Cut OBC share for minorities' quota: Lalu
Akhilesh Suman | New Delhi
RJD leaders fuming with anger
While other OBC leaders are shying away from talking about Justice Rangnath Misra Commission recommendations, Lalu Prasad, the pivot of the OBC politics, has unequivocally supported the commission's suggestions and demanded its early implementation.
RJD chief and Railways Minister Lalu's message is clear - cut from Yadavs (and other backward castes) seats and give it to the minorities.
Lalu was so adamant on the recommendations that he forced a resolution in the National Executive meeting of his party and got it passed unanimously on Sunday evening.
"We demand the earliest implementation of Justice Sachar Committee and Justice Rangnath Misra Commissions recommendations for the sake of development of the minorities," the RJD resolution on political affairs stated. The same demand was reiterated in a separate resolution on minorities.
While OBC would have no objection on Sachar Committee recommendations, Misra Commissions recommendations may create a situation like what was witnessed in Rajasthan last week. It may trigger a clash between the OBCs and the minorities across State boundaries.
The basic point that the commission's recommended was to carve a sub-quota in the OBC category for the minorities and give them 8.4 per cent out of 27 per cent OBC reservation.
The implication is the non-minority OBC will rest with 18.6 per cent and the rest will go exclusively for the backward caste minorities. Misra Commission even recommends not to transfer the minority seats to majority community's OBC in case of non-fulfilment of the said quota.
According to RJD sources, the OBC leaders in the party are fuming with anger, but no body dared to speak a word against Lalu's wish. Sources told The Pioneer that a RJD leader from Bihar Ilyas Hussein, who belongs to most backward among the Muslims, moved the resolution, which was seconded by Shakil Ahmed.
The two Muslim leaders also pulled up Minister of State for Human Resource MAA Fatmi for not making action taken report on the Sachar Committee recommendations. However, Fatmi cornered by his own colleagues, took the plea that the he had submitted the ATR to the Prime Ministers Office and the Human Resource Minister Arjun Singh.
Sources told The Pioneer that the issue was debated for one-and-half-hour, but no non-Muslim leader was allowed to speak. "Who can dare to object when Lalu himself wishes to agree with the recommendations," a senior OBC leader and party MP said.
"It is a vote politics and Lalu knows how to play up the issue," another RJD leader said. The commission was constituted in March 2005 with a mandate to suggest criteria for identifying socially and educationally backward classes among the minorities and recommend possible welfare measures, including reservation in educational institutions and Government employment.
The commission's recommendations are bound to trigger controversy and pit the minorities against the OBCs and Dalits, who are enjoying the benefits of quota.
The basic premises of the commission's report is to ensure 15 per cent representation - proportionate to the minority population - to the minorities in Government jobs and educational institutions.
In another recommendation, the Misra Commission argued for merging Dalit Muslims and Dalit Christians with the SC category providing them the benefit of reservation along with the SCs of majority community.
Observers feel that the resolution of Lalu Yadav supporting the Misra Commission recommendations is calculated to score point among the other OBC leader who are also eyeing Muslim votes for the future.
