Seven militants killed in Manipur
Imphal, Nov 22 (PTI) Seven militants were today killed in three separate encounters with security forces in two districts of Manipur, official sources said.
A combined team of police commandos and Maratha Light Infantry personnel gunned down two militants at Mayang Imphal Charoibung area in Imphal West district.
In another incident, police commandos and Assam Rifles personnel of 23rd Battalion during a combing operation shot dead three militants at Lamlia area in Imphal East district, the sources said.
In another encounter, two militants were killed by security personnel at about 8 am at Leimapan area in Imphal East district.
The sources said two 9 mm pistols and one M-16 rifle were found from Mayang Imphal and Lamlia areas respectively. PTI

Sources said the victims included a few security personnel.
While 13 people died on the spot, four more succumbed to injuries in hospital. The death toll is likely to increase as the condition of several injured people is critical, sources said.
According to the first official report, the militants raided the place where security personnel and civilians were gambling ahead of the Diwali.
The injured were shifted to Regional Institute of Medical Science and Hospital and Jawaharlal Nehru Hospital.

IMPHAL: The house of T. Nandakishore, MLA of Imphal West district in Manipur, was attacked by militants on Sunday. A Chinese-made hand-grenade was thrown into the house but there was no casualty in the explosion.
Mr. Nandakishore said militants, identifying themselves as members of the Kangleipak Communist Party (Military Council), had sent him a message expressing their desire to talk with him on certain matters. So far, no militant organisation has claimed responsibility for the attack.
Bomb defused in temple
In Tripura, Manipuris have become targets of Islamic terrorists who had sneaked into the State from Bangladesh. On Sunday, a powerful bomb connected to a mobile phone was found in a Manipuri temple at Radha Nagar where a few thousand devotees had assembled on the occasion of Durga Puja. However, the bomb was detected and in the presence of senior police officers, including the Director-General of Police Pranay Sahay, it was defused.
On Wednesday, four synchronised bombs went off in Tripura in two markets, a bus stand and a residential locality. More than 100 people were injured. Eight seriously wounded persons were airlifted to Kolkata and Guwahati. Top officials of the Intelligence Bureau, the National Security Guards and State police are working to track down the terrorists. So far, six suspects, including three Bangladeshi nationals, have been arrested.
The Tripura government has announced cash rewards of between Rs.1 lakh and Rs.5 lakh to anyone providing vital information that may lead to the arrest of the terrorists behind the blasts.
Security has been tightened in areas where there is a mix of Manipuris and people of Bangladeshi origin.

IMPHAL: Close on the heels of the recent attacks on north Indians in Assam and Maharashtra, unidentified gunmen killed at least 14 Hindi-speaking migrants in Manipur in overnight attacks.
Police said seven Hindi-speaking people were shot dead and four others wounded in Imphal East and Thoubal districts on Tuesday morning. The attack came hours after assailants gunned down seven workers from north India in Imphal West on Monday night. No outfit has so far claimed responsibility for the killings.
The victims of Tuesday's attacks were hawkers living in Imphal. One of them, Santosh Prasad (25) from Bihar, was shot dead near Kangla Sangomsang. Three were killed at Takhel Sanjenbam while another was murdered at Keibi village. In neighbouring Thoubal district, two persons were killed around 6.30 pm.
"Some people asked us to get off while we were travelling in a truck at a desolate place. Suddenly, they opened fire. I managed to escape with an injury in the hand," said Shiva (40) from Bihar, lying in his bed at the Imphal-based Regional Institute of Medical Sciences.
"Locals brought me and another injured person named Parat to hospital," he added.

Rebels gun down Manipur woman official inside office

Imphal, Nov. 14: Militants today gunned down a woman employee of Manipur’s social welfare department inside her office in Moirang in Bishnupur district, leaving terrified colleagues and a bewildered boss in their wake.
Police said two armed men came to the Moirang office of the child development project and fired on the 50-year-old project officer, Y. Raseshwori Devi.
She was immediately taken to a nearby health centre, where she died of her wounds.
One bullet had pierced the head.
The militant Kangleipak Communist Party (Military Council) late tonight claimed responsibility for the killing, saying she was punished for her corrupt ways.
The outfit merely confirmed what the officials of the department told the police that they suspect the KCP (Military Council), the group that attacked the private residences of social welfare minister N. Loken Singh and director Achom Nabachandra Singh, to be behind the attack.
“The KCP (Military Council) had threatened to target all those close to the social welfare minister and director.
Apart from this threat, we do not see any other reason for attacking an elderly woman officer,” an official told a police investigating team.
The outfit charged the minister and the official of being involved in the irregularities in the recent appointment of supervisors of the department.
All the project officials — a majority of them are women — rushed to the headoffice in Imphal fearing for their lives after news of the killing spread.
The department has 38 project officers all over the state and Raseshwori Devi reportedly left Imphal for her office at 8am to announce the list of newly-selected Anganwadi workers and helpers in her block.
“We have asked our colleagues in the block offices to come to Imphal as we all are soft targets now. We cannot work under these circumstances. We have to stop all child welfare programmes,” a terrified woman officer said.
All the dazed employees huddled at the entrance after the main gate was locked. Armed policemen were seen making enquiries.
The director, Achom Nabachandra Singh, rushed to the office in the afternoon. “I do not know what to say. We are shocked and stunned.”
Chief minister Okram Ibobi Singh later reviewed the law and order scenario with senior police officials.
Sources said militants had gunned down Raseshwori’s husband Brajagopal, a panchayat pradhan, a few years back for reasons still not known.

Manipur's parallel government, the militants, are calling the shots again.
This time they have warned the Manipur AIDS Control Society against releasing funds to NGOs working with AIDS patients.
And to make sure their message was clear, they allegedly delivered a grenade to the Director T R Kom's house on Friday morning.
''Due to the pressure of some Underground Groups MACS couldn't release funds to NGOs working with HIV/AIDS. UGs said some of the NGOs are not working properly so they should be banned,'' said T R Kom Director Manipur AIDS Control Society.
Similar threats came in July and the previous director resigned after militants allegedly fired at his house.
Currently, there are over 50 NGOs working under the Manipur AIDS Control Society.
Manipur has more than 27,000 people with HIV, the highest in any state in India and has been granted crores of rupees for projects, including funds from the Bill Gates Foundation.
It's no wonder that militants are interested. But for HIV patients, the situation could be a matter of life and death.
This is becoming a habit with the militants in Manipur. In August this year they asked the IOC LPG bottling plant to pay up or shut down.
Around the same time they sent a grenade to a newspaper house threatening to target journalists unless their publicity material was published.
Then they came down on healthcare, asking drug stores to shut down or pay up a crore of rupees and now they are choking funds to NGOs working for AIDS.
It's a case of an ineffective government giving away the reigns of power to a parallel and dangerous system.

Imphal, Aug. 18: Manipur police have charged Congress MLAs W. Brajabidhu Singh, K. Meghachandra Singh and Bijoy Koijam and former legislator N. Sobhakiran Singh with harbouring militants after 12 rebels were arrested from their official quarters in Babupara VIP colony during a raid yesterday.
Three of them, however, denied having harboured militants. The four are likely to be questioned later.
The militants were produced before the chief judicial magistrate, Imphal, today and remanded in police custody till August 22.
Yesterday’s raid was carried out on instructions from chief minister Okram Ibobi Singh, who announced on Independence Day, that his government would launch a crackdown on militants.
“We are interrogating the arrested militants. The VIPs are charged with harbouring militants. We have yet to question the VIPs, but if necessary we will question them,” a police source said.
While Brajabidhu has lodged a complaint with the chief minister following the raid, Meghachandra was not available for comment.
“No militants have been staying in my quarters. Two of the eight allegedly arrested from my quarters have been working for me for the past 10 years. I do not know of other activities they may have been engaged in. Many people come to my office daily. Some of them could be militants. I cannot say. I am innocent,” Brajabidhu contended.
He said the septic tank from where a dismantled M-16 rifle and parts of a 9mm pistol were recovered, was located outside the complex. “The latrine over the tank is used by everyone who visits the three MLA quarters in this complex,” he said.
Bijoy Koijam said the Prepak member arrested from his quarters was a worker who was “leading a normal life” after being granted bail a few years ago.
Former MLA Sobhakiran said three persons were taken away from his quarters for verification but were released later that afternoon. “The Kangleipak Communist Party cadre mentioned in the police press release was not held fr-om my quarters,” he claimed.
Opposition parties have raised the pitch for Ibobi Singh’s resignation on “moral grounds”. “This shows that ruling MLAs have a nexus with militants,” former chief minister and RJD president W. Nipamacha Singh said.
BJP general secretary Tiken Singh said the arrests have blown the lid off a collusion between Congress MLAs and militants.
Opposition Manipur Peoples Party president L. Chandramani Singh said, “We will watch the follow-up action of the government. We will react at the appropriate time”.
The Manipur PCC has yet to take any decision on the MLAs. A leader of the committee said action against the MLAs, if any, would be taken in consultation with the AICC.

Imphal, Aug. 18: Manipur police have charged Congress MLAs W. Brajabidhu Singh, K. Meghachandra Singh and Bijoy Koijam and former legislator N. Sobhakiran Singh with harbouring militants after 12 rebels were arrested from their official quarters in Babupara VIP colony during a raid yesterday.
Three of them, however, denied having harboured militants. The four are likely to be questioned later.
The militants were produced before the chief judicial magistrate, Imphal, today and remanded in police custody till August 22.
Yesterday’s raid was carried out on instructions from chief minister Okram Ibobi Singh, who announced on Independence Day, that his government would launch a crackdown on militants.
“We are interrogating the arrested militants. The VIPs are charged with harbouring militants. We have yet to question the VIPs, but if necessary we will question them,” a police source said.
While Brajabidhu has lodged a complaint with the chief minister following the raid, Meghachandra was not available for comment.
“No militants have been staying in my quarters. Two of the eight allegedly arrested from my quarters have been working for me for the past 10 years. I do not know of other activities they may have been engaged in. Many people come to my office daily. Some of them could be militants. I cannot say. I am innocent,” Brajabidhu contended.
He said the septic tank from where a dismantled M-16 rifle and parts of a 9mm pistol were recovered, was located outside the complex. “The latrine over the tank is used by everyone who visits the three MLA quarters in this complex,” he said.
Bijoy Koijam said the Prepak member arrested from his quarters was a worker who was “leading a normal life” after being granted bail a few years ago.
Former MLA Sobhakiran said three persons were taken away from his quarters for verification but were released later that afternoon. “The Kangleipak Communist Party cadre mentioned in the police press release was not held fr-om my quarters,” he claimed.
Opposition parties have raised the pitch for Ibobi Singh’s resignation on “moral grounds”. “This shows that ruling MLAs have a nexus with militants,” former chief minister and RJD president W. Nipamacha Singh said.
BJP general secretary Tiken Singh said the arrests have blown the lid off a collusion between Congress MLAs and militants.
Opposition Manipur Peoples Party president L. Chandramani Singh said, “We will watch the follow-up action of the government. We will react at the appropriate time”.
The Manipur PCC has yet to take any decision on the MLAs. A leader of the committee said action against the MLAs, if any, would be taken in consultation with the AICC.

Imphal, July 25: Ten militants of the Kuki Liberation Army (KLA) were killed in gun battle between two factions of the group in Thoubal district of Manipur, officials said today.
The militants were killed during a fierce exchange of fire between two KLA factions -- one led by Thunder Kuki and other by Mosaun Kuki -- at Itham Moirangpurel yesterday, they said.
During the gun battle in the hilly area that lasted several hours, Thunder Kuki, his wife and eight supporters were killed, the officials said.
The bodies of the militants were yet to be retrieved.
The officials said the KLA, which has been fighting for a separate Kuki state to be carved out of Manipur, has been hit by internal clashes in the past few months.
Thunder Kuki and his supporters earlier killed KLA chief Letkholun Kuki and some of his close supporters on May 29. Mosaun Kuki, the leader of one faction, was reportedly a strong supporter of Letkholun Kuki, the officials said.
Police forces have been rushed to Itham Moirangpurel, they said.
