Saudi couple forced to divorce reunited by court
RIYADH
Sun Jan 31, 2010 7:20am ESTRIYADH (Reuters) - A Saudi couple forced to divorce on grounds they were not from equal tribal backgrounds has been reunited by a new court created as part of judicial reforms.
World
The marriage of Mansour al-Timani and his wife Fatima Azzaz was annulled after Azzaz's half brothers persuaded judges at a first instance court in 2006 that Timani's tribal background was not prestigious enough for his wife's family.
The case drew international criticism from human rights groups, but a new cassation court, created under reforms instituted by King Abdullah, has said the couple may be reunited.
"Our lawyer told us that the Supreme Court overturned the previous ruling on Wednesday," Timani told Reuters by telephone on Sunday.
"We still can't believe this happened. May God give King Abdullah a long life since it was he who set up this court."
The couple is waiting for the ruling to be enacted, Timani said. Their lawyer, Ahmad al-Sudairi, said it would take two days for it to be implemented.
Officials at the court could not be reached for comment.
"I hope that with this ruling, our authorities will close once and for all this issue of inequal tribal backgrounds. Islam does not allow it," Timani added.
Saudi Arabia, the world's top oil exporter and home to Islam's holiest sites, imposes a strict version of mainstream Sunni Islam. The ruling Al Saud family accords the religious establishment wide powers in the justice system and education.

Court questions rail surcharge on Kumbh pilgrims
IANS
Lucknow, Jan 28 : Citing the subsidy given to Haj pilgrims, a recently floated Hindu Personal Law Board has moved the Allahabad High Court seeking its intervention in getting free rail passes for poor pilgrims and a 50 percent concession to all others going to attend the Maha Kumbh Mela that is on in Haridwar now.
"The present policy of the government is discriminatory and in violation of the provisions of the Indian Constitution which disallows any discrimination on religious lines," the board's counsel Ashok Pandey said.
A division bench of the court here directed the railway administration to submit the circular whereby the surcharge was being levied by the Indian Railways on pilgrims travelling to Haridwar for the Maha Kumbh Mela.
According to the pubic interest litigation (PIL) moved Wednesday: "The railway administration are charging a surcharge ranging from Rs.3 to Rs.15 per ticket from every rail traveller going to Haridwar during the Kumbh Mela period."
Board secretary V.L. Misra told reporters here Thursday: "Since the local railway administration refused to provide us a copy of the circular, we urged the honourable court to direct them to submit a copy directly to the court."
The Court has fixed Feb 3 for the next hearing.

Al Qaeda, ISI blamed for Quran burningJanuary 28, 2010 -- Updated 0658 GMT (1458 HKT)
Kabul, Afghanistan (CNN) -- The Afghan government is blaming Pakistani intelligence agents and al Qaeda for burned Qurans found in Helmand Province last week, a spokesman for the provincial government said.
A sack of burned Qurans was discovered by troops with the NATO-led International Security Assistance Force (ISAF) and Afghan forces, said Daoud Ahmadi, the Helmand government spokesman, on Wednesday. The Quran is the holy book of Islam.
They were found in a home in the district of Garmsir on Friday along with some ammunition, Ahmadi said. The owner of the home said the Qurans' burning was caused by an airstrike, but there was no other damage from an airstrike in the area, he added.
The owner of the home -- whose son is a member of the Taliban -- has been arrested in connection with the discovery, Ahmadi said. Two others have also been arrested, he said, for allegedly distributing pages of the burned Quran to area villagers.
The Afghan government has concluded that the Qurans are part of a plot by the enemies of the country to stir up the populace, Ahmadi said. He said it shows that ISI -- or Pakistani intelligence agents -- smugglers and al Qaeda are using such tactics to plot against foreign forces and have local residents turn against them.
Earlier this month, a violent protest broke out in the Garmsir district after rumors circulated that ISAF soldiers desecrated a Quran during an operation against the Taliban.
During the January 12 protest, an insurgent sniper shot an Afghan official, an ISAF statement said, and ISAF service members then shot and killed the sniper.
ISAF denied that its troops had any part in destroying a Quran.
"While denying these allegations, we take them very seriously and support a combined investigation with local Afghan authorities," said Maj. Gen. Michael Regner, deputy chief of staff for operations for ISAF Joint Command. "ISAF is an international force that includes Muslim soldiers, and we deplore such an action under any circumstances."
A fatwa, or religious legal ruling, has been issued by a group of religious scholars against whoever was involved in burning the Qurans found last week. The scholars were consulted by the local government in Lashkar Gah.

Al Qaeda is planning to dress up suicide bombers as Sikhs and security chiefs fear that Muslim extremists may hide the explosives inside Sikh headgear. Al-Qaida is plotting to dress like Sikhs to exploit religious sensitivities about removing traditional clothing.
A security source said: “Dressing as a Sikh may give would-be suicide bombers the edge in getting past checkpoints. Security agents on the ground have been warned to be vigilant. Thorough body pat-downs are now regular practice, but the head area may be open to exploitation.”
“Ceramic weapons are also a concern, but we are working hard to deal with the threat,” the source said The new fears come after the UK terror alert status was raised last weekend from ‘substantial’ to ‘severe.’
Al-Qaeda thugs know Muslims may face extra scrutiny at security checkpoints so Osama bin Laden is even believed to have sent two beautiful women suicide bombers to target this week’s anti-terror summit in London. Last night Sikh groups acknowledged fanatics could use headgear worn by Sikh men with long hair in a bid to escape detection.
Dr Inderjit Singh, Director of the Network of Sikh Organisations, said: “It is credible that a terrorist may attempt to use a turban to hide weapons or explosives, but in practice Sikhs are searched much like anyone else.

PHILIPPINES – SAUDI ARABIA
Christian Filipino migrants forced to convert to Islam
by Santosh Digal
A Filipino nurse with ten years in Saudi Arabia talks about the dramatic situation of Christian workers, forced to embrace Islam just to keep their job. Despite abuses and violence, migrants still choose the Middle East because of the availability of work.
Manila (AsiaNews) – “In my tens in Saudi Arabia, I have witnessed several Catholic or Christian Filipino migrants accept Islam under duress,” said Joselyn Cabrera, a Filipino Catholic nurse working at Riyadh hospital. Because of high unemployment levels in the Philippines, more than ten million Filipinos have left to seek jobs abroad. Every day, about 3,000 leave the country. Recently, a majority has gone to Arab countries—some 600,000 in all, 200,000 in Saudi Arabia alone.
“After some months, employers give you an ultimatum, telling you to become Muslim to keep your job,” she said. “For us, it is hard to make such a choice, but if we don’t, we become the victims of abuse.”
In her years in the kingdom, she said she saw at least 50 forced conversions at work.
“Even I have been subjected to pressures from my Muslim co-workers, but I have always refused saying that I’d rather remain Catholic. Until now, nothing has happened to me, yet.”
According to the Philippine Overseas Employment Administration (POEA), Filipino emigration towards the Middle East has grown by 29.5 per cent between 2007 and 2008, a destination of choice for many migrants, and this despite horrible working conditions that include the possibility of forced conversion and sexual abuse in the case of women.
The most recent case involves a woman who was raped at work. Because of the incident, Saudi authorities accused her of unlawful extramarital sex and on 11 September jailed her in the capital.
As a result of the rape, she became pregnant, but miscarried because of harsh conditions in the prison.
Next month, she is scheduled to appear before a court, which could sentenced her to 100 lashes (see “Riyadh: rape victim might be lashed 100 times,” in AsiaNews, 22 January 2010).

Shariah Cops Won’t Face Islamic Justice in Rape Case
Banda Aceh. Shariah Police officers who are suspects in Friday’s alleged gang rape of a 20-year-old university student may find some respite from knowing they will be charged under the Criminal Code and not the province’s Islamic law .
The controversial Qanun Jinayat, Aceh’s set of local bylaws passed to replace parts of the Criminal Code with aspects of Islamic law for Acehnese Muslims, was passed in September by Aceh’s legislative council. Governor Irwandi Yusuf, however, refused to endorse it after local and international human rights groups spoke out against it because of what they called cruel and unusual punishments, such as stoning to death for adultery.
“The suspects will be charged under Article 285 of the Criminal Code,” Langsa Police Chief Adj. Sr. Comr. Yosi Muhammartha said on Thursday. “I do not work based on any qanun, only the Criminal Code.”
Article 285 carries a maximum sentence of 12 years in prison for rape.
A single signature, or the lack thereof, has effectively prevented the officers from being charged under Article 29 of the Qanun Jinayat, which stipulates that those convicted of rape can receive 100 to 200 lashes, or a minimum prison sentence of 100 months and maximum of 200 months.
The three officers allegedly took turns raping a 20-year-old student in a detention cell in the early hours of Friday.
The qanun imposes harsh punishments, including stoning and lashing, for offenses such as adultery, premarital and homosexual sex. The bylaws also mandate corporal punishment for rapists, child molesters, drinkers of alcohol and gamblers.
The regulations strictly police people’s interactions with members of the opposite sex who are not their relatives or spouses.
Teungku Faisal Ali, secretary general of Aceh’s Daya Ulema Association, however, said the suspects should face the maximum penalty in accordance with the Islamic code for humiliating the Shariah Police.
“They should have been role models in upholding Shariah, but what they did marred the symbol of implementation of Shariah because they are part of it,” he said.
“Aceh’s ulema condemn this shameful act. We hope [the suspects] will be tried with the Qanun Jinayat — that is the most appropriate law to apply.
“Their duty is to guard the morals of the Acehnese, but they have deplorable morals themselves, so it’s only fitting that they be given the harshest sentence so the public and the outside world will see that Islamic law is applied in an indiscriminate fashion in Aceh.”
Marzuki Abdullah, commander of Aceh’s 1,500-member Shariah Police, however said it was a “one-off” case.
“The incident occurred when the officers were off-duty. They had arrested a pair of fornicators and taken them to the police station for re-education,” Marzuki said, adding that after “re-educating” the couple, the three officers left only to return to rape the girl.
“They will also be lashed and may be discharged from their unit,” he said, without elaborating on the possible number of lashings to be handed down to the suspects.

Australian cleric compares victims
to 'uncovered meat' that attracts cats
Australia's top Muslim cleric rationalized a series of gang rapes by Arab men, blaming women who "sway suggestively," wear make-up and don't cover themselves in the tradition of Islam.

Sheik Taj el-Dene Elhilaly's comments in a Ramadan sermon in a Sydney mosque have stirred a furor in the country with even Prime Minister John Howard weighing in with condemnation.
The cleric also said the judge in the case, who sentenced the rapists, had "no mercy."
"But the problem, but the problem all began with who?" he said, referring to the women victims – whom he said were "weapons used by Satan."
The victims of the vicious gang rapes are leading the national outcry – with some calling for deportation of the sheik. In a Sydney Daily Telegraph online poll, 84 percent of people said the Egyptian-born sheik should be deported.
(Story continues below)
"If you take out uncovered meat and place it outside on the street, or in the garden or in the park, or in the backyard without a cover, and the cats come and eat it ... whose fault is it, the cats or the uncovered meat?" the sheik said in his sermon. "The uncovered meat is the problem. If she was in her room, in her home, in her hijab, no problem would have occurred."
A 16-year-old girl, whose gang rape investigation was the subject of a secret police report, issued an open letter yesterday.
"You are a sad person who has no understanding of what really happens when these people inflict harm and degrading acts upon me or any other young girl," she said.
Initially, the mufti of Australia would not back away from his comments. But today he apologized.
"I unreservedly apologize to any woman who is offended by my comments," he said in a statement. "I had only intended to protect women's honor."
Howard said the sheik's remarks were "appalling and reprehensible."

Ohio priest convicted in nun's death in court
Associated Press - January 22, 2010 12:05 PM ET
TOLEDO, Ohio (AP) - A Roman Catholic priest convicted of killing a nun appeared by video at a court hearing in Ohio, the first time he's been seen publicly since his 2006 conviction.
The Rev. Gerald Robinson sat impassively Friday during the hearing in Toledo on whether new evidence can be introduced in his appeal.
The 71-year-old Robinson is being held in Hocking Correctional Facility in southern Ohio. He was convicted of killing of Sister Margaret Ann Pahl, whose body was found Easter weekend 1980 in a Toledo hospital where both worked.
Church historians have said it's the only documented case of a Catholic priest killing a nun.
Robinson is serving a mandatory term of 15 years to life in prison and has maintained his innocence. His new attorneys say his trial lawyers ignored evidence that could have helped his cause.

N.B. priest gets 8 years for sex offences
By QMI Agency
NEW BRUNSWICK – A former New Brunswick priest was sentenced Friday to eight years in prison for 18 sex-related offences.
Levi Noel, 84, pleaded guilty last October to the charges, including gross indecency and indecent assault. The incidents date back to between 1958 and 1981 while he was a priest on the Acadian Peninsula in the northern part of the province.
The victims, boys between the ages of eight and 16 at the time, are expected to speak at a news conference later Friday.
Robert Talach, an Ontario lawyer who is helping the victims, told the CBC that future legal action against Noel is being considered.
The investigation into the allegations began after one victim broke his silence to police in May 2008. The RCMP investigation continues as more alleged victims have come forward.
Noel retired from the priesthood decades ago.

Nearly 300 killed in Nigeria religious clashes
By Aminu Abubakar (AFP) – 9 hours ago
KANO, Nigeria — Three days of Muslim-Christian clashes in the Nigerian city of Jos have left around 300 people dead, clerics and a paramedic said Tuesday, as troops were deployed to control the unrest.
Authorities placed the central city under a 24-hour curfew amid reports of continuing armed clashes, with terrified residents saying they could hear gunshots and smoke was billowing from parts of the Plateau State capital.
Nigeria's Vice President Goodluck Jonathan sent in troops and ordered security chiefs to "proceed to Jos immediately to assess the situation and advise on further steps," his office said.
All flights to the city were suspended, aviation sources said.
Leaders of both sides and a paramedic issued death tolls that put the number of dead in fighting, which erupted Sunday in a mainly Christian area and spread, at nearly 300 but there was no official confirmation.
The clashes were sparked by a dispute over the building of a mosque, residents said.
"As at yesterday I had 50 dead," the secretary of the Christian Association of Nigeria, Reverend Chung Dabo, told AFP. Another 15 people were killed on Tuesday in the neighbouring town of Bukuru, he said.
Muslim leader Balarabe Dawud said 192 bodies were brought to the city's central mosque on Tuesday. On Monday he gave a death toll of 26.
Dawud, head of the mosque, said at least 800 people had been wounded, 90 of whom had been taken to military hospitals with serious injuries.
The mosque had run out of medical supplies, he said. "Even neighbourhood private clinics are full with the injured."
Mosque employee Mohammed Shittu told AFP "the mosque is full with the injured and the dead."
Clashes in Bukuru on Tuesday left another five people dead, according to Maryam Mohammed, a paramedic working at the clinic there.
"As I am speaking to you now, fighting is ongoing although soldiers have been deployed. So far we have 50 injured and now five dead," she told AFP.
The Red Cross said more than 100 people were seriously injured and around 3,000 people had been displaced.
Announcing the extension of a weekend curfew, state information commissioner Gregory Yenlong told AFP: "All residents are hereby directed to stay indoors as security agents work towards restoring peace."
Christian resident David Maiyaki said the clashes had gone on despite the curfew.
"We woke up to new fighting this morning. As I am talking to you we are indoors, but there is burning and gunshots all around us," he told AFP by phone.
"From here I can hear gunshots and see burning buildings from a neighbourhood in the northern part of the city," said another resident, Ibrahim Mudi. "It seems that Jos north is completely on fire," he said.
Sunday's fighting had been confined to the predominantly Christian Nassarawa Gwon area but spread, the army said.
Jos, situated between the Muslim-dominated north and the Christian south, has in recent years been a hotbed of religious violence in Nigeria, whose 150 million people are divided almost equally between followers of the two faiths.
The vice president slammed the lastest outburst of violence and said the government was "determined find a permanent solution to the Jos crisis," his office said.
"This is one crisis too many and the Federal Government finds it most unacceptable, retrogressive and capable of further sundering the bonds of unity in our country," it said in a statement.
Jonathan met with his security chiefs to review situation, it said, adding: "They are also to put in place comprehensive security strategies to ensure that these constant eruptions do not happen again."
In November 2008, hundreds of people were killed in two days of fighting in Jos triggered by a rumour that a mainly Muslim party had lost a local election to a Christian-dominated party.
At least 800 people were killed in nearby Borno State last July when security forces put down an insurrection by a Muslim fundamentalist sect.
In December, around 70 were killed in clashes between security forces and members of another radical sect in Bauchi State.

A 14-year-old Dalit girl was gang raped and killed in Uttar Pradesh's Muzaffarnagar district. The two men involved in the crime have been arrested, police said Friday.
The incident took place Thursday evening in Shahpur village of Muzaffarnagar, about 350 km from Lucknow.
"Two friends Salim and Kalim - both residents of Shahpur village - abducted the girl while she was returning from the fields and raped her at a secluded place. Later, they strangulated the girl to death," Deputy Superintendent of Police S.K. Shukla told IANS.
"Both the men, who are in their mid 20s, have confessed to the crime. They were nabbed on the outskirts of Shahpur village late Thursday," he added.
As the semi-naked body of the 14-year-old girl was recovered from the fields Thursday evening, a large number of villagers, mostly from the Dalit community, staged demonstration at the police station of the area, demanding arrest of the men involved in the incident.
While carrying out the protest, villagers also scuffled with police and tried to damage their vehicles.
"In wake of the protests by the members of Dalit communities, additional security has been deployed in the village. We don't want to take any chance," Superintendent of Police (rural) Raju Babu told reporters.

Saudi throws Kenyan maid out of top floor window

A Kenyan woman is accusing her Saudi employer of throwing her out of a third floor window, breaking her legs and hands. Another maid, just rescued by relatives, said she had to live on dog food because her employers neither fed her nor allowed her out of the house.
Ms Fatma Athman, of Kisauni, Mombasa, returned to the country last week with broken limbs and stories of near-slavery in Saudi Arabia where she was employed as a maid last May. She was lucky, she said, she landed in a swimming pool and not on the pavement. Now she is dependent on others to help her even with the simplest of chores.
“I and one of my friends were asked by Saudis who visited Kenya eight months ago to go with them. We organised everything through the Kenyan embassy — our agent — and we got documents to travel to the Middle East on May 2 last year,” she said. On arrival, she said, she was discriminated against and required to work 22 hours a day.
She also says she would be subjected to a torrent of abuse for the slightest mistake. “I used to sleep for only two hours and I ate left-overs. That was really slavery,” she said in tears. Susan Wanjiku, 29, has a story of similar mistreatment. The mother of two was promised a salary of Sh16,000 to work as a maid in Jeddah. “I thought I would make money and come back home when I had enough to sustain me and my children,” she said during an interview at Nation Centre at the weekend.
On arrival in Jeddah, she was taken to her new place of work and instructed to immediately start work. “I was shown 16 rooms to clean,” she said. Known as Shakala (a house help in Arabic), her work started at 3am and ended at 11pm. This was her daily routine for the three months she was in Jeddah.
“I was to be joined by my husband who had been promised a driver’s job, but I kept praying that he changes his mind,” she said. “Luckily he did. He did not have money and this helped... We could have both suffered.” Ms Alice Wakio, a school dropout from Gatanga in Kenya's Central Province, said that she lived on dog food because her employer neither fed her nor let her out of the house.
“There is no food there. They tell us to wait for them to eat first then they give us the leftovers,” said Alice. On days when there were no leftovers, she would turn to dog food. “Their children insult us. We were never let out of the house and for the three months I was there (in Jeddah), I did not see the sun. I only saw it when I landed in Nairobi. I fainted on alighting,” she said.
Both Susan and Alice were recruited by an agent they identified as Margaret, whom they said is based at the Saudi embassy in Nairobi. They were charged Sh15,000 placement fees. When the Nation called the agent, she said she had a few vacancies. “You can come now with the money,” she said. “We have few vacancies left.”
She hang up
She hang up when we asked whether she was aware that some of the maids she got jobs were stranded in Saudi Arabia. The maids said there are as many as 100 young Kenyan women living in the streets of Jeddah after being thrown out.
On Monday, the Ministry of Foreign Affairs confirmed that “a number of Kenyans” were stranded in Saudi Arabia. Susan and Alice said they were rescued by relatives back home who raised their air fare. Their dreams of a well-paying job, they said, was just a mirage. “It’s bad there. Don’t be cheated,” they said of the extravagant promises of good jobs in Middle East.
Fatma claimed the children of her employer also sexually exploited her. She said she worked for five months, but was paid for only one. She was given no explanation. On the day her employer pushed her out the window, she said she was hanging clothes on the line. “I heard my employer saying ‘you are better off dead, you are better dead’”.
She plunged into the pool three floors down and was rescued by the police. After a week in hospital, she was deported. “I left Saudi Arabia without luggage, not even my clothes. What I took is the few drugs I was given at the hospital.”
Her father, Mr Athman Ali, is demanding that the Foreign Affairs ministry and the Kenyan Embassy in Saudi Arabia seek justice for his daughter. The stories of mistreatment come just days after two families revealed that their daughters were being held in Saudi deportation centres after they differed with their employers. The two, Ms Esha Noor and Fatuma Shabira, have been at the centre for seven weeks after the Kenyan embassy failed to process their documents to travel back home.
Ministry officials said about 3,000 women from Kenya are currently in Saudi Arabia. They said both the embassy in Saudi Arabia and the ministry had received complaints from Kenyan maids. “I can confirm to you that we have received such claims. We are receiving claims of unpaid wages, mistreatment and so far we have helped bring back a few,” said an officers by telephone.

Dindigul (TN), Jan 14 (PTI) In a shocking case of caste discrimination, a dalit has alleged that he was forced to eat human faeces by a group of 'high caste Christians' for walking with chappals in their street in the district.
The dalit youth, in his complaint to Batalagundu police inspector, said "a group of high caste Christians forced human faeces into my mouth after beating me for walking with chappals in their street".
Sadayandi, who is from Indhira Nagar in Meikovilpatti in Dindigul district, claimed the incident occurred on January 7 when a group of more than 10 'caste christians' stopped him and asked if he was not aware of the "order" that dalits should not walk with chappals in their street. Then they asked him to remove his chappals and slapped him with it, he said.

My benefits belong to Allah: Hate preacher Choudary defends £25,000 a year payments from British taxpayersBy Daily Mail Reporter

Comments (258) Add to My Stories Allah's money: Hate preacher Anjem Choudary earns £25,000 a year in benefits
Hate preacher Anjem Choudary has claimed he is proud to receive £25,000 a year in benefits from the British taxpayer because the money 'belongs to Allah'.
The extremist cleric was speaking hours after Home Secretary Alan Johnson banned Choudary's Islam4UK group, making it a criminal offence to be a member.
British-born Choudary provoked outrage earlier this month when he announced that 500 members of his group were considering marching through the Wiltshire market town carrying empty coffins to mark Muslims 'mercilessly murdered' in Iraq and Afghanistan.
The 42-year-old cleric cancelled the protest on Sunday but yesterday showed no sign of curbing his fanatical rants, warning that the ban on his group would force young Muslims 'underground'.
Asked about receiving £25,000 in benefits, the trained lawyer said: 'I am not doing anything illegal. If we were living under the shariah there would be free food, clothing and shelter for all.
'Whether you are on benefits or not that does not mean you cannot propogate your ideas. I have always remained within the ambit of the law.
'The money belongs to Allah and if it is given you can take it. You don't lie and you don't cheat- that is what the prophet said.'
Choudary's bizarre defence of his benefits payments came just days after a group of Muslim extremists who screamed 'rapists' and 'murderers' at British soldiers escaped unpunished and claimed the state would pay their fines.
Sajjadar Choudhury, 31, Munin Abdul, 28, Jalal Ahmed, 21, Yousaf Bashir, 29, and Ziaur Rahman, 32, were given conditional discharges for shouting 'baby killers' and 'terrorists' and waving placards at hundreds of soldiers returning from Iraq.
The men, all of whom are on benefits and cost taxpayers nearly £50,000 a year, were each ordered to pay £500 in costs towards the prosecution. Outside the court, they defiantly declared: 'The taxpayer paid for this court case. The taxpayer will pay for the fines too out of benefits'.
The Mail revealed today that Choudary is being given round-the-clock police protection following his controversial threat to march through Wootton Basset.

Even though the extremist cleric has now called off plans to stage the protest, he still receives hourly security checks at his East London home.
Metropolitan police officers have been told to give his protection priority above other local policing jobs such as muggings, theft and foot patrols.
Matthew Sinclair, of the TaxPayers-V1 Alliance, said: 'Taxpayers are going to be shocked to hear that the police are having to waste time, that they should be spending fighting terrorism, looking after Anjem Choudary.
As Choudary held his press conference to react to the ban, patrol cars and unmarked vehicles were still instructed to drive past his empty £320,000 rented home - which is funded by council benefits.
Officers tasked with carrying out these patrols have privately expressed their fury at being diverted away from what they regard as 'proper policing'.

Islamist group that planned Wootton Bassett hate march is finally BANNED
But the Metropolitan Police's counter-terrorism unit fears a far-Right group may be plotting an attack on the fanatic.
Their concerns intensified after a Facebook campaign against the march attracted the support of more than 250,000 Britons and led to threats against Choudary's life.
A police source said that since the checks began last week, they had already taken up around £2,500 of police time, often occupying beat officers for entire shifts if counter-terror detectives are not available.
'We are being diverted away from other jobs to carry out these checks and they are given priority over other things, such as house break-ins,' the source said.
'Choudary has deliberately made himself a target among far-Right groups and his recent plans to protest at Wootton Bassett have stirred up even more anger.
'His address is widely known and police fear it's a powder-keg atmosphere. Senior officers are frightened of having a race war on their hands.
'If something were to happen to him, we would be blamed.'
Tory MP Patrick Mercer, chairman of the sub-committee on counter-terrorism, said: 'He is drawing constant attention to himself and diverting resources away from their proper use.'
The Met last night refused to discuss the security arrangements.

Malaysia church attacks continue in use of 'Allah' row
By Rachel Harvey
BBC South East Asia correspondent
A government minister says the church attacks are the work of extremists
Another Christian church has been attacked in Malaysia - the ninth such incident since Friday.
No one was injured in the attack on an evangelical Christian church, but buildings were damaged by what appear to have been home-made petrol bombs.
In another case a church was vandalised with black paint.
The attacks appear to have been triggered by a High Court ruling last month that overturned a government ban on non-Muslims using the word "Allah".
The government is appealing against the decision.
Deep resentments
The latest attack caused limited physical damage - just a burned door and a charred entranceway.
But the political implications may be more serious.
Tensions have flared after Malaysia's High Court ruled that a Roman Catholic newspaper, the Herald, was permitted to use the word Allah to describe God in its Malay language editions.
Muslim groups argue that Christians using a word so closely associated with Islam could be a ploy to win converts.
Christians make up around 9% of the population in the majority Muslim state. Most non-Muslims are ethnically Indian or Chinese.
The row over the use of the word Allah has exposed deep resentments over the treatment of minorities and freedom of religion in Malaysia.
A government minister told foreign diplomats on Monday that the church attacks were the work of extremists.
"These were not just attacks on houses of worship," he said. "These were attacks on the values and freedoms all Malaysians share."
Under the slogan "One Malaysia", the government has made racial harmony a central policy. Its commitment to that policy is now being severely tested.
The "Allah" ban is unusual in the Muslim world. The Arabic word is commonly used by Christians to describe God in such countries as Egypt, Syria and even nearby Indonesia, which is the world's world's largest Muslim nation.

10 more killed, death toll hits 38: No respite in violence
By Faraz Khan
KARACHI: At least 10 more people, including three Muttahida Qaumi Movement activists, lost their lives on Sunday as violent events continued for the fourth consecutive day in the city, while the law enforcement agencies, which were issued shoot-at-sight orders by the federal government, failed to bring the situation under control.
The bloodshed - which started on Thursday after a decapitated body of a political worker was found from the Kalakot area - has hitherto claimed 38 lives.
Sunday’s casualties included discovery of a body in Eidgah police station limits. According to the police, Lyari Peace Committee’s Irfan Lahoti, 35, was kidnapped and later shot by unidentified culprits who then abandoned his body.
A youth was gunned down and his cousin injured in the same area. According to details, Zeeshan, 20, was killed and Rehan sustained bullets injuries near Old Haji Camp when the victims’ motorcycle was intercepted by unknown culprits who fired several rounds on them after confirming their identities. MQM sources disclosed that Zeeshan was an active member of the party’s Orangi Town sector whereas Rehan was a party supporter.
In another occurrence, an MQM sympathiser was gunned down in the Kalakot area after being kidnapped. According to the police, Mobin Sheikh’s body bore several torture marks.
Similarly, an MQM activist was shot dead in Khamosh Colony in Gulbahar police station limits. According to details, unidentified suspects riding two motorcycles opened fire on Syed Ikhlaq Ahmed, 35, when he was opening his teashop.
Two more people were gunned down in Korangi on Sunday evening. According to the Korangi Industrial Area Station House Officer Ismail Lashari, Rizwan Bhaggan Soomro, 27, and Saqib Hussain, 24, were sitting at a teashop near Nasir Colony Jump when unidentified culprits opened fire on them and escaped.
In another incident, Nisar Ahmed, 40, was killed when unidentified suspects opened fire on him when he was at his grocery store near Old CIA (Central Intelligence Agency) Centre in Saddar Town police station limits.
In Quaidabad, two torture-marked bodies were found in Shah Latif police station limits. According to the police, the victims were tortured to death by unidentified culprits.
Earlier, during the wee hours of Sunday, an owner of a puncture shop was murdered in Sarjani Town police station limits. According to the police, unknown suspects on a motorcycle shot Shahid Iqbal in the head.
Tension prevailed in most of the localities of Lyari Town, including Kalakot, Chakiwara, Baghdadi, and the surrounding areas of Garden, Pak Colony and Dhobi Ghat, which have so far witnessed the killings of 38 people in the last four days.
The abduction and killing incidents have spread terror and panic among the citizens, resulting in shutter down in several affected areas where people have been forced to limit themselves to their houses.
Shops and markets have also remained closed since the start of this latest series of violence. Incidents of aerial firings have also been reported from these areas.
It is pertinent to mention here that some people are still reported missing from different areas. It is feared that they might have been kidnapped and would later be killed and their bodies dumped.
இதில் ஒருவாரத்தில் சுமார் 38 பேர்கள் கொல்லபட்டுள்ளார்கள்.

The number saved in the first year of the scheme was double what government officials had expected to help since the forced marriage protection orders were introduced.

Muslim peer claims politicians are scared of discussing polygamy Under the orders police and councils can confiscate potential victims passports while forcing relatives to disclose where women and children have been taken if they are no longer in Britain.
As part of the review the MoJ interviewed police officers, charities, judges and social work departments to find out how the orders were working.
It found that the government's forced marriage unit dealt with more than 1,600 reports of possible forced marriages.
More than 420 became cases of girls and women being married forcibly in the UK or taken abroad, it found.
Many were then physical, psychological, sexual, financial and emotional pressure.
“A woman who is forced into marriage is likely to be raped and may be raped repeatedly until she becomes pregnant,” says the report published into the first year of the Forced Marriage (Civil Protection) Act of 2007.
The review expressed concern that the problem was still being under reported with the message still not getting through to women in closed communities.
It found that some authorities and schools were reluctant to publicise the new orders because of “the presence of a PC agenda whereby there was reluctance to risk causing offence”.
“There was concern locally about stigmatising the minority communities, and people were afraid to use the court, despite active police involvement,” it found.
It added: “Social services ... were not perceived as having understood the full potential of the orders at an early stage and how they should relate to their child protection procedures as an additional measure for protection.”
Victims were also thought to be afraid to give evidence against relatives.
The Government recently announced that children as young as five would be given the compulsory lessons to combat negative attitudes towards girls and women that could lead to a tendency towards violence in later life.
The government strategy highlighted that certain groups of women, particularly those from ethnic minorities, face specific forms of violence, such as forced marriages, honour-based crime and female genital mutilation.
Justice Minister Bridget Prentice said: "There is no doubt in my mind that we have provided a remedy to respond to a genuine need.
"The protection orders have demonstrated there is a need for action, but also a need for caution and understanding of their impact on a young person who might then lose their family and community, and will need long term protection and support."

Pakistan: Taliban brainwashes kids with visions of virginsBy Arwa Damon, CNN

Pakistani military claims Taliban training children as suicide bombers
Compound said to be decorated in colorful images of heavenly pleasures
Taliban admits training children from region, Middle East as suicide bombers
Expert says 90 percent of suicide bombers aged 12 to 18
Nawaz Kot, Pakistan (CNN) -- "When we got to this compound it was shocking for us," Lt. Col. Yusuf tells us, standing in the middle of what the Pakistani military says was a brainwashing center -- for children.
It was here, according to the Pakistani military, that children aged 12 to 18 were turned from innocent youngsters into cold-blooded killers, willing to blow themselves to bits as suicide bombers.
The discovery of the compound was first reported in Pakistani media last month. Yusuf says his unit took it over after a three day battle with militants.
Part of the compound consists of four rooms -- each wall adorned with brightly colored paintings in clear contrast to the barren and harsh landscape surrounding it. The children were told that this was what awaited them in heaven.
Each of the images has a river flowing through it. Some have people playing in the water. Others have women lining the banks.
The military says that the children are told that these are rivers of milk and honey, that the women are the virgins that await them in heaven. That the children were told that they will live in the company of the holy prophet and be served feasts.
One has a home similar to the mud homes in the area which the military says is meant to invoke memories of where the children are from but with a beautiful mountainous green backdrop. Written across it are the words "Long live the Taliban of the mountains."
The images may appear simple. But for the children from this part of Pakistan they are captivating. They grow up in abject poverty surrounded by dirt-colored mountains with treacherous gullies and valleys with no exposure to the outside world. They are gullible and easily manipulated.

"I have never seen such elaborate paintings about so-called heaven," Taliban expert Zahid Hussein says, looking at the images.
He has seen similar tactics in the past and spoken extensively with would-be child suicide bombers in the custody of the authorities.
"They [the militants] say life is a waste here and if you do a good thing you will go to heaven, immediately to heaven. For someone who does not have anything to look forward to, who does not have any opportunities and is living a wretched life, this sort of thing comes as a big incentive," Hussein explains.
He says the children end up believing that their life in this world is worthless, that life only starts in the hereafter. The Taliban is offering them a fast track option to paradise, a longed for escape from their daily reality surrounded by violence.
Nawaz Kot was once a Taliban stronghold.
"The militants were mostly hidden away in bunkers. The tactic they would use was long-range sniping and IEDs (improvised explosive device) on the road," Brigadier Sarfraz Satter explains as we bump along the road just outside of his brigade's base in South Waziristan on our way to the training center. "They [the militants] had all those positions up there."
He points to the mountaintops in clear sight of his headquarters. When the military launched its operation to take these lands back, he says they knew that the compound was a training center, that perhaps children were involved. What they didn't realize was the sheer level of indoctrination.
The children were from the local area. He says the parents would send them thinking they were getting an education and, more importantly, free food.
"But they don't know what kind of religious education their child is being put through." Satter says, acknowledging that for the next phase of operations to succeed, there has to be a focus on education. "When we start our rehabilitation, we have to reopen schools to stop them [the parents] from sending their children into the wrong hands."
The military says that the compound could house some 200-300 children. The Pakistani military believes it was in full use until the summer when they bombed it. Since then they say that numbers had dwindled although they are not sure how recently children were staying there. But for the children that have already passed through the compound, it's likely too late.
"The pamphlets we found tell us they were trained in weapons handling, preparing of suicide jackets and ambush tactics," Lt. Col. Yusuf says. "These terrorists keep the children at the frontline, and most of the casualties have been children when they [the terrorists] are attacking the posts.
"They say to them, 'Look your sacrifice will not be wasted,' and so he [the child] is mentally prepared to do whatever they want him to do,' expert Zahid Hussein further explains.
He says it's a complete distortion of Islam, but one that the children fervently believe.
"They are also led to believe that the Muslims who are killed in suicide bombings, they will go to heaven as well. So that is a very powerful instrument of brainwashing," he adds.
The Taliban says that this particular compound is not one of theirs. But they say that they are actively training children from Pakistan, Afghanistan, Central Asia and the Middle East to be suicide bombers.
As Pakistan tries to cope with an ever increasing wave of suicide bombing, a chilling statistic is coming to light.
"Almost 90 percent of suicide bombers, if you look at their profile, are 12 to 18 years old," Hussein says.
The war on terror expert says there also needs to be a war on poverty and a commitment to providing education and opportunity so that children in the future won't be turned into murderers, thinking that suicide and death are their only escape from a hopeless life.

LAKKI MARWAT: Security forces demolished another seminary in Bachkan Ahmadzai area of the district on Monday.
Official sources and eyewitnesses said that law enforcers besieged the religious seminary, Jamia Miftahul Uloom, on Monday morning and blew up its several rooms and a water tank.

They said that heavy contingent of law enforcement agencies personnel were deployed in the area between Malang Adda and Tajori to make the operation a success.
