconic Gateway of India and in the busy Zaveri Bazaar in South Mumbai on August 25, 2003 -- at the former's Andheri residence. Nasir, a resident of Hyderabad, was killed in an encounter with the Mumbai police after the blasts.

The three accused were found guilty under Indian Penal Code sections 120-b (conspiracy), 302 (Murder), 307 (attempt to murder) and 427 (mischief causing damage). The trio were also convicted under POTA Sections 3 (terrorist acts), 3(3) Conspiracy, 3(4) (voluntary harbouring a terrorist), 4 (possession of arms) and 4(b) possession of explosives. Besides, they were held guilty under section 3 of Explosives Substances Act and 9(B) of Explosives Act (for possessing explosives).

They were also convicted under sections 3 and 4 of Prevention of Damage to Public Property Act. However, the trio was acquitted under Section 5 (making explosives under suspicious circumstances and Section 6 (abetment of offence) of Explosives Substances Act.

On the fateful day, Hanif, Fehmida and their daughter had boarded a taxi from Andheri to Gateway of India and left their bag in the vehicle, telling the taxi driver that they would return after taking lunch.

The bomb had exploded in the taxi after the driver, who identified the family in the court, left the taxi to have his food. Ansari had boarded another taxi to Zaveri bazaar and he too left his bag in the taxi, saying he would return, but the vehicle exploded shortly thereafter.

Public Prosecutor Nikam had said that the accused were also allegedly involved in carrying out an explosion in a bus at Ghatkopar on July 28, 2003, in which two persons were killed. Nikam also accused them of placing a bomb, which did not explode, in a public bus at suburban SEEPZ in December 2, 2002.

"After the July 2003 blast, the LeT, however, decided to conduct high intensity explosions and the two powerful bombs were planted in two taxis in Zaveri Bazaar and Gateway of India on August 25, 2003," Nikam said.

During the course of the trial, the prosecution examined 103 witnesses and the defence examined four.

Dhaka (AsiaNews) – A group of Muslims attacked four Hindu-owned houses after ransacking a Hindu temple in Narsangdi District, about 50 kilometres from the capital Dhaka. The episode occurred at night on 25 July in a village called Charsindhu.
The armed attackers from the local Muslim community stormed a local Hindu place of worship. Local Hindus came running to protect their temple but were beaten up instead. Eventually the attackers turned against the houses of some of the Hindus. Five people were eventually hospitalised

Local police moved in quickly and arrested those responsible for the violence.

Annie Halder, a local Catholic human rights activist, told AsiaNews that the episode in Charsindhu is indicative of the deep sense of insecurity that pervades the lives of religious minorities in this predominantly Muslim country.

Attacks by Muslim groups against Hindu and Christian families are frequent, especially in the villages. In many cases the culprits are not pursued by the law.

Bangladesh is home to about 143 million people, 60 per cent of whom live in rural areas.

Muslims constitute about 85 per cent of the population. More than 16 million are Hindus who are the country’s largest minority.

Sudan woman journalist to be flogged for 'indecency' Module body

KHARTOUM (AFP) - A Sudanese woman journalist was preparing to be flogged 40 times in Khartoum on Wednesday for wearing "indecent" clothes, with 10 women already whipped for similar offences against Islamic law.

Lubna Ahmed al-Hussein, who writes for the left-wing Al-Sahafa newspaper and works for the media department of the United Nations Mission in Sudan, was arrested in Khartoum earlier this month after being caught wearing trousers.

"I received a telephone call from the authorities saying I must appear at 10 am (0700 GMT) on Wednesday in front of the judge," Hussein told AFP on Tuesday.

"It is important that people know what is happening," Hussein said in an invitation to journalists to attend her court appearance and flogging.

"They will lash me 40 times, and also fine me 250 Sudanese pounds (100 dollars)."

Hussein said she was at a restaurant on July 3 when police came in and ordered 13 women wearing trousers to follow them to the police station.


Ten of the women were summoned to a police station two days later and were lashed 10 times each, according to Hussein, who wears a hijab or Islamic headscarf.


The women whipped earlier this month included some from animist and Christian south Sudan where the Muslim north's Islamic or sharia law does not apply.


Police have also cracked down on another woman journalist, Amal Habbani, after she wrote an article condemning Hussein's treatment.


Habbani wrote an article for Ajrass Al-Horreya newspaper following the arrests entitled "Lubna, a case of subduing a woman's body."


"I am waiting for a decision," Habbani told AFP after she was charged with defaming police, a charge which can carry a fine of up to several hundred thousand dollars.


The Arabic Network for Human Rights Information said the charge against Habbani stemmed from her claim that Hussein's arrest was "not about fashion but a political tactic to intimidate and terrorise opponents."


Unlike many other Arab countries, particularly in the Gulf, women have a prominent place in Sudanese public life. Nevertheless, human rights organisations say some of Sudan's laws discriminate against women.

They have launched co-ordinated attacks across northern Nigeria, threatening to overthrow the government and impose strict Islamic law - but who exactly are the Nigerian Taliban?

Since the group emerged in 2004 they have become known as "Taliban", although they appear to have no links to the Taliban in Afghanistan.

Some analysts believe they took inspiration from the radical Afghans, others say the name is more a term of ridicule used by people in Maiduguri, the area where they were founded.

The group's other name, Boko Haram, means "Western education is a sin" and is another title used by local people to refer to the group.

Isa Sanusi, from the BBC's Hausa service, says the group has no specific name for itself, just many names attributed to it by local people.

If their name is uncertain, however, their mission appears clear enough: to overthrow the Nigerian state, impose an extreme interpretation of Islamic law and abolish what they term "Western-style education".

In an interview with the BBC, the group's leader, Mohammed Yusuf, said such education "spoils the belief in one God".



"There are prominent Islamic preachers who have seen and understood that the present Western-style education is mixed with issues that run contrary to our beliefs in Islam," he said.

"Like rain. We believe it is a creation of God rather than an evaporation caused by the sun that condenses and becomes rain.

"Like saying the world is a sphere. If it runs contrary to the teachings of Allah, we reject it. We also reject the theory of Darwinism."


Mr Yusuf himself is something of an enigma.

He is believed to be in his mid-thirties, and analysts say he is extremely wealthy and highly educated.

"He is graduate educated and very proficient in English," says Nigerian academic Hussain Zakaria.

"He lives lavishly - people say he drives a Mercedes Benz. And he is very well-educated in a Western context."

'We could see it coming'

Despite the secrecy surrounding the group, many in Nigeria say the attacks were far from surprising.

Mannir Dan Ali, a journalist with Abuja-based Trust newspapers, says there was a minor incident in early June which appeared to spark a series of statements from the group threatening reprisals.

"The whole situation seems to be a failure of intelligence, a failure of the security forces to act before matters reached the point that they have now reached," he says.

"We could literally see it coming over the past few weeks."

There has been widespread criticism of the security forces for their perceived laxness in monitoring the group.

Boko Haram's members are largely drawn from disaffected youth - university students and jobless graduates among them.

Amenu Abu Bakka, a journalist covering the area for the AFP news agency, says it is widely believed that the authorities have been reluctant to deal with the militants because some of them come from rich families with connections to the government.

"People believe the government didn't want to crack down on these people because their parents would get angry," he says.

"But now it is becoming a monster, the government has realised it has made a mistake and the earlier they deal with these people, the better."

No 'swelling of ranks'

Divisions remain on how much of a threat the group poses - and how to deal with it.

Information ministry spokesman Sunday Dare says support for the militants' cause is waning.

"We live in a country where people are quite educated and I guess people are happy to make their decisions about Western education or otherwise and how it corrupts their values," he says.

"I don't see a swelling in their ranks at all."

And Patrick Wilmot, a former lecturer at Jos university, said mainstream Muslims look on the so-called Taliban as "crazy".

"They don't need to be taken that seriously, they just need to be monitored."

The BBC's Caroline Duffield, in Lagos, says the group's member have isolated themselves from the rest of the community.

She says there have been incidents where local groups have prevented them from meeting in mosques and there is very little support for their stance in the wider community.

But the upsurge in violence has caused real alarm throughout Nigeria.

More than 100 people were killed as a wave of unrest spread from the city of Bauchi on Sunday through Borno, Yobe and Kano states the following day.

And no-one seems to know just how big a threat the so-called Taliban pose, how big their membership is, or what their next move could be.

Peshawar: Two-hundred boys, who were being trained at a secret location to carry out suicide attacks, were rescued by the security forces in northwest Pakistan, a media report said on Monday.


The boys, aged from six to 13 years, were rescued in Mardan in North West Frontier Province (NWFP), Geo TV said.


Meanwhile, the children were shifted to a rehabilitation centre where they will receive psychiatric treatment.


"These children have been brainwashed in a way that now they even want to kill their own parents," Bashir Bilour, a minister in the provincial government said, adding that the children were not administered any drugs during training.

RIYADH (Reuters) - Saudi Arabia, which is gearing up to host hundreds of thousands of Muslim pilgrims later this year, announced its first death from H1N1 flu on Monday.

The ministry of health said a 30-year-old man died on Saturday from the virus after being admitted to a private medical centre in the eastern city of Dammam.

Saudi Arabia has reported about 300 cases of the new H1N1 flu, raising fears the pandemic could hit the pilgrimage seasons in September and November.

Saudi Health Minister Abdullah al-Rabeeah has urged elderly, ill and other unfit Muslims to postpone pilgrimages as the kingdom tries to prevent a large-scale spread of the H1N1 flu.

Arab health ministers also agreed earlier this month to restrict people over the age of 65 and below 12 and the chronically sick from performing this year's haj pilgrimage due to fears over the virus.

Mecca, home to Islam's holiest site, traditionally attracts more than a million pilgrims for a minor pilgrimage during the last third of the fasting month of Ramadan, a lunar month which starts around Aug. 20 this year.

The main pilgrimage season falls late in November this year. Last year, about three million people performed the pilgrimage, which also extends to the city of Medina as worshipers visit the grave of the Prophet Mohammad.

Last week, the health ministry said it would no longer publish updates on the number of infections after they neared 300 without explaining the move which came one day after Egypt reported its first H1N1 death of a woman returning from Mecca.

Last month, Tunisia announced the suspension of travel by its pilgrims to Mecca.

The new virus has killed more than 800 people worldwide since it emerged in April, according to the World Health Organisation (WHO). The body has declared H1N1, popularly known as swine flu, as the fastest-moving pandemic ever.

Sikhs, Hindus dread Taliban tax in Pakistan

PESHAWAR, Pakistan — Sitting on a broken chair outside a Sikh temple in a crowded part of Peshawar, Aman Deep Singh is frantic about his future after losing his business in Pakistan's tribal district of Khyber.

When the Taliban gave Sikhs and Hindus an ultimatum -- leave the land of your forefathers or pay an Islamic tax in protection money -- Singh packed up and left his native Tirah valley for Peshawar.

"We were living under fear. Fear of militants, fear of Lashkar-e-Islam and fear of other armed groups," said Singh, his hair swept up in a turban, a long beard touching his abdomen and thick moustache covering his upper lip.

He swapped a general store in the mountains for unemployment in the northwest capital, where he struggles to feed the nine members of his family. Aman Deep is a fake name. He wants his real name hidden for his security.

As light fades to dusk, Sikhs gather for evening prayers at the Joga Singh gurdwara (temple) in a narrow street of Peshawar's Dabgari bazaar. Each man removes his shoes, washes his feet in a small pool of water and covers his head.

"I am not the only one. About 400 Sikh and 57 Hindu families migrated from (the town of) Bara and Tirah," said Singh.

Sikhs and Hindus are tiny communities in Pakistan. In the last year, hundreds have fled their homes after receiving death threats from the Taliban and other militant groups in an increasingly unstable northwest.

After US troops invaded Afghanistan in 2001, Taliban and Al-Qaeda ideologues fled to Pakistan, where they have increasingly focused their campaign and where 2,000 people have perished in bomb attacks over the past two years.

Pakistan launched a major offensive in the northwest this summer, under pressure from the United States, after Taliban fighters made deep territorial inroads.

Militants need an endless supply of funds for their weapons, communications and training.

Kidnapping, drugs and extortion are typical sources of income. Taxation and protection scams are others, and vulnerable non-Muslims are easy prey.

Local Sikhs mostly trade in cloth, and also run grocer, garment and herbal medicine shops. They are people who can afford the 1,000 rupees (12 dollars) per man, per year "jizya" tax.

In the region of Orakzai, the Taliban demanded the tax of adult male Sikhs, forcibly occupying Sikh-owned shops and houses. After two months, the tax spread to Khyber, the legendary tribal region on the main supply line to Afghanistan.

It was there that Lashkar-e-Islam, a Pakistani Islamist group headed by Mangal Bagh, announced Sikhs and Hindus would be free to live anywhere -- as long as they paid jizya.

But threats made the situation increasing tense. Hundreds of Sikh and Hindu families fled to nearby areas, especially Peshawar.

"Minorities in Orakzai and Khyber were warned by some militant groups to become Muslims or leave the area. This was a real threat," Singh said.

"They're running a parallel government. Hindu and Sikh families did not feel safe, in Orakzai, in Bara and in Tirah. We preferred to migrate, at least here we can breathe in peace and feel safe," he said.

The same sentiment was echoed by other shopkeepers from Bara.

"No female Muslim or non-Muslim is allowed out without a male relative. All women, even the elderly, have to wear a burka," said Gulab Khan Afridi, a 38-year-old Muslim.

Gulab Khan said growing a beard and wearing a cap had become compulsory, otherwise Lashkar extremists would dole out beatings or a 200 to 500-rupee fine.

"Can you believe it? A man cannot wear a ring in Bara," he added.

Much like the Taliban, Lashkar-e-Islam acts like police, enforces prayers five times a day and punishes people accused of prostitution and other vices.

Sardar Sahib Singh, a Sikh leader in the district assembly in Peshawar, said his community paid 150,000 rupees (1,825 dollars) a year to Lashkar-e-Islam in protection money.

"Our community is better off. We only pay tax, while Muslims have to work, like being guards in Lashkar trenches," he said. But families are dwindling.

"At first there were 500 Sikh families in Bara, now only 150," he said.

Scholars say only a true Islamic government, no one else, can collect jizya and on condition that those who pay feel safe, but Lashkar-e-Islam insisted the tax was proper payment for services rendered.

"Women, children and the handicapped have been exempted," Misri Gul, a spokesman for the group, told AFP.

"Jizya is according to Islamic sharia. We will provide them protection in exchange for this," he said.

Bauchi, the capital city of Bauchi State, was awash with bloodbath early morning yesterday as scores of religious fundamentalists were killed after a failed attack on a police station.
Official estimates put the death toll at 32, but the figure is not less than 150, according to correspondents who said they counted the bodies.
A group called “Boko Haram” (“education is sin”), which has been campaigning for the imposition of Sharia’h (Islamic law) on the 36 states of the Nigerian federation, was said to have sparked off the crisis when its members launched an attack on the station.
Reuters news agency quoted a member of the group, who was wounded during the initial attack on the station, as saying the group wanted to “clean the (Nigerian) system which is polluted by western education and uphold Sharia’h all over the country”.
“The police has (have) been arresting our leaders; that is why we decided to retaliate,” said the man, who gave his name only as Abdullah, according to the news agency.
Meanwhile, the state Governor, Mallam Isa Yuguda, has described the fundamentalists as militants, urging Nigerians to see it as a national issue.
“Their plan is to attack everybody,” he said, while announcing a curfew from 9pm to 6am. “Governors should brace up and clean their states of this rubbish.”
THISDAY gathered that the sect struck around the Federal Low-cost Housing Estate and Dutsen Tanshi areas in the early hours of yesterday.
They were said to be reacting to the refusal of the Bauchi State government to allow a free atmosphere to publicly practise their religion as well as win more souls to the sect.
The newspaper learnt that members of the sect had been planning a demonstration in Bauchi for a long time now but were not given the chance because of the fear by government that their doctrine, if allowed to be preached publicly, could cause a religious crisis.
Their teachings are regarded as completely out of tune with the teachings of other Islamic sects, especially regarding peaceful co-existence.
The sect members, in their hundreds, trooped to the Dutsen Tanshi Police Station in the early hours of the day and attacked it, chasing away the few policemen on duty and forcing themselves into the station before destroying anything they could lay their hands on.
But they could not break into the armoury which was under lock and key.
After a distress call by the policemen to the Command headquarters, a reinforcement of armed policemen, including men from the mobile unit, was drafted to the area to ward off the fundamentalists during which some of them were killed and several others injured.
The Bauchi State Police Command, through the PPRO, Mohammed Barau, confirmed the incident, saying more policemen had been drafted to the area to maintain order and security.
He said other security measures had been taken to ensure that the crisis did not spread beyond the area, adding that as soon as the state command got clearance from the Police Headquarters in Abuja, it would officially make a pronouncement.
As at the time of this report, the combined military and police patrol teams had gone round the villages in Bauchi to fish out some of the fundamentalists who had escaped from their Bauchi base.
In his reaction, Minister of Police Affairs, Ibrahim Yakubu Lame, declared that the Inspector General of Police (IG), Mr. Ogbonnaya Onovo, had been ordered to ensure peace and security of lives and properties of citizens across the country.
He said inasmuch as the government was committed to freedom of religion, it would not condone any fundamentalist who would bring about breakdown of law and order in the country.
Though the Director of Press Affairs to the Governor, Mohammed Maigari Khanna, and other top government functionaries were seen at the Police Command Headquarters, they refused to make any comment on the development, but promised that as soon as the situation was properly studied, government would make its position known.
The Nigerian Taliban, according to an AFP report, made its debut in 2004 when it set up a base – dubbed Afghanistan – in Kanamma village in northern Yobe State, on the border with Niger, from where it attacked police outposts and killed police officers.
Its membership is mainly drawn from university dropouts.
Religious clashes between Muslims and Christians in Bauchi State led to the death of five people in February.
More than 700 people died last November in Jos, capital of Plateau State, when a political feud over a local election degenerated into bloody confrontation between Muslims and Christians.
Meanwhile, major streets in Jos, the capital city of Plateau State, was yesterday, deserted as armoured tanks were stationed at strategic points within the metropolis.

‘Education is Sin’
Boko Haram, the sect fingered in the latest Bauchi religious crisis, means “education is sin”. The sect wants Islamic law imposed on the federation, while also campaigning against Western education. They have similar beliefs with the Taliban group in Afghanistan.

Monday, 27 Jul, 2009 | 07:07 AM PST | The state’s counter-terrorism capabilities are hampered by a lack of reform in the police forces.

Text of Pakistan-India joint statement While the Waziristan agencies and other parts of Fata may be ground zero of militancy in Pakistan, the country’s cities and towns are also havens for militants of all stripes. However, as elaborated during a seminar organised by the Pakistan Institute of Peace Studies in Islamabad on Friday, the state’s counter-terrorism capabilities are hampered in the cities and towns by lack of reform in the police forces of the country.

The laundry list of complaints by top police officials is a familiar one: lack of proper resources and equipment, shortage of manpower, lack of specialised training, poor coordination between governmental agencies, etc. And yet, despite repeated promises, committees and proposals, there has not been any significant change for the better on any of those fronts. Given the urgency of the problem and the seriousness of the threat, there is simply no justification for delay in equipping the police with the tools it needs to increase its counter-terrorism capabilities.

However, it must be noted, the problem will not be solved by simply throwing more resources at the police. Even with the present level of intelligence, it is hard to imagine that in places like Karachi, Lahore, Peshawar, Quetta, Faisalabad and the dozens of smaller cities and towns the success rate in breaking up terrorist and militant networks could not be higher. Many mosques, madressahs, residences and other buildings are well-known havens for militants, and off the record officials freely admit their knowledge of such sites. So why isn’t action being taken against such targets? The answer is clearly political, since meaningful action is beyond the powers of local police officials who work in organisations that are tightly controlled by the political forces.

Moreover, procedural bottlenecks delay the handing over of real-time intelligence to the police in many ways. Consider that the police have routinely complained that while militants and terrorists use mobile phones to communicate, the police must go through a cumbersome process to obtain the relevant data. Admittedly, there are concerns about privacy and the misuse of personal data, but the process can surely be streamlined to reduce the waiting period from months to days, if not hours in some circumstances.

Given that SIM cards are still easily available, despite attempts to register them, the intelligence trail can dry up quickly, or worse the terrorists could have already carried out their plots by the time the police catch up with them. Such problems of semi-, or non-, efficiency are endemic in Pakistan, of course, but they can and must be addressed urgently when it comes to fighting terrorism.

Boys trained for suicide bombing arrested
MINGORA: Security forces have seized 14 vehicles equipped for suicide attacks and arrested nine people trained for suicide bombings and other subversive activities.

The suspects, the vehicles and a huge quantity of arms and ammunition, computers and other equipment seized during an operation were shown to journalists here on Sunday.

Mingora Operational Commander Brig Tahir Hameed said the operation Rah-i-Rast was under way in Swat to secure the remaining pockets of resistance. ‘The security forces have achieved major successes during the search and clearance operation in Swat.’

He said the forces had recovered a large quantity of arms and ammunition, vehicles and furniture of schools and banks which militants had looted.

He said normalcy had been restored in 95 per cent of the district, including the city of Mingora, and the operation would continue till the elimination of militants.

A 15-day ban from Monday has been imposed on rickshaws in the valley and owners have been asked to get stickers for their vehicles from police stations.

Brig Hameed said the overall law and order situation was improving. He said several children brainwashed and trained for suicide attacks had been captured.

He said terrorists had deprived the children of an opportunity to get education and their parents had handed them over to the security forces.

He said arrangements were being made to enrol them in schools with free board and lodging and give them monthly scholarship.

The 14 vehicles prepared for suicide attacks, 35,000kgs of explosives, 50 computers, hundreds of guns, over 100 pistols, thousands of rounds and electronic goods seized from militants and their hideouts were displayed at the press briefing.—APP

A three-year-old boy and his father were gunned down by suspected militants in south Kashmir’s Shopian district. The killing of the duo is the fifth in the district in the last eight days. The man had survived an attack in April while his mother was killed.

Shopian SP Shahid Mehraj said a group of militants knocked on the house of Mohammad Aslam Awan last night and asked the inmates to open the door.

“Awan picked his three-year-old son Arif Ahmad, thinking that the sight of the child in his lap would stop the militants from opening fire. But the militants fired indiscriminately on the family, killing Awan and his son,” Mehraj said.

Immediately after the incident, police and security forces rushed to the spot and cordoned the village to nab the gunmen, but no one was arrested. Police said they were told by the family that the gunmen were carrying assault rifles. The post-mortem of the two bodies was conducted in the Sub District Hospital, Keller. “We are investigating why militants killed Awan and his son,” Mehraj said. No militant group has so far claimed responsibility for the killings.

Almost three months ago, Awan had survived a bid on his life when suspected militants attacked his home in a similar manner. On April 16 evening, gunmen had attacked the same house and Awan was seriously injured in the shooting. His 50-year-old mother Reshma died in the attack. Awan was in a Srinagar hospital for over 50 days and he returned home a month ago.

GULBARGA: A group of Muslims on Friday attacked the office of the Kannada daily Samyukta Karnataka here and assaulted the staff. Three employees of the newspaper were severely injured. The assailants were protesting against a report on the head of a local dargah.

The daily’s circulation manager Vilas Deshpande, who suffered serious head injuries, has been admitted to the Government General Hospital, and his condition stated to be serious.

Executive Editor of the newspaper Srikantacharya Mannur, who was an eyewitness to the incident, said that about 15 persons shouting slogans against the newspapers started assaulting the staff in the front office where the circulation and advertisement departments functioned.

The mob tried to storm into the editorial and the computer room before the other staff pushed them out of the main door.

“We were taken by surprise at the attack and initially we were not aware of the reason for the attack and nobody in the crowd was in a position to hear us. Nobody told us why they were protesting,” Mr. Mannur said.

The mob damaged a four-wheeler that belonged to the daily and damaged the vehicles parked in front of the newspaper office before being chased away by the police. The police picked up seven persons in connection with the attack from a building in front of the newspaper office.

Senior officials, including the Superintendent of Police Padmanayan, visited newspaper office and inspected the damage.

The news about the attack on the newspaper office spread and tension prevailed in some parts of the city. Journalists protesting against the attack staged a “rasta roko” agitation at the Sardar Vallabhbhai Patel Chowk. Many organisations, including the Kannada Rakshana Vedike, joined the protest by the journalists. Communist Party of India (Marxist) State Secretariat member Maruti Manpade condemned the attack.

Muslims staged a protest demonstration in front of the Deputy Commissioner’s office in the city demanding action against the newspaper for publishing a report which had hurt their religious sentiments.

In a memorandum to the Deputy Commissioner, the signatories said: “The newspaper had published indecent allegations and used vulgar words against the Honorable Shaikh Tajuddin Junaidi, Sajjada Nasheen of the Dargah of famous saint Sirajuddin Junaidi, who is known as Shaik-e-Deccan.”

The memorandum said “the paper has printed (the report) without any validity and (regard for) the rules of publishing” and demanded the closure of the newspaper. The senior officials who met the protesters at the Deputy Commissioner’s office said that they would look into the complaint and take action. ABU Bakar Bashir has endorsed the deadly work of Southeast Asia's most wanted terrorist, Noordin Top, saying Allah would protect him in his fight for Islam.

The fanatical Muslim cleric, who is the spiritual adviser to the al-Mukmin Islamic school for children on the outskirts of Solo, in central Java, said if the victims of the J.W. Marriott and Ritz-Carlton suicide bombings had ever held any thoughts against Islam, they deserved to die.

Bashir refused to condemn the suicide bombings, saying the use of terror was justified in the war against infidels, or non-Muslims.
Bashir was convicted and jailed for inciting terrorism in relation to the 2002 Bali bombings and has not since moderated his views.

He is seen as the spiritual head of Jemaah Islamiah, and while he is deeply unpopular in Indonesia, he carries dangerous influence that marks him as more than a mere ranting eccentric. The 1000 boys and 1000 girls who board at the al-Mukmin school he co-founded are taught predominantly in Arabic, and are indoctrinated to his views from kindergarten through to their leaving certificate.

Bashir regularly travels across Java to other pesantrens, or Islamic schools, to speak, although on Tuesday, in the east Java town of Malang, Indonesian police reportedly banned him from giving a public lecture.

Yesterday, Bashir attacked the Australian, US and Indonesian governments. "The main cause of this disaster (the bombings) is the Indonesian government, which undermines the supremacy of Islamic law.

"This (terror) will not end until the government follows the right path."

Asked by The Australian whether he felt any sadness for the seven victims of the suicide bombings, Bashir said: "What makes me sad about the bombings was that it involved innocent people being killed.

"People such as women and children who are not involved in the fight against Muslims should not be killed.

"But the problem is we don't know for sure that the victims weren't involved in the fight against Islam. Even the thought of fighting against Islam is involvement. Everyone that thinks like that is allowed to be killed."

Fifteen of his former students are said to have been directly involved in acts of terror across the region.

Asked if he was embarrassed by this, Bashir said: "There are no Muslim terrorists. The terrorists are the CIA, the Americans and the Australians. They're the ones who terrorise Muslims.

"The Australians are making a fuss about their victims, but when it comes to Muslim victims they don't say anything about it."

One of those former students is Nur Said, who many thought was one of the hotel suicide bombers. While DNA tests from the bombers' bodies at both sites have ruled him out, there remains a view that he may have been Noordin Top's second-in-command in the operation.

In the little hillside village of Katekan, northwest of Jogjakarta, famed for its tobacco, a media crew said it had been staking out Nur Said's parents' home for days but they had gone into hiding.

Bashir said he had never met Nur Said.

Speaking within the grounds of the al-Mukmin school, where students studied a noticeboard with newspaper accounts of the attacks, Bashir was asked whether Noordin Top, who used the school as his main recruitment ground, should be apprehended.

"If Noordin M.Top has bad intentions, then he should be apprehended," said Bashir. "If he is right, then Allah will protect him. What I know about Noordin M.Top is that he is a Malaysian who fights to defend Islam."

Bashir claimed it was not Muslim terrorists who conducted the suicide bombings. "The person who bombed the Marriott is probably influenced by the CIA, which is an enemy of Islam. It will do anything to discredit and destroy Islam in Indonesia.

"In my opinion, acts of bombing are only allowed after one declares war against infidels. Such as al-Qa'ida, which has declared war on America. Go ahead (and bomb).

"I'm not saying the (Marriott and Ritz) bombers are wrong, they could have been right." But he would prefer if there was a formal declaration of jihad before targets were attacked.

Students and teachers call Bashir "Pak Ustad", meaning senior teacher. One teacher, Syehuddin, said he had no problem with the school's record of producing terrorists.

"Even though terrorists radiated from here, they also come from other places. Foreign intervention leads to all the attention on this school."

The school previously ran to university level but has since dropped off. Syehuddin would not say why this was, but it seems an al-Mukmin degree is no longer regarded as something you'd want on your CV.

Teachers claim they teach the origins of the various interpretations of the Koran and let students decide for themselves.

Bashir, who lives within the school grounds, said: "The connections between al-Mukmin and the Marriott bombing is just an allegation.

"My war is to promote Islam through preaching. God willing, if the (Indonesian) government can return to the Islamic way, we can fight the Americans because those kafirs (non-Muslims) are weak. God willing, the jihadists will prevail."

Taliban again display gruesome trait as they behead a civilian

In a gruesome act, Taliban beheaded an employee of the police department in Pakistan's northwestern Swat valley which the security forces have claimed has been cleared of militants. Muhammad Iqbal, a civilian employee of the police station in Matta sub-district, was beheaded at his home at Sambat Cham early on Saturday.

The gruesome killing prompted policemen to launch a counterattack against the Taliban for the first time in the past two years, The News daily reported. Policemen killed a militant and demolished seven houses belonging to rebels. They also arrested a suspected militant after an exchange of fire during a raid on Taliban hideouts.

District police chief Sajid Mohmand confirmed the police action and the killing of a militant."We and the army soldiers have banded together in the valley to patrol streets and keep a vigil on the militants," he said.

Beheading of victims is one of gruesome traits the Taliban employ against their rivals mostly security personnel. Dozens of policemen have met the same fate at the hands of Taliban who have gone to the extent of filming such horror tactics on videos and widely circulated them in order to create fear among the people.

After being singled out for attacks by the Taliban, the police force in Swat saw over 800 desertions during the past two years. Police officials too were reluctant to take part in anti- Taliban actions as they were not trained for counter-insurgency operations.

A retired Roman Catholic priest from Orange County who escaped prosecution six years ago for allegedly molesting a teenage boy has been arrested on suspicion of molesting another boy in the 1990s, authorities said Tuesday.

Denis Lyons, 75, of Seal Beach was arrested Monday afternoon while he was playing cards at a community center near his home in the Leisure World retirement community, prosecutors said.


Lyons faces four felony counts of lewd acts on a child under the age of 14 and a sentencing enhancement for substantial sexual conduct with a child, which would make him subject to a mandatory prison sentence, according to prosecutors. The abuse occurred between 1992 and 1995 while Lyons was assigned to St. John the Baptist Catholic Church in Costa Mesa, prosecutors said.

Criminal charges in an earlier case against Lyons were dropped after the U.S. Supreme Court in 2003 invalidated as unconstitutional a California law that had extended the statute of limitations on child molestation to include decades-old cases. In the previous case, Lyons had faced felony counts of child molestation that prosecutors said dated back more than twenty years.

Prosecutors identified the victim in the most recent case only as "John Doe," a man they say came forward only last year to Costa Mesa police.


The Roman Catholic Diocese of Orange announced a settlement earlier this year with Jonathan Kirrer, 24, who filed a lawsuit saying Lyons sexually abused him repeatedly when he was a second-grader at a parish school at St. John the Baptist. Kirrer also accused the diocese of conspiring to conceal the alleged sexual abuse. According to the lawsuit, Kirrer said he was molested by Lyons at least four times in the mid-1990s.

A spokesman for the diocese said Tuesday that Lyons was removed from ministry in 2002 and "was committed to a life of prayer and penance."

"Rev. Lyons has not been permitted to return to ministry or the Diocese of Orange in any public capacity since his removal," said diocese spokesman Ryan Lilyengren.

Lyons is being held at Orange County Jail on $100,000 bail and is scheduled to be arraigned today. If convicted of all charges, he faces a potential sentence of 14 years in state prison.

RANCHI, India, July 21 (Reuters) - India's Maoist guerrillas on Tuesday threatened to kill the country's prime minister and ruling party leader in what analysts said was the most aggressive threat yet from an increasingly lethal and widespread insurgency.

The warning comes a month after the government listed the Communist Party of India (Maoists) as a terrorist group, and Prime Minister Manmohan Singh declared them India's largest internal security threat.

The Maoists targeted Singh and Congress party president Sonia Gandhi, and invoked the memory of the 1991 assassination of her husband, former Prime Minister Rajiv Gandhi, in a suicide blast blamed on Sri Lanka's now-defeated Tamil Tiger rebels.

"Sonia Gandhi and Manmohan Singh have dared to ban the Maoists, little realising that they would meet the fate of Rajiv Gandhi, who was killed by the LTTE (Liberation of Tamil Tigers Eelam)," a Maoist statement released in Hindi says.

India blamed the LTTE for killing Gandhi as revenge after a 1987-1990 Indian peacekeeping mission to Sri Lanka turned sour.

The statement, issued in the eastern state of Jharkand, also gave local Congress leaders a week to resign or "be taught a lesson". Jharkand police and Congress officials said they were taking the threat seriously, while Singh's office had no comment.

Sri Lanka crushed the LTTE in May after a 25-year war, in which the separatists had proved themselves ruthlessly efficient at killing politicians, police and other government officials to inspire fear, a tactic analysts say the Maoists have adopted.

"It is the boldest statement ever issued by them," said Colonel R. Hariharan, a Chennai-based security analyst who led military intelligence during India's peacekeeping mission to Sri Lanka.

"They are trying to assert themselves and becoming bolder and bolder and trying to get more visibility," he said.

Hariharan said the Maoists used to get logistical support and explosives training from the LTTE.

The Maoists have increasingly spread out of their rural eastern strongholds and are active in nearly a third of the country's 630 districts, up from a presence in less than a tenth of them in 2001, government and independent data shows.

They carry out hit-and-run attacks on police and extort money from businesses. In the mining state of Chhattisgarh, officials say they extort up to $60 million a year. [ID:nDEL476558]

KHOST, Afghanistan — Taliban suicide bombers, most of them disguised in burkas, tried to storm government buildings and a military base in two Afghan cities on Tuesday, killing six people, officials said.

The attacks in Gardez and Jalalabad came amid a surge in violence ahead of presidential and provincial elections on August 20, when President Hamid Karzai will stand for re-election despite criticisms about security and corruption.

Taliban militants have increasingly used coordinated suicide and gun attacks in their fight against Karzai's Western-backed government and its foreign military allies deployed in the country for nearly eight years.

Six suicide bombers, some of them also carrying guns, tried to enter several government buildings in Gardez in Paktia province but were shot dead before reaching their targets, provincial spokesman Rohullah Samoon told AFP.

"One of the bombers detonated in front of the intelligence department, killing three intelligence officers. The other bombers were killed by security forces," he said. Samoon said that two policemen were also killed.

Provincial police chief Azizuddin Wardak also confirmed two police officers were killed in the attacks but said that two of the bombers managed to detonate explosives strapped to their bodies.

"Two of the bombers exploded -- one near the intelligence office and the other near the police station district one. Two police were killed," he said.

"The other bombers were killed by our security forces before they reached their target of entering government buildings and offices to kill innocent people," Wardak added.

The police chief said the bombers entered Gardez, the provincial capital, wearing burkas -- the traditional all-covering veil worn by Afghan women.

The defence ministry in Kabul said two of the six bombers had detonated their bombs and the rest were shot dead by security forces.

It give no death toll but said "a number of security forces were killed and injured in the attack."

Authorities temporarily slapped a curfew on Gardez but "everything is under control now. We have full control over the city," the police chief said.

Army soldiers were deployed to control entrance to the troubled town, the defence ministry said.

In Jalalabad, two other bombers were killed in a shootout with police as they tried to fight their way into the city airport, a base for Afghan and foreign troops, said provincial government spokesman Ahmad Zia Abdulzai.

Jalalabad is the capital town of Nangarhar province, which sees regular Taliban violence, as does Paktia.

Abdulzai and a doctor in Jalalabad's hospital said one policeman was killed in the incident.

A Taliban spokesman, Zabihullah Mujahed, said the Islamist militia were responsible for both attacks.

"Fifteen of our mujahedin (holy fighters) -- suicide bombers who also have guns -- entered the governor's compound and other government buildings" in Gardez, Mujahed told AFP by telephone.

"Four of our mujahedin have entered the Jalalabad air base -- they have killed several Afghan and foreign forces," he added.

With the Taliban-led insurgency at its deadliest since the US-led invasion of 2001, the United States has ordered an extra 21,000 soldiers to Afghanistan in a bid to stabilise the country ahead of the August elections.

A British soldier was killed in a roadside bomb attack in the southern, opium-growing province of Helmand where thousands of US and British troops, helped by Afghans, are pressing major operations to root out militants.

On Tuesday, a soldier from the US-led coalition was killed in a road accident near Kabul, the military announced.

According to independent website -- www.icasualties.org -- which counts military deaths in Iraq and Afghanistan, 57 foreign soldiers have lost their lives in Afghanistan this month, the deadliest since 2001.

பயங்கர தீவிரவாதியான கசாப் ஒப்புதல் வாக்குமூலம் அளிப்பான் என யாரும் எதிர்பார்க்கவில்லை.

ஆரம்பத்திலிருந்தே பல நாடகங்களை அரங்கேற்றி வருகிறான் கசாப். தண்டனையிலிருந்து தப்ப இவ்வாறு செய்கிறான்.

உதாரத்திற்கு முதலில் தான் பாகிஸ்தான் நாட்டவர் என்று கூறினான். அது சரிப்படவில்லை என்பதால், தான் மைனர் என்றான். கசாப் ஒரு பெரிய நடிகர் என்பதை கோர்ட்டுக்கு நினைவுபடுத்திக் கொண்டே வருகிறேன்.

கசாப்புக்கு ஆங்கிலம், இந்தி, உருது புரிகிறது, தற்போது மராத்தியும் கற்றுக் கொண்டு, கோர்ட்டி்ல பேசப்படுவதை புரிந்து கொள்ள முயற்சிக்கிறான் என்றார்.

கசாப் வாக்குமூலம் குறித்து மகாராஷ்டிர முதல்வர் அசோக் சவான் கூறுகையில், விசாரணை முழுமையாக முடிய வேண்டும். மிகக் கடுமையான தண்டனை கசாப்புக்கு வழங்கப்பட வேண்டும். கசாப், மிகப் பெரிய சதிக் கூட்டத்தில் ஒரு துளிதான். உலகளாவிய பிரச்சினையாக உருவெடுத்துள்ள தீவிரவாதத்திற்கு பாகிஸ்தான் முடிவு கட்ட வேண்டும் என்றார்.

கஸாப் உள்ளிட்ட தீவிரவாதிகள் மீது பல்வேறு பிரிவுகளின் கீழ் ஏராளமான வழக்குகள் பதிவு செய்யப்பட்டுள்ளன என்பது குறிப்பிடத்தக்கது.

வருகிற அக்டோபர் மாதத்திற்குள் இந்த வழக்கின் விசாரணையை முடிக்க இலக்கு நிர்ணயிக்கப்பட்டுள்ளது என்று ஏற்கனவே தனி நீதிபதி தஹிலியானி குறிப்பிட்டுள்ளார்.

இதுவரை மொத்தம் உள்ள 150 சாட்சிகளில் 134 சாட்சிகள் விசாரிக்கப்பட்டு விட்டனர்.

An Arab engineer, who has been convicted of drunkenness in a public place, has been sentenced to 40 lashes by a Doha court. The judge dismissed his claim that he could not differentiate between water and wine (writes Nour Abuzant).
The Moroccan Muslim told the court that he got intoxicated after he went for dinner with his French colleagues and they offered him a drink that he thought was water.
He was arrested when the car, carrying him and his French colleagues, met with an accident. The traffic police noticed that he was vomiting and there was a stench of alcohol in the atmosphere. He was taken to the Rayyan police in an unconscious state.
His lawyer argued that his client was not aware that the drink contained alcohol.
Explaining the conviction, Judge Mamon Hamour said that it was hard to imagine that someone like the accused could be tricked to the extent that he could not differentiate between water and wine.
“The accused is an engineer and not a new Muslim. Surely he knows that wine is prohibited according to Islam.”
The court of first instance said that the accused be lashed only after proving that he was medically fit.

NO FUNNY BONE: President Zardari and his goverment are the target of scores of jokes.




Islamabad: It would seem that in Pakistan there is nothing citizens need to watch out for more than making a joke about President Asif Ali Zardari by SMS (Short Messaging Service).


If you mistakenly, or just for fun, share with a friend one of the hundreds of derisory jokes about the leader floating around electronically, you could get a 14-year prison sentence.


Pakistan's Interior Minister Rehman Malik announced last week that the Federal Investigation Agency (FIA) has been tasked to trace SMS (or text messages) and e-mails that "slander the political leadership of the country" under the vague Cyber Crimes Act.


In addition to facing up to 14 years in the jail, violators could have their property seized, Malik said, adding that the government would seek Interpol assistance in deporting foreign offenders.


Surrounded by controversy throughout his political career, Zardari has been a subject of harsh public criticism since he was elected as president by the national parliament a year ago.


Most of the criticism stems from his government's sluggishness in addressing problems such as severe power outages, intolerably fast-rising inflation, and a sputtering economy.


But many jokes hint that Zardari still acts as "Mr 10 per cent", a label referring to the percentage he would allegedly receive in kickbacks in the 1990s during the two terms as prime minister spent by his assassinated wife, Benazir Bhutto.


One such joke portrays a school for demons at roll call. All the demons report for class, except one named Zardari. When the demon teacher asks where Zardari is, a student replies that he has "gone to rob Pakistan".


Another joke claims that the words that most frighten Zardari are the slogan: "Bhutto is still alive." It's a mantra his party workers chant often in public meetings, but it can be interpreted to mean it is unfortunate for the nation that Bhutto died and Zardari became president.


Most of the hundreds of jokes shared by 50 million SMS users of about 80 million mobile phone customers seem innocuous but can have disastrous political implications for Zardari, who according to some recent surveys is already highly unpopular among the public.


"Jokes in Pakistani political culture are a very effective way to delegitimise rulers. Historically, these have been used by the weak and helpless against the powerful," said Rasool Bux Raees, a political analyst at Lahore University of Management Sciences.


Local media, human rights activists and bloggers have been swift in criticising the proposed law against anti-government SMS and online texts as "draconian and authoritarian".


The English-language newspaper the Nation said early this week that Malik's statement showed that Zardari's government had lost its nerve.


The newspaper urged the leadership of Zardari's liberal Pakistan People's Party "to consider why no other politician has become such a common butt of naughty anecdotes".


The newspaper further said the government's using the FIA's short-staffed cyber wing for political means would "seriously compromise anti-terrorism investigations".


The former director of the Human Rights Commission of Pakistan, I.A. Rehman, condemned the legislation as "standing in conflict with the freedom of expression that is guaranteed by the Constitution of Pakistan".


He hoped the law would soon be challenged in the Supreme Court and eventually abolished.


"For a moment I thought it was a bad joke!" wrote a blogger. "But nah its reality - Yes, 14 years for sending an indecent SMS."


Noman Bashir, 23, a student in Islamabad's prestigious Quaid-e-Azam University said initially his friends were frightened by the law but later on they thought up ways to get around it.


"We now draft the text in such a way that Zardari's name is not mentioned and yet everyone who receives it knows the joke is about Zardari," laughed Bashir.


"We are not running some organised political campaign against Zardari, but we cannot stop writing about him," he said. "You know, he is such a funny character."

Minister to receive Dublin child abuse report on Tuesday


THE REPORT of the Dublin Archdiocese Commission to Inquire into Child Abuse is to be presented to the Minister for Justice Dermot Ahern next Tuesday.

The report will name 15 priests, 11 who have been convicted in the courts and four who are already well known. Set up in March 2006, the commission has investigated how child sex abuse allegations against a representative sample of 46 priests was handled by 19 bishops in Dublin between January 1st, 1975, and April 30th, 2004.

The focus of the report is on a power culture centred on the bishops and how this influenced their handling of allegations.

It is thought likely that Mr Ahern will refer the report to Attorney General Paul Gallagher, as it deals with three men currently before the courts. However, two of those men have served sentences in connection with child abuse, while the third has pleaded guilty to the latest charges against him, although a further allegation has emerged since then.

The earliest date set for the trial of any of the men is April 2010.

It is possible the Attorney General may decide to publish the report in full, and soon, with the three relevant men given pseudonyms.

Of the 19 bishops investigated, seven are deceased. The 19 include four archbishops of Dublin – Most Rev John Charles McQuaid, Most Rev Dermot Ryan, Most Rev Kevin McNamara and Cardinal Desmond Connell. Thirteen of the other bishops were or are auxiliary bishops in Dublin. They include Bishop Joseph Carroll (deceased), Bishop Brendan Comiskey (resigned as Bishop of Ferns in 2002), Bishop Martin Drennan (Bishop of Galway), Bishop Patrick Dunne (deceased), Bishop Ray Field (auxiliary Bishop in Dublin), Bishop Laurence Forristal (Bishop of Ossory to 2007).

Also included are Bishop James Kavanagh (deceased), Bishop Jim Moriarty (Bishop of Kildare and Leighlin), Bishop Donal Murray (Bishop of Limerick), Bishop Dermot O’Mahony (retired), Bishop Fiachra Ó Ceallaigh (auxiliary bishop in Dublin), Bishop Eamonn Walsh (auxiliary bishop in Dublin and apostolic administrator to Ferns diocese from April 2002 to April 2006), and Bishop Desmond Williams (deceased).

The Bishop of Killaloe Willie Walsh and Bishop of Dromore John McAreavey sat on an internal tribunal in Dublin to investigate abuse allegations against one priest.

KARACHI: The Lawyers for Human Rights and Legal Aid (LHRLA) held a press conference for a couple and their children who being victims of tribal customs, on Wednesday.

Ghulam Sarwar and his wife Rahila Ghulam, residents of Tehsil Jhat Pat, district Jaffarabad, Balochistan said If the government would not provide them immediate protection, they would have no other option left, but to marry their three minor daughters to unknown men in accordance with the jirga’s decision.

The couple said that they had married out of choice about five years ago but Rahila’s family was not happy with this decision and they summoned a jirga regarding the case about three years back.

The jirga decided that the couple would have to marry off four daughters and also give Rs 1.5 million for their rebellion against the tribal customs.

The jirga comprised of Rahila’s father, Mir Dost, her three uncles namely Shah Dost, Arbab and Ali Dost and her cousins, said Ghulam Sarwar. Later, Rahila’s father decided that we would have to pay a fine of Rs 500,000 and marry off four of our daughters, he added. We paid the revised fine but declined to marry our daughters as they were just toddlers, the exasperated man added.

I have three minor daughters Paras, 4, Sughra, 2, and Rehmat who is just eight months old and I will not marry my daughters to my paternal uncles, said Rahila while bitterly crying.

The couple said that Rahila’s uncles had been threatening that they will face dire consequences if the daughters are not given soon, while they also sent armed men to their house on July 7. They narrowly escaped being caught and killed and fled to Karachi.

They have lodged an FIR against the members of the jirga and are awaiting help from the government. ppi

Catholic priest convicted of abusing Md. altar boy

ROCKVILLE, Md. (AP) — A Roman Catholic priest has been convicted of sexually abusing an altar boy at a Germantown church more than seven years ago.

The Rev. Aaron Cote (koh-TAY') is expected to be sentenced Oct. 14 to 10 years of probation. The former part-time youth minister at Mother Seton parish also must register as a sex offender under a plea agreement announced Monday.

Cote was convicted of a third-degree sex offense. He pleaded not guilty and was convicted by a Montgomery County Circuit Court judge, who heard a recitation of undisputed facts.

The 57-year-old priest, who now lives in New York City, reached a $1.2 million settlement two years ago with the victim. The former altar boy claimed Cote had repeatedly molested him from June 2001 until June 2002.
