Premarital Tests Reveal 22 AIDS Cases: Al-Manie
Mohammed Rasooldeen, Arab News
RIYADH, 9 June 2008 — In the run-up to the upcoming marriage season, Health Minister Dr. Hamad Al-Manie yesterday called on prospective couples to undergo obligatory premarital medical tests. He said this while pointing out that 22 AIDS cases have been detected during premarital tests.
“The ministry is greatly concerned with the increasing number of post-marital medical problems faced by people in the Kingdom,” Al-Manie said, adding that the tests have found around 6,700 couples incompatible to marry since 2004.
He also said that the ministry spends SR18 million annually to treat HIV and AIDS patients, adding that this is a heavy slice on its budget.
The ministry last month launched a nationwide awareness campaign entitled “Healthy Marriage” to inform people of the health care facilities provided by the government for those who want to marry.
The ministry has 70 laboratories, 31 marriage consultant clinics and 131 genetic centers across the Kingdom where prospective couples can undergo tests. Four more marriage consultant clinics will be set up in Asir, Madinah, Al-Jouf and Al-Ahsa. Mandatory premarital medical tests, which are essential to issue marriage certificates, include a genetic compatibility test.
The minister pointed out that some of the problems faced by couples were hereditary or due to infection. “People should know the consequences of genetic diseases and the impact those diseases have on their children,” he said.
Around four percent of disabled children in the Kingdom were victims of genetic diseases.
Recent statistics show that the highest number of incompatible couples identified were in the Al-Ahsa region, followed by the Eastern Province, Qunfuda, Jizan, Makkah and Madinah.
Dr. Khaled Al-Zahrani, assistant deputy minister of health for preventive medicine, said that the premarital medical test program is being carried out together with the Ministry of Justice, which has issued a ruling clarifying that the tests are not contrary to the teachings of Islam.
He added that those diagnosed with HIV and AIDS are confidentially treated in the Kingdom, and that the ministry gives them special counseling.
Meanwhile, the Ministry of Health is in the process of setting up Volunteer Counseling and Testing Centers (VCTCs) to fight the spread of HIV and AIDS. “The centers will be established to advise people on the hazards of the disease and guide them to a clinical inspection whenever necessary,” said Dr. Riyadh Abdul Aziz Al-Khlaif, director of the National AIDS Program.
Although the numbers of HIV and AIDS cases are minimal in the Kingdom, Dr. Al-Khlaif said it is necessary on the part of the government to take preventive measures against the deadly disease. Since 1984, 2,000 Saudis and 8,000 non-Saudis have been found with AIDS in the Kingdom.
