JAMMU: A government employee in Jammu and Kashmir has been detained for questioning after he allegedly received telephone calls from a suspected
Lashkar-e-Taiba (LeT) activist, police sources said on Sunday.

The LeT, a Pakistan-based terror outfit with links to Al Qaeda, has been blamed for the Mumbai terror massacre that left 183 people dead, including 22 foreigners.

Shaukat Mamnoo, a junior assistant in the Municipal Committee of Doda, was picked up Saturday after "he received some telephone calls", police sources said.

Shaukat first got a call from LeT activist Gulla Mamnoo asking him to watch television and "see what has happened in Mumbai". There was another call asking for information "about the welfare of a relative in Mumbai", the sources said.
The police source said: "We are carrying out thorough investigations of all these calls and their interpretation."

New terror e-mail threatens more attacks across Indian cities

New Delhi, Nov 30: While the nation is still mourning the victims of Mumbai terror attack, yet another terror mail sent by Deccan Mujahideen to a local Gujarati TV channel has sent a chilling reminder to the security agencies about the destructive motives of the terrorists.

The terror e-mail, sent by Deccan Mujahideen, the same group that claimed responsibility for the Mumbai terror attack, has been traced to an IP address in Saudi Arabia.

The mail threatens of further attacks on Delhi’s international airport, Bombay Stock Exchange, schools and colleges.

Meanwhile, security has been beefed up across Gujarat and combing operation is being conducted by the state police.

Security has been tightened in the shopping malls, multiplexes and other public places also. The police is keeping a strong vigilance on the people staying in rented houses as well.

The content in the mail also specifies that the group ‘Deccan Mujahideen’ has no connection with Pakistan and are completely Hyderabad based.

New Delhi: A day after India's 60-hour terror nightmare in Mumbai came to an end and the nation heaved a sigh of relief, political reverberations were felt in the power corridors in New Delhi.


Heads began rolling with Home Minister Shivraj Patil who resigned on Sunday in the wake of intense pressure from political, civilian and media circles.


Patil had been facing criticism for a long time for the failure of security and intelligence agencies to protect the people against a series of terror attacks in the past six months.


He has been replaced by Finance Minister P Chidambaram, whose Finance portfolio will be handled by the Prime Minister now.


At the late-night Congress Working Committee meeting, sources say there was no one to defend Patil.

PM and Sonia looked on as he accepted responsibility for the Mumbai attacks and offered to resign. In that meeting, Chidambaram was present as a special invitee. Soon the word was out that he would be present at the all-party meeting as well, signaling a change of guard at the MHA.


But even Congressmen and allies who have been up in arms against Patil wonder if this couldn't have happened earlier. They believe the move has come too late to reap any political mileage.


“He offered his resignation very late. Whatever is happening in the country is our priority, the ministerial post doesn't matter," said RJD chief and Railway Minister, Lalu Prasad.


A worried PM and Sonia realised that unless drastic steps were taken without delay, the BJP would have a cakewalk in the general elections. Ultimately, Sonia was said to be left with little choice but to let go of her loyalist.


Election season calls for desperate measures and the party is now hoping that the ouster of Patil would be a step in salvaging some of its reputation.


But the trouble does not stop here. if the Congress thought that the BJP could be made to tone down its stance, its not happened. Even in Patil’s departure, it saw an opportunity to score political points.


“This is too little, too late. One disaster has been replaced by another proven disaster,” said Rajiv Pratap Rudy of the BJP.


The ruling coalition has a lot to answer for. A lot will be expected of the new Home Minister.


While as a Finance Minister he had come out with a bailout package, as the in-charge of Home, Congress hopes he will pull a trick and bail the Government out.

Sun Nov 30, 2008 3:50pm IST Email | Print | Share| Single Page[-] Text [+] ISLAMABAD, Nov 30 (Reuters) - Thirteen people have been killed and about 50 wounded in clashes between members of rival ethnic groups in the Pakistani city of Karachi and police have been ordered to shoot troublemakers on sight.

Karachi, Pakistan's commercial capital and home to its main port, has a long history of political, ethnic and religious violence and the weekend clashes will raise fears of a return to the regular bloodshed that plagued the city in the 1990s.

The latest strife is between the city's majority community of Urdu-speakers, most descendents of migrants from India at the time of the partition of the British-ruled sub-continent in 1947, and ethnic Pashtuns from northwest Pakistan.

"Thirteen 13 people have been killed in the violence between the two ethnic groups," Karachi police chief Wasim Ahmed told Reuters on Sunday.

Mobs attacked shops and set fire to numerous cars in different parts of the city and 100 people had been arrested. Authorities had issued orders to shoot rioters on sight, he said.

Tension has been rising since leaders of the Urdu-speaking community began saying Taliban militants, most of whom are ethnic Pashtun, were gaining strength in the city.

Gun battles between rival activists erupted on Saturday in several places, and several incidents of violence on Sunday, police said.

A large number of Pashtuns and members of other Pakistani ethnic groups have flocked to Karachi over the years in search of work. Pashtuns dominate the city's transport network.

MUMBAI: Maharashtra Deputy Chief Minister R R Patil on Saturday kicked off a row when he said "such small incidents happen" with reference to terror
attacks in Mumbai.

"Such small incidents happen..", was what Patil, who also holds the Home portfolio, told reporters, little realising his faux pas.

What led to the controversy are his remarks " bade shahron mein aise ek adh hadse hote rahte hain. Woh 5,000 logon ko marne aye the lekin humne kitna kum nuksan hone diya . (Such small incidents happen in big cities. They (terrorists) came to kill 5,000 people but we ensured minimal damage)".

Patil was not available for comment but sources close to him said the senior NCP leader did not mean to downplay the terror attack and that the remarks were being quoted "out of context".

Crush terror with all your power: CWC to Govt

New Delhi, Nov 29: In the backdrop of Mumbai terror attacks, Prime Minister Manmohan Singh on Saturday vowed a "zero tolerance" policy against terrorism after Congress Working Committe (CWC) asked the government to crush the menace with "all the power at its command".

With the CWC asking the government to take immediate and concrete action to revamp the country's security set-up, Singh promised the party's apex policy-making body of the party that the government would take steps in line with its sentiments.

"The Congress calls upon Pakistan to honour its commitment and prevent the use of its territory for commissison of acts of terrorism against India," said a resolution adopted by the CWC presided by party chief Sonia Gandhi with Prime Minister Manmohan Singh by her side.

The nearly three-hour meeting saw leaders emphasising that strong action was needed to be taken in the wake of the Mumbai terror attacks to send a signal that India meant business.

The meet wanted the government to take immediate and concrete action to revamp the security set-up to make it more responsive and to ensure that such incidents of terror are pre-empted and prevented.

"The CWC resolves to continue the struggle and to mobilise the people of India in isolating, confronting and defeating the forces of violence and terror," the resolution said.

In an apparent attack on opposition BJP, the resolution said it cautions against the "divisive and diabolic designs" of some forces to politicize the tragedy "in pursuit of partisan political agenda".

Kabul, Nov 29: Gunbattles and airstrikes by NATO and Afghan troops killed 53 militants in Afghanistan, including a wanted Taliban commander who tried to hide from soldiers under a woman's burqa, officials said today.

The US forces targeting the commander surrounded a house yesterday in Ghazni province and ordered everyone inside to leave, a military statement said.

Six women and 12 children left the building, but while soldiers were questioning the women they discovered one was actually a man dressed in a burqa, the traditional all-encompassing dress that most Afghan women wear. The man, later identified as the targeted commander Haji Yakub, tried to attack the soldiers and was killed, the military said.

Yakub allegedly directed roadside bomb and suicide attacks against Afghanistan's government and coalition forces in Ghazni, according to the statement. Three other militants were killed in the operation, it said.

Meanwhile, Afghan and coalition forces killed 33 militants when their patrol came under attack in southern Helmand province yesterday, a military statement said. The troops responded to the attack with gunfire and air support, it said.

In Kandahar province, meanwhile, a three-day NATO-Afghan operation in Zhari district killed 12 militants, said police Chief Matiullah Khan. No police were killed in the operation, which finished yesterday, he said.

His swaggering image as he walked around Chhatrapati Shivaji terminus was captured by Mumbai Mirror photo editor Sebastian D’Souza, and was the first glimpse of the terrorists who have held Mumbai hostage over the last 48 hours.


Now we can also tell you who this man is and how he has become the vital link for investigating agencies to crack the terror plot. His name is Azam Amir Kasav, he is 21 years old, speaks fluent English, hails from tehsil Gipalpura in Faridkot in Pakistan, and is the only terrorist from this audacious operation to have been captured alive.An ATS spokesperson confirmed that the man captured was indeed the one photographed by us.


On the night of Wednesday-Thursday, Azam and his colleague opened fire at CST before creating havoc at Metro and then moving on to Girgaum Chowpatty in a stolen Skoda, and where they were intercepted by a team from the Gamdevi police station. Azam shot dead assistant police inspector Tukaram Umbale.


But in that encounter, Azam’s colleague was killed and he himself was injured in the hand. He pretended to be dead giving rise to the news that two terrorists had been killed. However, as the ‘bodies’ were being taken to Nair Hospital, the accompanying cops, figured that one of the men was breathing.


According to sources, the casualty ward of Nair hospital was evacuated and the Anti-Terror Squad moved in to interrogate him. Azam who was tightlipped initially, cracked upon seeing the mutilated body of his colleague and pleaded with the medical staff at Nair to save his life. “I do not want to die,” he reportedly said. “Please put me on saline.”


Ammunition, a satellite phone and a layout plan of CST was recovered from him. According to sources, the young terrorist has given the investigators vital leads including how the chief planner of the Mumbai terror plot had come to the city a month ago, took pictures and filmed strategic locations and trained their group and instructed them to “kill till the last breath”. Every man was given six to seven magazines with fifty bullets each, eight hand grenades per terrorist with one AK-57, an automatic loading revolver and a supply of dry fruits.


Azam reportedly disclosed that the group left Karachi in one boat and upon reaching Gujarat they hoisted a white flag on their boat and were intercepted by two officers of the coast guard near Porbandar and while they were being questioned, one of the terrorists grappled with one of the officers, slit his throat and threw the body in the boat. The other officer was told to help the group reach Mumbai. When they were four nautical miles away from Mumbai, there were three speedboats waiting for them where the other coastguard officer was killed. All the ammo was then shifted into these three speedboats. They reached Colaba jetty on Wednesday night and the ten men broke up into groups of two each. Four of these men went to the Taj Mahal hotel, two of them to the Trident hotel, two towards Nariman Point at Colaba and two of which Azam was one, moved to CST.


Azam, who was Nair hospital for nearly four hours, was taken away by the intelligence agencies in the early hours of Thursday to an unknown location after the hospital authorities had removed the bullet from his hand and declared that his condition was stable.


But it seems the police grilling was so intense that before he left the hospital for an undisclosed location, he pleaded with the police and the medical staff to kill him. “Now, I don’t want to live,” he said.

British-born Pakistanis were among the Mumbai terrorists, Indian government sources claimed today, as the death toll rose to at least 155.

As many as seven of the terrorists may have British connections and some could be from Leeds and Bradford where London's July 7 bombers lived, one source said.

Two Britons were among eight gunmen being held, according to Mumbai's chief minister Vilasrao Deshmukh. At least nine others are reportedly dead.

The eight arrested were captured by commandos after they stormed two hotels and a Jewish centre to free hostages today. Despite the Indian authorities' assurances that the situation was under control, the siege continued at the Taj Mahal hotel and explosions could still be heard in central Mumbai.

One security official said: 'There is growing concern about British involvement in the attacks.'

But Gordon Brown has urged caution. He emerged from a conversation with India's Prime Minister Manmohan Singh to say there was no suggestion of a British link.

'At no point has the prime minister of India suggested to me that there is evidence at this stage of any terrorist of British origins, but obviously these are huge investigations that are being done and I think it will be premature to draw any conclusions at all,' Mr Brown said.

Senior Whitehall sources said it was too early to say whether there had been any involvement by British nationals but that security services, working with overseas partners, would be looking at any potential links to the UK.

Home Secretary Jacqui Smith also said UK authorities had "no knowledge" of any British links with the massacre, while Foreign Secretary David Miliband said it was "too early to say" whether any of the terrorists were British.

As authorities tried to piece together the identities and motivations of the attackers, special forces were still battling with gunmen.

At the five-star Taj Mahal Hotel, officers were still locked in combat with up to six militants believed to be holed up in the ballroom.

The Indian authorities thought they had ended the siege there last night after they shot dead three terrorists and released hundreds of hostages, but it raged again today.

In a major army operation, soldiers threw grenades at the walls in a bid to smoke out the militants. Four bystanders were reported wounded in the crossfire.

Mumbai officials say more than 155 people in total have now died in the attacks. Another 370 were wounded.

The tragic figures include the bodies of another five hostages who were found dead inside the Nariman House Jewish Centre this afternoon after commandos finally secured the building.

Two militants were also killed. It is not known whether the Rabbi and his wife who were believed to be among the hostages are dead or alive.


 

Around 20 masked officers had raided the centre this morning, dropping from helicopters onto the roof, in an operation dubbed Operation Black Tornado.

Hours of heavy fighting ensued as they moved from floor after floor. As dusk fell, there was a massive explosion and it appeared to be over.

Across the city at the Oberoi Hotel, the siege ended when two militants were shot dead. 

Dozens of traumatised guests emerged unharmed but inside there were scenes of carnage and the bodies of another 24 victims.

Many of those freed had been locked in their rooms, terrified, for 41 hours while the gunmen rampaged.

Today, around 100 people were rescued and struggling to absorb their ordeal. One man was clutching a tiny baby in his arms as he walked out.

British lawyer Mark Abell emerged with a beaming smile, saying: 'I'm going home, I'm going to see my wife. '

The 51-year-old told how he had spent the night listening to gunshots and explosions and communicating with the outside world on his phone and Blackberry.

Describing the scene when he was eventually led to safety, he said it was 'carnage' with 'blood and guts everywhere'.

'I was supposed to be working in Delhi but I think I have had more than my fair share of my business trip so I am looking forward to going home to see my family,' he said.

A number of the hostages were airline staff still wearing their Lufthansa and Air France uniforms when they emerged from the building.

As they came out some carried luggage with Canadian flags, and two women were dressed in black abayas, traditional Muslim women's garments.

Others were not so lucky. Reported dead tonight was an American and his 13-year-old daughter as well as the wife and two children of the Taj hotel's general manager.

Foreigners from Japan, Australia, Italy and Germany and one Briton - tycoon Andreas Liveras - have already been confirmed as among the victims.

At least eight Britons were injured and there are fears the British toll could yet rise further as more and more buildings are made stable and searched.

Earlier, one commando revealed he had seen around 50 bodies littering the Taj hotel floor after special officers stormed the building and rescued hundreds of guests.

Clad in black, with a mask covering his face, the unit chief said: 'There was blood all over the bodies. The bodies were strewn here and there and we had to be careful as we entered the building to avoid further bloodshed of innocent civilians.'

The terrorists had seemed like young, ordinary men but had clearly been very well trained, he said.

'They were wearing T-shirts, just ordinary looking, but they have definitely been trained to use weapons. There is no way they could handle such weapons without being taught how to.'

At least nine terrorists are thought to have been shot dead in gun battles across the city as police and special forces tried to regain control.

Three arrested at the Taj Mahal have been officially identified as a Pakistani national and two Indians. Another is reported to be a Mauritian national.

They arrived in the city by sea before fanning out to at least 10 locations. Dinghies were found moored at a jetty by the famous Gateway to India monument.

Today, coast guard officials said they could have hijacked an Indian trawler to drop them off after finding an abandoned boat drifting near the shore.

The captain's dead body was found inside the vessel, along with communications equipment.

Dressed in jeans and T-shirts and heavily armed, they then headed for the city - which is India's financial centre - and started firing indiscriminately.

It is thought they gained entrance to the hotels by pretending to be staff and hotel guests, according to reports.

Indian authorities have not released any details about the two Britons and the Foreign Office has refused to confirm Indian television reports.

Security services in Britain are now examining images of the gunmen in an effort to identify them.

India's High Commissioner Shiv Shankar Mukherjee played down speculation some of the gunmen were British: 'I have seen nothing more than what is in the media and that is based on speculation. I will wait for the investigation to produce some hard facts.'

Speculation linking the attackers with Bradford was quashed by the Leeds-based Counter Terrorism Unit.

A statement from officers said: "At this stage we are not in receipt of any intelligence or information linking the events in India to our area."

A team of Scotland Yard anti-terrorist detectives and negotiators are now on their way to Mumbai to assist in the investigation.

Indian commandos have recovered credit cards and the militants' ID cards as well as seizing a vast arsenal of grenades, AK-47 magazines, shells and knives.

A previously unknown Islamic group, Deccan Mujahideen, has claimed responsibility for the attacks but terror experts believe is is linked to Al Qaeda.

It is known that dozens of British-born Pakistanis have travelled to Pakistan to train in its camps in recent years.

One security source said recently: 'The camps are full and many of the people inside are Brits.'

There has been speculation that a British Al Qaeda suspect reportedly killed by a U.S. missile strike in Pakistan last weekend may have helped plot the attacks.

Rashid Rauf was among five killed in a missile attack in a tribal area in North Waziristan on Saturday.

Security sources believe that at the time of his death Rauf had been planning a major attack on Western targets.

Met officers were also interviewing passengers returning from Mumbai as they stepped off planes at Heathrow.

There was also speculation that England cricketers could have been an intended target of the terrorists.

It emerged that some of the team had been due to stay in Mumbai, most likely the Taj Mahal, on Wednesday evening before a late decision was made to switch training to Bangalore.

Shocked player Michael Vaughan said: 'I don't know why it was switched but we could have been there in one of those hotels when they were attacked.

'All our white Test kit is in one of the rooms at the Taj Mahal hotel: All our pads and clothes for the Test series and our blazers and caps and ties. That's how close the danger is.'

The England team will fly back to Britain today.

The bloody drama which began on Wednesday night has now lasted more than two days. The targets across the city were:

  • The Oberoi Hotel, in the commercial district. Its restaurant was bustling with diners, many of them tourists; 
  • Also attacked was the Leopold restaurant, a haunt of the city's art crowd. As the fanatics sprayed the packed cafe, diners fled in terror;
  • Some of the worst scenes were at the major railway station. As they entered the Gothic Chatrapati Shivaji Terminus, once named after Queen Victoria, the gunmen were smiling. With an astonishing air of casualness, the terrorists started to shoot. Within seconds the concourse was a bloodbath. People lay screaming on the floor;
  • A further prestigious target was the 105-year-old Taj Mahal Palace and Tower Hotel;
  • More hostages were taken at the nearby Chabad House, headquarters for an ultra-orthodox Jewish group. A rabbi was among those held.

About 15 police officers were killed, including the head of Mumbai's anti-terrorism unit.

India's prime minister Manmohan-Singh has blamed militant groups based outside the country - usually meaning Pakistan - raising fears of renewed tensions between the two nuclear-armed rivals. Pakistan condemned the attacks.

The attack on the train station had echoes of previous terror outrages.

In July 2006 more than 180 people were killed in seven bomb explosions at railway stations and on trains in Mumbai that were blamed on Islamist militants.
