Arrest of Hindu militant in J&K alarms authorities

NEW DELHI: The arrest of a suspected Hindu militant, allied to the Lashkar-e-Taiba (LeT) movement, in Jammu and Kashmir (J&K) on Wednesday, has raised doubts among the security establishment in J&K as it coincides with India’s announcement of positive steps in the situation in the region.

Police arrested Rachpal Singh, 19, from the Ramban district in the Jammu region where he was allegedly planning to attack a police station and army convoys.

Ramban Township lies on the crucial Jammu-Srinagar national highway, the only supply line to the Kashmir Valley. Several Hindu militants have been either killed or arrested in recent years, but most of them belonged to the Hizbul Mujahideen.

“It is perhaps the first case where a Hindu with links to Lashkar has been arrested,” Jammu police chief K Rajendra said.

Lashkar team: Telephone booth owner Singh was reported to be the head of a six-member team of the LeT, which included three other Hindu youths. Police sources said that around 40 to 50 Hindu militants owing allegiance to the Hizbul Mujahideen are active in the Rajouri, Poonch and Doda districts.

A senior police officer claimed that his force had identified three out of the seven active in Rajouri. They have been identified as Sham Lal and Kripal Singh from the Hizbul Mujahideen and Sanjay Kumar from LeT. The officer said that unlike Singh, the suspects are trained militants taking part in operations against security forces. Sham Lal is the area commander of the Hizbul Mujahideen.

The army had recently trapped him during a gunbattle following intelligence reports detailing his whereabouts. He, however, managed to escape, while his five accomplices were killed. Police arrested Hindu doctor SK Pandita, who was charged with harbouring and financing militants, two years ago. This was followed by the arrest of another Kashmiri Pandit Dalip Kumar.

Security forces had also killed a Hindu area commander of the Hizbul Mujahideen, Uttam Singh (alias Saifullah), in Doda district.

A senior police officer believes that the idealism associated with militancy, a hunger for power and opportunities to extort money are factors that lure Hindu boys to militant groups. “However, their number is very small and we are holding interactive sessions with leaders from both Muslim and Hindu communities to stop their youths from committing acts of violence,” he said.

Several years ago, a teenage Hindu girl, Neena, was arrested in Rajouri for assisting militants. Police later said that she had fallen in love with a Hizbul Mujahideen district commander, Shamshuddin.

According to police, she facilitated the passage of several Hindu and Muslim militants, and arranged for food and shelter for them.
