Sibal lauds Chennai institute's system

Total dissolved solid less than 10 ppm

NEW DELHI: Pure drinking water at six paise a litre. This need not be a dream any more. The National Institute of Ocean Technology at Chennai has succeeded in putting together and operating a desalination system with a capacity of one million litres a day, which promises to make this a reality.
Announcing the development at a press conference here on Wednesday, Union Minister for Science and Technology and Earth Sciences, Kapil Sibal, said the quality of the water produced from the plant has been found to surpass even international standards. For instance, the level of total dissolved solid, which was a major parametre, was found to be less than 10 parts per million (ppm), as against the international standard of 500 ppm.
Describing it as a global first, he said though the system was based on the well known principle of flash evaporation, putting it together was an arduous task as the plant was mounted on a floating barge 40 km into the sea off the coast of Chennai. The technology involved was turning surface sea water into vapour in a vacuum chamber and then condensing the vapour using cold water drawn from the sea itself from a depth of 600 m.
The most complex part was the drawal of the cold water as it required a pipe with a diameter of one metre and made of high-density polyethylene (HDPE). Such pipes are manufactured for lengths of 12 metre. The project, therefore, required fusing together 500 of them.
Also, since the density of the pipe is almost equal to that of sea water, it floats in the water. While this was advantageous while taking it to the barge, the issue at stake was it had to be made to stand vertically from the barge to a depth of 600 m by attaching heavy weights. "Deployment and connection of the pipe was a very challenging task, especially with limited offshore facilities available in the country," he said.
The next difficulty the scientists encountered was in the storage and transport of the fresh water from the barge to the shore. For this, they have designed water bags of special material that could hold and carry two lakh litres per bag. The bags are then towed to the shore using small fishing boats.
Mr. Sibal said that having developed the one million litre capacity system successfully; his Ministry would now focus on up-scaling it to at least 10 million litre capacity systems with the help of the private sector.
Several private units have already shown interest for a tie-up. Discussions would be held with them soon. The prices would then come down further.
It was expected that the price of the fresh water could get halved to three paise a litre.

Up to 200 killed in Baghdad bombs
A US troop "surge" has not stopped insurgent attacks
Nearly 200 people have been killed in a string of attacks in Iraq's capital, Baghdad - the worst day of violence since a US security operation began.
In one of the deadliest attacks of the last four years, some 140 people were killed in a car bombing in a food market in Sadriya district.
A witness said the area had been turned into "a swimming pool of blood".
The attacks came as PM Nouri Maliki said Iraqi forces would take control of security across Iraq by the year's end.
As the number of people killed in the Sadriya market bombing continued to climb, Mr Maliki called the perpetrators infidels and ordered the detention of the Iraqi army commander responsible for security in that area.
"This monstrous attack today did not distinguish between the old and young, between men and women," he said.
"It targeted the population in a way that reminds us of the massacres and genocide committed by the former dictatorship."
US Defence Secretary Robert Gates said the attacks were "a horrifying thing," but said insurgents would not derail the ongoing security drive in Baghdad.
'Burned alive'
The bomb in Shia-dominated Sadriya was reportedly left in a parked car and exploded at about 1600 (1200 GMT) in the middle of a crowd of workers and shoppers.
The market was being rebuilt after it was destroyed by a bombing in February which killed more than 130 people.
The powerful bomb started a fire which swept over cars and minibuses parked nearby, burning many people and sending a large plume of smoke over Baghdad.
BAGHDAD ATTACKS
Sadriya: Car bomb kills 140 at market
Sadr City: Car bomb kills at least 35 at checkpoint
Karrada: Car bomb near private hospital kills at least 11
Al-Shurja: Minibus bomb kills at least two people
Two other attacks kill about 11 more people
Bombs mar handover plan
In pictures: Baghdad carnage
Television pictures showed a blasted scene littered with blackened and twisted wreckage.
One witness told the Reuters news agency that many of the victims were women and children.
"I saw dozens of dead bodies," the man said. "Some people were burned alive inside minibuses. Nobody could reach them after the explosion.
"There were pieces of flesh all over the place."
Ahmed Hameed, a shopkeeper in the area said: "The street was transformed into a swimming pool of blood."
About an hour earlier, a suicide car bomb attack on a police checkpoint in Sadr City killed 35 people.
Another parked car bomb killed at least 11 people near a hospital in the Karrada district of Baghdad, while in al-Shurja district at least two people were killed by a bomb left on a minibus.
Two other attacks in the capital killed and wounded about 11 more people.
Hospitals in Baghdad were inundated with more than 200 injured people, many of them with serious burns from the bomb at the Sadriya market.
Car and suicide bombings have occurred almost daily in Baghdad in recent months, despite a US-led security crackdown since February.
The bombers are proving that they can slip through the tightened security net and defy the clampdown, says the BBC's Jim Muir in Baghdad.
Security handover
Most of the attacks have been in Shia areas, increasing pressure for the Shia militias to step up their campaign of reprisal killings against the Sunni community in which the insurgents are based, says our correspondent.
As Baghdad was rocked by explosions, security in Maysan province to the south was transferred from British to Iraqi control.
MAJOR ATTACKS
6 March 2007: 90 killed in double suicide bombing in Hilla
3 Feb 2007: 130 killed in lorry bomb in a Baghdad market in mainly Shia area
2 Dec 2006: More than 50 killed in car bombs in same Baghdad market
23 Nov 2006: 200 killed in wave of car bombings and mortar blasts in Baghdad's Shia Sadr City
7 April 2006: 85 killed in triple suicide bombing at Shia mosque in Baghdad
Maysan is the fourth of the country's 18 provinces to be handed over to Iraqi security control.
Iraq's national security adviser Mowaffak al-Rubaie said the three provinces of the autonomous Kurdish region would be next.
"Then it will be province by province until we achieve [the complete transfer] before the end of the year," he said in a speech at the handover ceremony delivered on behalf of Prime Minister Maliki.
On Monday, the Iraqi parliament bloc loyal to radical cleric Moqtada Sadr withdrew from the cabinet, demanding Mr Maliki set a timetable for a US troop withdrawal.
But foreign troops are likely to remain in Iraq for some time.
Analysts say that even if Iraqi forces take the lead in providing security across the country, they will need support from US and other coalition troops.
The attacks in Baghdad came as officials from more than 60 countries attended a UN conference in Geneva on the plight of Iraqi refugees.
The UN estimates up to 50,000 people flee the violence in Iraq each month.

Makeshift Hindu temple razed; worshippers deported
Saturday, March 26 2005 19:57 Hrs (IST) - World Time -
Riyadh: Saudi religious police have destroyed a clandestine makeshift Hindu temple in an old district of Riyadh and deported three worshippers found there, a newspaper reported today (March 26, 2005).
Members of the Commission for the Promotion of Virtue and Prevention of Vice, or religious police, stumbled across a room converted into a temple while raiding a number of flats suspected of being used to manufacture alcohol and distribute pornographic videos, pan-Arab Al-Hayat said.
"They were surprised to find that one room had been converted into a Hindu temple," it said.
A caretaker who was found in the worshipping area ignored the religious police orders to stop performing his religious rituals, the paper added.
He was deported along with two other men who arrived on the scene to worship.
All forms of non-Muslim worship are banned in ultra-conservative Saudi Arabia, which is home to Islam's holiest shrines.
The US Commission on International Religious Freedom (USCIRF), an advisory panel, last month urged the US Government to impose sanctions on Saudi Arabia, as well as Vietnam and Eritrea, for violating religious rights.
Last year, the US State Department for the first time named ally Saudi Arabia, as well as Eritrea and Vietnam, "countries of particular concern" in its annual report on religious freedom.
A list previously included China, Iran, Myanmar, North Korea and Sudan.

'Turkey, secular forever' - Protesters
Thousands of Turks protest against Prime Minister Tayyip Erdogan standing for presidential because of his Islamist roots.
Erdogan's ruling A.K. Party has its background in political Islam, and a possible presidency headed by Erdogan has split secular but predominantly Muslim country Turkey seeking European Union membership.
Hundreds of thousands rally against Turkish government
Hundreds of thousands of people marched in Ankara on Saturday to try to stop the ruling AK Party from picking Prime Minister Tayyip Erdogan as their presidential candidate because of his Islamist roots.
The AK Party has its background in political Islam, and the possibility of an Erdogan presidency after parliament votes in May has split secular but predominantly Muslim country Turkey, which is engaged in membership talks with the European Union.
"Turkey is secular and will remain secular," shouted protesters as they waved national flags and banners of Mustafa Kemal Ataturk, revered founder of the republic which separated religion and state.
Tens of thousands of people were bussed into Ankara from across the country to attend the rally in Tandogan square, one of the biggest gatherings in recent years.
"This is the biggest political rally ever in Ankara," said Deniz Baykal, leader of the main opposition Republican People's Party.
Tens of thousands of people waving flags and clutching portraits of Ataturk later gathered at his mausoleum, a place where Turks seek solace in times of tension.
The secular elite of generals, judges and university rectors fears Erdogan as president would try to undermine the strictly secular state.
The AK Party has a big enough majority in parliament to elect Erdogan, or anybody else it chooses, to the seven-year post as head of state.
Erdogan denies any Islamist agenda and says he has broken with his past and is now a conservative democrat. Erdogan, who has presided over strong economic growth and the launch of EU entry talks, has not confirmed whether he will run.

Maulana Fazlullah, a religious cleric with extremist views and son-in-law of Maulana Sufi Muhammad, chief of the defunct Tehrik-e-Nifaz-e-Shariat-Muhammadi (TNSM) has launched an aggressive campaign against girls' education through his illegal FM channel from a small village of Imam Dheri close to Mingora Town of the Swat district in Northwest Pakistan.

Every night after the Esha prayers he delivers special sermons on the topic terming girls' education against Islamic injunctions and as a source of obscenity and vulgarity. Sources say that followers of Maulana Fazlullah have now started wall-chalking as a means for the communication of their fundamentalist religious views on girls' education and administering polio drops to children. According to one report about 1,100 children were deprived of polio drops during the previous anti-polio campaign.
Though exact figures of the girls withdrawn from schools have not been found, the majority of the residents in the rural areas of Mingora are subscribing to the extremist views of the Maulana and forbidding their girls to attend the schools. The number is increasing every day.
"There are some people who don't consent to these views but due to fear can not express even a single word against them," a resident of the area told this scribe on condition of anonymity, adding that the Maulana mainly targets women in his religious sermons.
A teacher in a local school Ahmad Ali said that the defunct TNSM movement, which had supported a Taliban style government in the region, is now showing its head in a new shape.
"The Maulana is working very systematically. First he instigated the people to burn their TV sets, computers, CD players and VCRs which he had termed sources of vulgarity, then he targeted women in his speeches and motivated them to stand against their husbands if they refuse to grow beards and now he [is] discouraging all girls students to go to their educational institutions. Of course, he is propagating his own brand of Islam," the school teacher said.
A local lady councilor requesting anonymity explained that the religious clerk warned women of dire consequences both in this world and in the aftermath if they stepped out of their houses. "Women in the area are donating jewelery worth millions of rupees for the construction of the Maulana's religious Madrasah," she added.
It merits a mention here that immediately after the bombing of a religious Madrasah in Bajaur Agency which killed about 80 people including close relatives of Maulana Fazlullah, he laid the foundation of this Madrassa along the river Swat.
"Every day in the morning hundreds of Maulana followers from the surrounding villages leave their household duties and come here to work in the construction work of the Madrasah with a religious zeal. People are also donating millions of rupees for meeting the construction cost in response to the Maulana's appeal for money," Shah Alam, a resident of the area said.
When Jamal Nasir Khan, the district Nazim, was asked whether he was concerned about the current situation in his area, he replied that definitely he was concerned about the situation as many girls would be deprived of their basic right -- education. "Due to cultural barriers we are already faced with low literacy ratio among the women. The new offensive against girls education launched by the Maulana will further endanger future of our females," he maintained.
The district Nazim suggested that the best way to counter the move was to establish parallel radio stations by the government in the area. He added that besides in Swat there were also a number of illegal FM Radio channels in the surrounding districts of Dir, Buner and Shangla, which were used by the religious clerics for the propagation of their self-styled religious views.
An official in the district government confided to this reporter that authorities were helpless in the face of the growing influence of Maulana Fazlullah, adding that some ministers and Members of the Assembly were supporting his extremist agenda to increase their vote banks and secure their seats in the next general elections.
"The situation has become very alarming and it may fan a new wave of extremism We have not enough resources and authority to take any action against the illegal FM channels. This is for the provincial and federal government to resolve the situation thorough a Jirga and if not possible then thorough a major operation against all illegal Radio stations", he said.
He elaborated, that it is very ironic that the Maulana is motivating the people to break or burn their TV sets and VCRs while on the other hand listening to his own radio transmissions is permitted in Islam and is seen as an act of great reward.
According to news reports, use of radio waves for the propagation of religious beliefs increased after attacks on Afghanistan by the U.S. and its allies.
There is one illegal FM radio stations operating in Peshawar, 11 in Chrasadda, four in Mardan, 28 in Swabi, 13 in Buner, four in Hangu, one in Karak, two in Mansehra and two in Batagram. In Pata, there were eight FM stations in the Lower Dir while three more were operating in the Upper Dir, 14 in Malakand and six in Swat.

Kohima, April 13: The Nagaland unit of the BJP has opposed the Assam government’s decision to demolish the 162-year-old heritage Baptist Church at Panbazar in Guwahati, to make way for a parking lot.
Ato Yepthomi, president of the Nagaland unit of the BJP, said the Assam government’s decision has not only hurt the sentiments of Christians but also the people of the entire northeastern region.
“Such a step by the Congress government speaks of its partisan attitude and questions its secular credentials”, Yepthomi said.
He said the Nagaland unit of his party would strongly oppose the move.
He said the 162-year-old church was a national heritage, which needs to be preserved. “It is surprising that the Christian community and other church leaders in Assam and Nagaland have kept quiet over the issue so far”, Yepthomi said. “The BJP appeals to all the Church leaders in Nagaland and the Northeast to put pressure on the Congress in Assam to stop the atrocities against the Christian community.”
He also sought the intervention of the Nagaland Congress to stop the demolition of the church.
The BJP also suspects foul play, as the Council of Baptist Churches of Northeast India in Guwahati is not aware of the government’s decision.
The council is the apex organisation of Baptist churches in the Northeast.
Yepthomi also asked the churches and Nagaland Baptist Church Council and other Christian communities to oppose the move

Hindu priests to boycott Uttar Pradesh polls
From our ANI Correspondent
Mathura, Apr.11: Hindu priests in Uttar Pradesh have threatened to boycott elections to register their protest against government's laxity in cleaning the River Yamuna, which is revered by them.
Priests in Mathura took to the streets on Tuesday, saying that they would vote only for those who took up the issue of cleaning of the river.
"For the past twenty five years, anybody who stands for the elections assures the people that Yamuna would be cleaned. Till now millions of rupees have been siphoned off in the name of Yamuna's cleaning, but I feel more the money the government spends the river gets more and more dirty. No attention has been paid to this problem," said Mahesh Chand Sharma, the president of a priests association in Mathura.
Hindus regard the Yamnua as a holy river, but it has the dubious distinction of being one of the most polluted rivers in India. Yamuna is intimately connected to Hindu God Lord Krishna's boyhood antics.
The Yamuna originates from the Yamunotri Glacier in the Mussourie range of the lower Himalayas and traverses through Uttarakhand, Uttar Pradesh, Haryana and Delhi for a distance of 1370 kms.
In Mathura and neighbouring areas, there are about 5,000 temples and lakhs of people throng this region throughout the year. But in the absence of sound sewerage disposal system, the solid and liquid waste from these places find its way to the Yamuna.
But local municipal authorities claimed they are putting their acts together.
"These drains have been there for the past ten years. But now we have assured the people that our staff is working towards getting them closed. We have got the necessary permission and within five days we will definitely get these drains closed," said Yogesh Kumar Dwivedi, Chairman of the Municipal Corporation of Mathura.
A major pollutant of Yamuna is the national capital New Delhi. It alone contributes 3,296 MLD (million litres per day) of sewage falling into the river.
Another major contributor of pollution to the river is the illegal settlements along the banks. Some 3.5 lakh people live in the 62,000 shanties that have come up on the riverbed and its embankment.
Rapid urbanization of Delhi has further compounded the pressure on the sewerage system. With the population of the national capital going up from 0.4 million in 1911 to 13.9 million in 2001, there is an ever-increasing pressure on the water resources.
The federal government has launched a Yamuna Action Plan to clean up the river, with a plan being implemented in 21 towns on its course in Haryana, Delhi and Uttar Pradesh in the first phase.

'No more music in this town'
Six years after the Taliban was removed from Kabul, Talibanisation is reviving -- in Pakistan, writes Graham Usher in Lakki Marwat
During its rule in Afghanistan the Taliban banned music and the employment and education of women. Such practices were "un-Islamic", said its leaders. Others called their prohibitive and primitive interpretation of Islam "Talibanisation". The Taliban regime was ousted in November 2001, when US-led forces invaded Kabul in retaliation for the 9/11 attacks. But Talibanisation persists -- not in Afghanistan but in Pakistan.
Its bases are the remote tribal areas piled up against Pakistan's mountainous border with Afghanistan. Last week one of these areas, South Waziristan, saw ferocious battles between local tribesmen and Uzbek Islamic militants allied to Al-Qaeda. Over 100 have been killed. Taliban leaders, who enjoy good relations with both tribesmen and Al-Qaeda, tried to mediate a ceasefire. For them the priority is the insurgency in Afghanistan, not power struggles in Waziristan.
But war and peacemaking are not their only roles. For the last six months Afghan and Pakistani Taliban have established Sharia courts, police forces, tax collectors and public offices in the tribal areas, "a parallel administration with all the functions of a state," says Ismail Khan, a Pakistani journalist. Ominously this "state" is starting to seep into settled areas like Pakistan's North West Frontier Province (NWFP) and its capital, Peshawar.
Lakki Marwat is a dusty market town in the NWFP. Two months ago religious students or Taliban began "vice" patrols. One of their first edicts was to ban music.
Zai-ul-uddin is a singer from Lakki Marwat. He used to perform at weddings with a full band of flute, drum and harmonium. No longer. "I didn't receive any notice. I was simply told -- no more music in this town. I complied," he says guiltily. "I don't want to land in trouble."
Zai-ul-uddin says 13 musicians have left Lakki Marwat in recent weeks to ply their art in places where music is not banned. "But it's not the same," he says. In a rare performance he sings a Pashu lamentation about a man disappointed in love. But the doors and windows of his cell-like room are shuttered tight. As he says, he doesn't want any trouble.
Neither does Inan-ullah-Khan. After three years in England, he returned to Lakki Marwat in 2005 to set up a clinic and maternity hospital. Both moves have rendered him suspect in the eyes of the Taliban. "They say I'm a British spy and that Britain is an ally of America and America is the enemy of Islam," he says. "They've threatened to destroy the hospital."
They have also threatened his female staff. "I had a woman doctor who came from outside. But the Taliban got to her, and she won't come now. This is a problem. In a place like this, there are certain things only woman doctors can do."
Lakki Marwat is not a small town. But the police are "powerless" against the Taliban, says Inan. In February, two music stores were firebombed for selling "immoral" Western music. The local police chief called a meeting of the town's music-store owners. His advice? "Stop selling the music," says an owner. A visit to his store shows it is being observed. There are no music CDs anywhere, only stacks of Islamic cassettes. "I still sell music," he says, with a wink. "But under the counter, like hashish."
Who are the Taliban? Rahim-ullah-Yousefzai is a journalist in NWFP and an authority on the movement. He says your average Talib is "a young, poor, madrassa student. He is very religious and very frustrated. He is convinced the US is the enemy of Islam and that Pakistan's President Musharraf is Washington's lackey. He cites the occupations of Iraq, Afghanistan and Palestine as evidence of this hostility. But if you were to ask me what has radicalised him, I would say Palestine. His supreme hero is Afghan Taliban leader Mullah Omar. He would say, 'Mullah Omar sacrificed his rule, family and colleagues by defying the US and refusing to hand over Osama bin Laden'."
But, says Yousefzai, the Taliban is not simply bands of disaffected seminary students. "It is a hierarchy" whose local cadres in Lakka Marwat have links to the leadership in the tribal areas, which, in turn, is answerable to Afghan leaders like Mullah Omar. Does this mean the Afghan leaders are behind the Talibanisation campaign in Pakistan? "No", says Yousefzai. "But neither are they unhappy about it."
Mullah Mohamed Ibrahim is a local Talib. He was born in Lakka Marwat but schooled at a madrassa in Waziristan. He is young, with long, black flowing hair and beard, and a mantle thrown around his shoulders. He has promised us an interview with a local Taliban commander so we can get "their side of the story". We drive through a landscape of palm trees, camel carts and women gleaning in wheat fields. We arrive outside Mohamed's madrassa in a village called Jara Bazi Khel. The commander is not at home. Perhaps he thinks we are spies.
As the prospect of an interview with him recedes, others join us. Some are seminary students dressed in white gowns and caps. Some are boys and girls with grimy clothes and unwashed faces. All are beautiful. Their faces light up when we say Al-Salaam Alaikum. What do they think of Talibanisation? A few are non-committal. One boy says it's good if the Taliban "bans bad things like drugs and music and theft". But another, with his first growth of beard, speaks against a murmur of approval. "We have not been infected by the disease of becoming Taliban," he says.
Unchecked by police and state the disease will spread. On 18 March Bashir Hussein's music store in Peshawar was firebombed by a group calling themselves the mujahadeen but assumed to be the Taliban. It was the first time a music store had been hit in this sprawling, ancient city, known, among many other things, for its music. "It won't be the last," says Bashir.

Lakki Marwat singers face Taliban wrath
PESHAWAR: Taliban extremists shaved the heads and moustaches of a troupe of singers, then clashed with a marriage party and took six hostages, officials and witnesses said on Thursday, AFP reported. The Islamists intercepted the musicians overnight in the Doda area of Shah Hasan Khel, 20 kilometres from Lakki Marwat, where the group was due to perform at three weddings, local police said. After beating the troupe and smashing up their instruments, the militants then shaved the performers’ heads and moustaches, a witness said. Early on Thursday the angry hosts of one wedding went after the Taliban and a clash erupted in which two local residents were wounded, police said. The militants then took some six people hostage. Online reported that the Taliban tortured a UC nazim Abdul Khalil Ishaq and also shaved his moustache. Ishaq later convened a jirga in Darkhaiz and Jang Khel, which decided to form a lashkar (tribal force). Online said that the lashkar attacked the Taliban in Shah Hassan Khel and clashes were continuing in the area. The local administration has summoned the Frontier Constabulary and police to control the situation.

I adopt this religion after inspiring from holy books of Hindus as well as reading from the Internet regarding qualities and basics of Hindu religion.” He had read ‘Dancing with Shiva’ written by Subramanyam Swami, ‘Bhagwat Gita’ and ‘Chandi Path’ written by Satyanand Saraswati besides ‘Loving Ganesha’, ‘Devi Gita’.
Mr Unsal talking to ‘The Tribune’ said his family members did not object.

Violation of Hindu Human Rights in Bangladesh
Mon, 2007-04-09 06:16
By Rabindranath Trivedi
Since Hindus in East Bengal turned Bangladesh participated in all nationalistic movements right from the beginning of our glorious Language Movement in 1948, 1952 and 1966 to the heroic War of Liberation in 1971 along with their co-linguistic brothers and sisters belonging to the major religious group of Bangladesh their hopes and aspirations have naturally become very high.
The so-called Bangladeshi nationalism in Bangladesh's politics is a revival of two-nation theory. Here " Bangladeshi " means the Muslim citizens of the land, others like Hindu, Buddhists, Christians and tribal origins are aligning citizens, they would be absorbed in the majority community by conversion or make them compelled to leave Bangladesh.
This has created a great divide in the society of Bangladesh. In Bangladesh, being a Hindu means being a victim of oppression, torture and discrimination. The educated Hindus, who could play a leadership role in the community, left the country. The poor, who lacked leadership qualities, stayed back. Eminent personalities of the minorities who stayed on in Bangladesh live in the cities, so there are none to look after them in times of distress.
What happened in the early fifties happened again in Bangladesh in 1992 and 2001. As a result the silent migration of Hindus from this country could not be stopped. The state failed to provide security to the minorities despite equal rights guaranteed to them in the constitution. The self-contradictory "State Religion Provision" and "Vested Property Act" compromised making the State pledge meaningless.
The condition of the minorities in professional life can be stated as: There is no Hindu Minister at the cabinet level since August 1975, total public and private services including Army, police, and cadre services less than 3%. (Resolution Ref: UN Documents, A/55/280/Add2)

Malaysia's Islamic officials seize baby from mother who sought a Hindu life
KUALA LUMPUR, Malaysia: Islamic authorities took away the baby of a Muslim woman who is living as a Hindu in defiance of the law in the latest case of religious conflict straining ties in multiethnic Malaysia, officials said Friday.
Revathi Masoosai's 15-month-old daughter was taken by the Islamic Religious Department in southern Malacca state on March 26 and handed to Revathi's Muslim mother, said department enforcement officer Mohamad Imran Ahmad.
"The baby's grandmother has custody of her for now," Mohamad Imran told The Associated Press.
Revathi, an ethnic Indian, is being held in a rehabilitation center run by Islamic authorities for her religious transgression. The baby was with Revathi's husband when she was seized. He has filed a police complaint, but it was not clear if he plans to take the case to court.
Meanwhile, the baby will stay with her grandmother. "When the baby's mother is released, she can try to regain custody if she wants to," said Mohamad Imran without elaborating.
The case, which was made public by the opposition Democratic Action Party on Thursday, highlights an increasing number of spats affecting the religious and family rights of the ethnic Indian and Chinese minorities.
Indians, who form about 8 percent of Malaysia's 26 million people, are mostly Hindus while some are Christians, Muslims and Sikhs.
Activists say a string of recent disputes have ended in favor of Muslims — who comprise nearly 60 percent of the population — and strained ethnic relations in this multicultural nation, which has enjoyed racial peace for nearly four decades.
Revathi, 29, was born to Indian Muslim parents who gave her a Muslim name, Siti Fatimah. However, Revathi claims she was raised as a Hindu by her grandmother and changed her name in 2001, said Chong Eng, an opposition member of Parliament.
Revathi married Suresh Veerappan in 2004 according to Hindu rites. The marriage has not been legally registered because Suresh would have had to convert to Islam first.
Revathi's official identification documents state she is Muslim because Malaysians who are born as Muslims cannot legally convert.
The Islamic Religious Department apparently learned of Revathi's case after she gave birth. Revathi was detained in January and taken to a rehabilitation center in central Malaysia where she is expected to be held until at least mid-April to undergo religious counseling, Chong said.
"Separating mother and child ... is inhuman," Chong said in a statement.
A custody battle would be complicated because Islamic officials and Revathi's mother would likely seek to try the case in Islamic Shariah court, which handles religious, family and personal law disputes involving Muslims.
Non-Muslims turn to civil courts to settle these issues. But the secular courts have generally avoided taking a position in such disputes between Muslims and non-Muslims, leaving it to the Shariah system, where verdicts have often favored Muslims.
