Sixteen policemen have been killed in a grenade and knife attack in China just four days before the Beijing Olympic Games begin.

The assault, which left a further 16 officers wounded, happened in the Muslim-majority northwest Xinjiang region.
Two men rammed a lorry into a police station in the city of Kashgar, the Xinhua news agency reported.
It said: "They got off the lorry after the vehicle veered to hit a roadside wire pole. They threw two grenades to the police barracks, causing explosion.
"They also hacked the policemen with knives."
China has blamed Muslim separatist militants of the outlawed East Turkestan Islamic Movement (ETIM) for plotting attacks on the Beijing Olympics, which begin on August 8.
Sky News' China correspondent Peter Sharp said: "There are thought to be around 3,000 muslim Uighur fighters in Xinjiang campaigning for a separate homeland for the nearly nine million ethnic Uighurs.
"They’re a Turkic speaking central Asian people who live in the far west of China closer to Baghdad than Beijing.
"In July a Uighur group claimed responsibility for bus blasts in Shanghai and Kunming which killed several people. The Chinese security forces say they have broken up 12 Islamic terror networks bent on disrupting the Olympic Games.
"Both Washington and Beijing claim that members of ETIM have been given funding and training by Al Qaeda but this is disputed by some experts and denied by ETIM leaders."
In today's Sky News Lunchtime Debate Mr Zhao Shangsen, Second Secretary and Press Officer from the Chinese Embassy in London said: "It is a pity that an terrorist attack took place in Xinjiang this morning.
"I am confident the police will do a through and timely investigation, and hold into account those responsible."
Senior Colonel Tian Yixiang, in charge of Olympic security, has said East Turkestan terrorist groups were the biggest threat.
However, rights groups and the ethnic Muslim Uighur population in Xinjiang have accused the government of exaggerating the threat to enable a crackdown on dissent.
Nicholas Bequelin, a researcher for the monitoring group Human Rights, said: "This is the most serious incident recorded in years.
"Ahead of the Olympics, it is a very powerful symbolic attack because security in Xinjiang is at an all-time high."
China has deployed more than 100,000 security guards for the Games, which begin on Friday and end on August 24.

In the deadliest attack a small truck parked near the passport office on Magreb Street in the north of Baghdad killed 12 people and wounded 23, defence and interior ministry sources said.
Several people suffered burns as flames from the powerful blast swept skywards, damaging buildings, they said.
Bloodstains were still visible on the busy commercial street as dozens of Iraqi soldiers set about clearing debris as far as 100 metres (yards) from the seat of the blast, an AFP photographer saw.
He was prevented by soldiers from taking pictures.
A US army captain whose platoon was offering support for the Iraqi police said the attack bore the hallmarks of Al-Qaeda.
"It was a safe and stable neighbourhood," he said, adding that typically Al-Qaeda sought to destabilise areas believed to be secure.
Meanwhile, on Palestine Street in central Baghdad a roadside bomb targeting a passing police patrol wounded nine people, including six civilians.
A third attack thought to have targeted government vehicles wounded two civilians in the southeastern neighbourhood of Al-Ghadir.
Last Monday, three suicide bombers believed to be women blew themselves up among Shiite pilgrims in the capital, killing at least 25 and wounding around 75.
In other violence, 100 kilometres (62 miles) south of the Iraqi capital in Hilla, a car bomb killed three people and wounded four at an outdoor coffee shop, a city police officer Hader al-Khafadji, told AFP.
Since the height of sectarian violence in 2006 and the first half of last year the violence has tapered off, albeit slowly.
The toll of Iraqi civilians killed nationwide fell to 387 last month, compared with 448 in June and 504 in May.
The US death toll has also dropped. In July 12 American soldiers were killed in Iraq, the lowest monthly toll since the 2003 US-led invasion to unseat dictator Saddam Hussein.
Sunday's bombings in Baghdad, came as the Iraqi parliament was due to tackle a disputed provincial election bill that has heightened tensions over the oil-rich northern region of Kirkuk, casting doubt over polls originally set for October.
However, not enough MPs turned up for a quorom and so the vote was delayed, lawmakers said.
Kirkuk has been gripped by ethnic tension since the 2003 US-led invasion, with Arab and Turkmen residents fearful they would be marginalised if the city were handed over to the Kurds.
A suicide bombing and ensuing panic gunfire killed at least 27 people and wounded 126 in Kirkuk on Monday during a mainly Kurdish rally protesting against the provincial election law that promises to tackle such concerns.

A bride and groom were killed yesterday when their wedding party bus was blown up by a mine in Afghanistan.
Eleven other people, including two children, also died in the blast, in the southern province of Kandahar, near the border with Pakistan.
Local police chief Matiullah Khan blamed the Taliban for planting the device.
Three Taliban militants were killed on Friday in the same area when a roadside bomb they were planting exploded prematurely.
Meanwhile, the former commander of UK forces in the region yesterday said British Muslims are fighting with the Taliban and al-Qaeda in southern Afghanistan.

Kolkata: Two people were killed and seven suffered injuries in an explosion near the Sarbamangala Ghat in the city Sunday evening, the police said but denied it was a terrorist act.
The blast occurred at Sarbamangala Ghat when some rag pickers were rummaging through the garbage for plastic bags, they said, adding the bomb was hidden under the heap of garbage.
The incident took place around 1800 hours IST when some shop employees were rummaging through scrap iron kept in the shop.
"It was only a crude bomb. It is not linked to any subversive activity," deputy commissioner (detective department) Javed Shamim said.
The injured were rushed to nearby hospital. Primary investigations by the North Port police under which the area falls, revealed that the bombs were crude in nature.

Close on the heels of the beheading of a man for marrying a girl outside his religion at a village in Murshidabad district, another man was set on fire by his in-laws on Friday at Anarpur village under Baduria PS in North 24-Parganas district for the same reason.
With severe burns, Arka Banerjee (22), a resident of Barasat's Chowdhurybagan, is now struggling for life in Barasat district hospital, Superintendent of Police of North 24-Parganas district, Supratim Sarkar, said in Kolkata on Saturday.
Arka met Rehana Sultana during frequent trips to Baduria where his uncle stayed. Later they fell in love and got married in 2006 at a marriage registrar's office.
Apprehending opposition from his family, Arka rented a house at Haora, away from his parents, and did odd jobs to earn his living.
However, the girl's family members traced the couple to Haora after a year and brought Rehana and her one-year-old son to Anarpur, while Arka was threatened with dire consequence if he returned to Baduria.
Early Friday, when Arka tried to enter his in-laws' house to get his wife and baby back, he was severely beaten up. Later Rehana's brother Monirul allegedly took out a tin of kerosene, poured it on him and set him on fire.
Some local people later rescued him by pouring water to douse the flames. He was then admitted to a local hospital and subsequently shifted to Barasat district hospital.
Arka's brother in-law Monirul was on Saturday arrested by the police on the basis of a statement by Arka at the hospital bed, the SP said.

Priest Pleads Guilty To Abuse Charges
The Rev. Frank Genevieve, 51, who now lives in a Franciscan retreat in Wappingers Falls, N.Y., was charged with taking children from his Troy, N.Y., parish on field trips to Massachusetts during a period of several years. Once there, according to the victims, he would abuse them.
"It ruined my life. I haven't been in a church since it happened, and I don't think I'll ever go to a church again," said victim Mark Lyman, of Troy, N.Y.
The boys were between 13 and 16 years old at the time. One boy was raped three times and another boy once at an unnamed rectory in the North End or in Genevieve's car in downtown Boston, said a spokesman for the Suffolk County district attorney.
"He took videotape, sexually explicit photographs ... there were a number or things that he, as a sexual predator, used in a lot of ways to guarantee our silence," Lyman said.
Genevieve pleaded guilty in Suffolk Superior Court and received an eight-to-10 year sentence at Cedar Junction -- all suspended. He was also sentenced to five years probation.
Genevieve taught at the former Christopher Columbus High School in Boston's North End and was an assistant priest at St. Margaret's Parish in Buzzard's Bay in the late 1990s.
A spokesman for the Albany Diocese said Genevieve was a member of the Franciscan order wile working at St. Anthony of Padua's church in Troy and so was not overseen by diocese officials.
The Franciscan Province of the Immaculate Conception said Genevieve was removed from active ministry in June 2002.
One of the alleged victims in the case, now 42, has a $5 million lawsuit pending against Genevieve in Suffolk Superior Court.
"We know that there are many other (victims) in New York, and there may be several others here in Massachusetts, as well. It's very difficult having been abused inside a rectory, in a parish, in a church even. It is very difficult to be inside a church," Lyman said.
With the guilty pleas, Genevieve must register as a sex offender and wear a global positioning device.

BOSTON -- A New York priest has pleaded guilty to four counts of rape and another count of rape and assault while on field trips with children in the Bay State in the late 1970s.

The initiative was taken by additional commissioner (Special Branch I) Sunil Ramanand even before the Ahmedabad blasts. Ramanand is a no-nonsense officer who in his earlier stint as deputy commissioner had done considerable work to clean up the Dadar-Matunga-Antop Hill area off anti-social elements.
The task of Special Branch I is to gather political intelligence. Ibrahim Tai, a noted social Muslim social worker and trustee of the Muslim Council Trust, collaborated with the police.
"I got maulanas from Barelvi, Deoband, Ahle Hadees and Shia schools of Islam to talk about their respective sects. Policemen asked several interesting questions about the intricacies of Islam," Tai told TOI on Thursday. "It was a welcome exercise which I hope will help the police understand the Muslim position on many issues confronting the community."
More such workshops will be conducted in the months to come and also help the police network better with the community and understand various undercurrents.
Sources said these efforts have assumed importance in view of the fact that fundamentalist Muslim groups like outlawed SIMI and the newly-created Indian Mujahideen are executing sophisticated blasts in different parts of the country.
In the past, senior officers like V N Deshmukh had taken pains to understand the community. In fact, it was his appreciation of the reality vis-a-vis the city Muslims that made it possible for Deshmukh to testify against his own colleagues before Justice Srikrishna Commission.

A moment before beginning his supper, Masab, son of West Bank Hamas leader Sheikh Hassan Yousef, glances at the friend who has accompanied him to the restaurant where we met. They whisper a few words and then say grace, thanking God and Jesus for putting food on their plates.
It takes a few seconds to digest this sight: The son of a Hamas MP who is also the most popular figure in that extremist Islamic organization, a young man who assisted his father for years in his political activities, has become a rank-and-file Christian. "I'm now called Joseph," he says at the outset.
Masab knows that he has little hope of returning to visit the Holy Land in this lifetime.

"I know that I'm endangering my life and am even liable to lose my father, but I hope that he'll understand this and that God will give him and my family patience and willingness to open their eyes to Jesus and to Christianity. Maybe one day I'll be able to return to Palestine and to Ramallah with Jesus, in the Kingdom of God."
Nor does he attempt to hide his affection for Israel, or his abhorrence of everything representing the surroundings in which he grew up: the nation, the religion, the organization.
"Send regards to Israel, I miss it. I respect Israel and admire it as a country," he says.
"You Jews should be aware: You will never, but never have peace with Hamas. Islam, as the ideology that guides them, will not allow them to achieve a peace agreement with the Jews. They believe that tradition says that the Prophet Mohammed fought against the Jews and that therefore they must continue to fight them to the death."
Is that the justification for the suicide attacks?
"More than that. An entire society sanctifies death and the suicide terrorists. In Palestinian culture a suicide terrorist becomes a hero, a martyr. Sheikhs tell their students about the 'heroism of the shaheeds.'"
And yet, in spite of the criticism of the place he left, California can't make the longings disappear.
"I miss Ramallah," he says. "People with an open mind. ... I mainly miss my mother, my brothers and sisters, but I know that it will be very difficult for me to return to Ramallah soon."

Speaking from the headquarters of the 6th Armoured Division, Colonel Tian Yixiang, says a terrorist attack is the most serious threat to the Olympics.
The Colonel, who also works in the Olympic Security Command Centre, said violent separatists from the far western province of Xinjiang posed the greatest threat.
He referred specifically to the east Turkestan terrorist organisation.
He says another threat comes from Tibetan separatists, and another from Falun Gong.
But Colonel Tian said China was fully capable of providing a safe Olympic Games.

US Implicates Pakistani Agents in Kabul Bomb Attack

U.S. officials are accusing Pakistan's primary intelligence service of helping to carry out last month's bomb attack on India's embassy in Afghanistan. U.S. newspapers reported that American intelligence agencies claim they have evidence linking Pakistani agents to the attackers. VOA's Barry Newhouse reports from Islamabad.
Pakistan's shadowy Inter-Services Intelligence directorate, or ISI, has been accused before of planning attacks in India and Afghanistan. But Friday's news reports appear to be the first time that U.S. officials have publicly stated they have evidence of Pakistani involvement.

The New York Times and the Washington Post newspapers report that U.S. officials say U.S. intelligence agencies intercepted communications between militants and what they say were Pakistani government agents about the July 7 bombing that killed 41 people at India's embassy in Kabul.
Pakistan's Foreign Ministry spokesman Mohammad Sadiq told VOA that no evidence has been provided to the Pakistani government.
"Nobody has given us any proof," he said. "We have said if there is any proof of Pakistan's involvement we would like to see the proof of that because merely alleging something means nothing."
The ISI has had strong links to Afghan militant groups, particularly during the Soviet occupation of Afghanistan in the 1980s. After the September 11 terrorist attacks, the Pakistani military officially turned against its Taliban allies in Afghanistan and supported the U.S.-led invasion.
But analysts say some Pakistani military officers and intelligence agents could harbor sympathies for their former allies.
Pakistan's Information Minister Sherry Rehman says routing-out militant sympathizers from ISI ranks has been a clear government policy. She tells VOA she believes those officials have been "pretty much" removed from their positions.
"As far as I know, and as far as we are informed, the army has worked very hard to root any such elements out," said Rehman. "Because as you know they were exposed to a very long engagement with the Afghan resistance and those were really jihadis of a particular hardcore kind."
A spokesman for Pakistan's army said the military and the government would like to investigate if they are shown the evidence behind the US allegations.
The allegations come on the eve of a scheduled meeting in Colombo, Sri Lanka between Pakistani Prime Minister Yousuf Raza Gilani and Indian Prime Minister Manmohan Singh. The two are among the heads of government attending the summit of the South Asian Association for Regional Cooperation.
Tensions between India and Pakistan, as well as the deteriorating relationship between Pakistan and Afghanistan have threatened to overshadow the summit.
India has recently warned that the peace process between the two, longtime rivals was "under stress." But following a meeting with Indian foreign minister Pranab Mukherjee on Thursday in Sri Lanka, Pakistani foreign minister Shah Mahmood Qureshi told reporters "a lot of steam has been let out of the pressure cooker."
Earlier in the week, India had accused Pakistani troops of crossing the Line of Control where a cease-fire has been in place for eight years. Pakistan has rejected the claim.

Kangaroo court 'executes' man for marrying outside religion

A Hindu man who married a Muslim girl was beheaded after a kangaroo court ordered his 'execution' at a village in Murshidabad district of West Bengal.
The villagers did not allow the man's hapless wife to approach the police for a fortnight.
The police said today that the girl Munera Bibi from Lakshanpur village met and fell in love with Shailendra Prasad from Bihar while she was working as a maid servant in Mumbai. They got married two and half years ago and the girl is now the mother of a 10-month-old child.
Religion was never a problem for the couple until she came to her own village in the district on July 1 with her husband who concealed his religious identity under the name Munna Sheikh.
But soon the girl's father Ansaria Sheikh became suspicious of his son-in-law's religion on July 14 and reported this to village elders. A 'salishi' (kangaroo court) comprising 22 members summoned Prasad and discovered his true religious identity. He was awarded 'death sentence', sources said.
On July 17 the man's beheaded body was found in a gunny bag in a jute field but as there was no complaint, the police failed to identify the person, the sources said.
Ten days later, the girl, her mother and brother went to Behrampore police station and lodged a formal complaint after which the incident came to light.
The police said three perons have been arrested in this connection.
"We tried to go to the police but the villagers forced us to stay indoors and threatened us with the same fate if we go to the police." the girl said.
The father of the girl and many other villagers are absconding.

திருச்சி: ஆடிப் பெருக்கு பண்டிகை தமிழகத்தின் ஆற்றங்கரையோர நகரங்களில் வழக்கமான உற்சாகத்துடன் கொண்டாடப்பட்டது.
ஆடி மாதம் 18ம் நாள், ஆடிப் பெருக்கு அல்லது பதினெட்டாம் பெருக்கு பண்டிகையாக தமிழகத்தில் கொண்டாடப்படுகிறது. இந்த ஆடிப் பெருக்கு பண்டிகை தமிழகத்தின் ஆற்றங்கரை பகுதிகளில் வெகு உற்சாகமாக கொண்டாடப்படுவது வழக்கம்.
குறிப்பாக காவிரி ஆற்றுப் படுகைப் பகுதிகளில் அதீத உற்சாகத்துடன் ஆடிப் பெருக்கு கொண்டாடப்படும். இந்த சமயத்தில், காவிரி ஆறு பொங்கிப் பெருகி வருவது வழக்கம்.
சில ஆண்டுகளுக்கு முன்பு காவிரியில் தண்ணீர் இல்லாமல், மனம் நிறைய வருத்தத்துடன் மக்கள் ஆடிப் பெருக்கைக் கொண்டாடிய காலமும் உண்டு. ஆனால் கடந்த ஓரிரு ஆண்டுகளாக வழக்கமான உற்சாகத்துடன் மக்கள் ஆடிப் பெருக்கை கொண்டாடி வருகின்றனர்.
அந்தவகையில் இந்த ஆண்டு ஆடிப் பெருக்கு தினமும் வழக்கமான உற்சாகத்துடன் கொண்டாடப்பட்டது. காரணம், காவிரியில் தண்ணீர் பொங்கி பெருகி வருவதுதான்.
ஆறுகள் என்றில்லாமல் குளங்கள், நீர் நிலைகள் உள்ளிட்டவற்றிலும் மக்கள் ஆடிப் பெருக்கைக் கொண்டாடினார்கள்.
திருச்சி நகரிலும் அதன் சுற்றுப் பகுதிகளிலும் உள்ள ஆயிரக்கணக்கான மக்கள் இன்று காவிரி ஆற்றங்கரைகளில் திரண்டு சாமி கும்பிட்டு மகிழ்ந்தனர்.
அம்மா மண்டபம் பகுதியில் இன்று மக்கள் கூட்டம் அலை மோதியது.
புதுமணத் தம்பதிகள் குடும்பத்தினருடன் வந்து படையலிட்டு சாமி கும்பிட்டனர்.
அதேபோல மணமாகாத பெண்களும், நல்ல கணவர் கிடைக்க வேண்டும் என்று வேண்டி பனை ஓலையில் செய்யப்பட்ட தோடுகளை வைத்தும், கருகமணி, காப்பரிசி வைத்தும் வணங்கினர்.
பக்தர்கள் கூட்டத்தையொட்டி போலீஸ் பாதுகாப்பும் போடப்பட்டிருந்தது. ஆபத்தான இடங்களில் ஆற்றுக்குள் இறங்கி குளிக்க போலீஸார் தடை விதித்திருந்தனர்.
திருச்சி தவிர கரூர், ஈரோடு, பவானி உள்ளிட்ட காவிரிப் பகுதிகளிலும் இன்று வழக்கமான உற்சாகத்துடன் ஆடிப் பெருக்கு கொண்டாடப்பட்டது.
பவானி கூடுதுறையில் ஆயிரக்கணக்கான மக்கள் குடும்பத்துடன் திரண்டு ஆடிப் பெருக்கை கொண்டாடினர்.

பெங்களூர் மற்றும் அகமதாபாத்தில் தொடர் வெடிடுகுண்டு தாக்குதலைத் தொடர்ந்து தமிழக்த்தில் போலீஸார் தீவிர கண்காணிப்பில் ஈடுபட்டுள்ளனர். தமிழகத்தில் வெடிகுண்டு தாக்குதலை நடத்த இருந்த தீவிரவாதிகளின் சதி முறியடிக்கப்பட்டுள்ளது. இது தொடர்பாக தீவிரவாதிகள் அலி அப்துல்லா, நெல்லையைச் சேர்ந்த ஹீரா மற்றும் அப்துல் கபூர் ஆகியோர் கைது செய்யப்பட்டுள்ளனர்.
மதுரை மீனாட்சியம்மன் கோவிலும், திருநெல்வேலி அருள்மிகு நெல்லையப்பர் கோவிலும் தீவிரவாதிகளின் ஹிட் லிஸ்டில் இருந்ததால் அங்கு உச்சகட்டப் பாதுகாப்பு போடப்பட்டுள்ளது.
தீவிரவாதிகள் 3 பேரையும் ஒரே இடத்தில் வைத்து விசாரிக்க அவர்களை போலீசார் நேற்று நெல்லை கொண்டு வந்தனர். இந்நிலையில் நெல்லையப்பர் கோயில் நிர்வாக அதிகாரி தெய்வநாயகத்துக்கு நேற்று ஒரு மிரட்டல் கடிதம் வந்தது.
அதில், ஹீராவை விடுதலை செய்யாவிட்டால், நெல்லையப்பர் கோவில், சாலை குமார கோவில், திருவேங்கடநாதபுரம் கோவில்கள் வெடிகுண்டு வைத்து தகர்க்கப்படும் என்று கூறப்பட்டுள்ளது.

PREAH VIHEAR, Cambodia (Reuters) - The wife of Cambodian Prime Minister Hun Sen led Buddhist monks and soldiers in prayers at a 900-year-old Hindu border temple on Friday amid a three-week military stand-off with Thailand.
With Thai troops and artillery dug in only meters away, Bun Rany thanked the soldiers, mostly battle-hardened ex-Khmer Rouge guerrillas, for resisting what Cambodia says is Thai encroachment on a disputed patch of land next to the ruins.
"The first lady called on the ancestral spirits to defend Preah Vihear and chase away the enemy," Min Khin, chairman of the Southeast Asian nation's Festival Committee, told reporters after the ceremony, shrouded in early morning mist.
Preah Vihear sits on top of a jungle-clad escarpment that forms a natural boundary between Thailand and Cambodia, and has been a bone of contention between the two countries for decades.
The International Court of Justice in the Hague awarded the site to Cambodia in 1962, a ruling that has rankled in Thailand ever since, although it did not rule on ownership of the 1.8 square miles of scrub at the centre of the latest spat.
The trigger for the latest row came from Bangkok's backing of Cambodia's bid to have the temple listed as a World Heritage site, support that was seized on by nationalist street protesters bent on overthrowing the Thai government.
With a general election campaign underway in Cambodia at the time, it quickly escalated into a serious confrontation, with hundreds of troops and artillery sent to both sides of the border. In some places, the two sides are only a few yards apart.
Both foreign ministers vowed on Monday to resolve the stand-off peacefully and pull back troops, although nothing has changed on the ground, with Bangkok and Phnom Penh reluctant to redeploy in case they are painted as weak.
Bun Rany's high-profile visit, flying in by helicopter and a heavily armed security detail, suggests her husband, a wily former Khmer Rouge soldier who won a landslide victory in Sunday's election, is in no mood to compromise.
A group claiming Preah Vihear for Thailand described the ceremony as a black-magic ritual meant to bring bad luck, one newspaper reported.
Preah Vihear is not the only temple to have hit relations between the two countries.
In 2003, a nationalist mob torched the Thai embassy and several Thai businesses in Phnom Penh after erroneously reported comments from a Thai soap opera star that Cambodia's famed Angkor Wat actually belonged to Thailand.

SRINAGAR, India (AP) — Police opened fire Friday on hundreds of rioting Hindus, angry over a recent government decision to not transfer land to a shrine in Indian Kashmir, police said. Two people were killed.
The two protesters died in a hospital in Jammu city after sustaining bullet injuries during the protest, said Ramesh Kumar, a police officer. Four people were also wounded and were in serious condition, he said.
Last month, the government in Jammu, India's only Muslim-majority state, decided to award about 100 acres of land to the Shri Amarnath Shrine Board, a trust that maintains the Amarnath shrine, a revered Hindu site.
The state government was forced to revoke that order after a week of often violent protests, in which six people were killed and hundreds wounded, by Muslim Kashmiris who denounced the move as an attempt to build Hindu settlements in the area and alter the demographics in the state.
But the cancellation set off protests by Hindus on Friday.
Kumar said police fired into the crowd after they were besieged by rock-throwing, angry protesters at Samba, a town on the outskirts of Jammu city. At least five policemen were also wounded during the clashes.
Earlier Friday, police had fired warning shots and tear gas to disperse hundreds of rioting protesters who had torched a police post, Kumar said. At least two policemen were injured in that clash.
"In order to stop the situation getting fully out of control, the government has finally imposed curfew in the city," he said.
The Amarnath shrine is a cave that houses a large icicle revered by Hindus as an incarnation of the Lord Shiva, the Hindu god of destruction and regeneration. Hundreds of thousands of Hindus are currently visiting the cave on an annual pilgrimage.
About a dozen rebel groups in the state have been fighting Indian government forces to carve out a separate homeland or to merge Jammu-Kashmir with Pakistan.
More than 68,000 people, most of them civilians, have been killed since the start of the rebellion in 1989.

Gujarat has been targeted by jihadists half-a-dozen times since 2002 in a little-understood war.
One still afternoon in March 2002, Feroze Abdul Latif Ghaswala watched 40 victims of the anti-Muslim pogrom being buried near his aunt’s home in Ahmedabad. Back home in Mumbai, the automobile mechanic saw a printout of a Lashkar-e-Taiba pamphlet, which purported to show a riot victim begging for his life: “Do you think he should have a gun,” it asked.
In September 2003, Ghaswala volunteered for training in Pakistan with a group led by the 2006 Mumbai serial bombing architect, Rahil Abdul Rehman Sheikh. When the Delhi police caught up with him in the summer of 2006, Ghaswala, along with computer engineer Ali Mohammad Cheepa, had just received a consignment of military-grade explosives from the Lashkar for a major bombing in Ahmedabad
Ever since last week’s bombings in Ahmedabad — one among half-a-dozen major plots targeting Gujarat that the Indian police and intelligence services did not succeed in interdicting — the media have not tired of informing us that jihadist terrorism has taken a dramatic new turn. Instead of Pakistan-based terrorists, it is claimed, a new generation of Indian jihadists is spearheading the attacks.
On point of fact, the claim is nonsensical: not one single Islamist urban terror cell since 1993 has not involved a preponderance of Indian nationals. But the claim does show how little Islamist terror groups, and the politics that have driven their growth, are understood in India.
Politics isn’t welcome at the Lal Masjid seminary in Ahmedabad’s Kaulpur area. Its students learn the six principles of Islam as enunciated by the founder of the Tablighi Jamaat, Mohammad Illyas, and are exhorted to give up frivolities like television and cinema. Maulana Sufiyan Patangia, who ran the seminary, often travelled to Saudi Arabia, seeking support for his students. After the January 26, 2001 Gujarat earthquake, the cleric put these networks to use to raise funds for relief work. It was his first foray into the secular world.
The al-Qaeda’s bombing of New York and Washington D.C. gave Patangia a new cause. In the wake of the United States-led war on the Taliban, he declared that Islam was in danger. He set up a study group, Idara-e-Fadlullah-ul-Muslimeen (Institution of Charity for Muslims), to educate his earthquake volunteers. The IFM members monitored events in Afghanistan on the Internet, and listened to tapes of Jaish-e-Mohammad chief Mohammad Masood Azhar’s speeches.
Patangia used to be jokingly called ‘Mullah Omar,’ after the Taliban leader. His second-in-command Suhail Khan adopted an Osama bin-Laden-style headgear, acquiring the nickname ‘Chhota Osama,’ or Little Osama. In February 2002, when the communal pogrom in Gujarat began, Patangia was in Saudi Arabia on his annual pilgrimage. He turned to the South Asian Islamist there for help to defend his community — and to exact revenge. Abdul Bari, a one-time Hyderabad resident who is among the Lashkar’s top financiers, put up Rs.3,75,000. Two Saudi-based JeM fundraisers of Hyderabad origin, Farhatullah Ghauri and Abdul Rehman, threw in another Rs.5,00,000.
Most important, though, Patangia made contact with Rasool Khan ‘Party’ — nicknamed with the Ahmedabad argot for ‘contractor’ because of his work for top Gujarat mafioso Abdul Latif Sheikh and his Pakistan-based boss, Dawood Ibrahim Kaksar. In May 2002, Khan and his brother Idris met Patangia in Mumbai to discuss just how vengeance might be planned.
Late in May 2002, five bombs went off on buses in Ahmedabad, injuring 26 people. It was the first act of violence by Gujarat-based jihadists. In December, Khan arranged for eight of Patangia’s volunteers to travel to Pakistan for training. Along with other groups of young people from Hyderabad, Mumbai and Bangalore, the Ahmedabad jihadists flew to Pakistan through Dhaka, Kathmandu, Dubai and Bangkok.
Soon, the vengeance they sought was delivered. Gujarat’s Home Minister, Haren Pandya, who had led some of the most murderous mobs in Ahmedabad during the pogrom, was shot just 13 months later, by when he ceased to be Home Minister. Central Bureau of Investigation detectives later determined that he was killed by a hit-team directed by Patangia. Nine of the 12 assassins received life terms last year.
Despite the CBI’s successes, plans for large-scale reprisal attacks in Gujarat continued apace. The LeT and the Maharashtra-based Students Islamic Movement of India operatives took the lead — helped by a steady flow of funds.
In June 2004, the LeT despatched two Pakistani nationals from Jammu and Kashmir to execute a fidayeen attack in Gujarat. Jishan Johar of Gujranwala in Pakistan and Amjad Ali Rana, who hailed form Sargodha, were killed in a controversial encounter in Ahmedabad along with SIMI activist Javed Sheikh and his friend, Ishrat Jehan Raza.
The Maharashtra-based SIMI bomb-maker Zulfikar Fayyaz Kagzi built a sophisticated suitcase bomb that was planted on the Mumbai-Ahmedabad Express train in February 2006. An error in the timer circuit resulted in the bomb exploding 12 hours after the scheduled detonation time, by when the cleaning staff had deposited the suitcase in an empty corner of the Ahmedabad station. And in May 2006, the Intelligence Bureau prevented a potentially catastrophic bombing in Gujarat, penetrating an Aurangabad-based SIMI unit, which was in an advanced stage of preparation for serial bomb strikes.
Intellectual infrastructure
Has the vengeance the jihadists sought been delivered? Not quite. Minutes before the latest bombing, the Indian Mujahideen — a Lashkar-SIMI front organisation which also took responsibility for the earlier bombings in Rajasthan and Uttar Pradesh — sent out a manifesto explaining just what it now seeks.
According to the manifesto, the Indian Mujahideen is “raising the illustrious banner of Jihad against the Hindus and all those who fight and resist us, and here we begin our revenge with the help and Permission of Allah — a terrifying revenge of our blood, our lives and our honour that will Insha-Allah terminate your survival on this land.”
The manifesto calls on Hindus to “realise that the falsehood of your 33 crore dirty mud idols and the blasphemy of your deaf, dumb mute and naked idols of ram, krishna and hanuman [sic; capitalisation as in original throughout] are not at all going to save your necks from being slaughtered by our hands.” It demands that Hindus change their attitudes, lest “another Ghauri shakes your foundations, and lest another Ghaznavi massacres you, proving your blood to be the cheapest of all mankind.”
No great effort is needed to locate the intellectual genesis of this body of ideas: it draws heavily on long-standing LeT polemic. Indeed, the manifesto’s plea that the LeT not take responsibility for the attacks is something of a giveaway, since the terror group has never owned up to actions targeting civilians. In 2003, for example, the LeT argued on its website that violence against Muslims in India was an outcome of the core character of Hindus, who “have no compassion in their religion.” It was the duty of Muslims to wage a jihad against “Hindu oppressors,” and it was “the Hindu who is a terrorist.”
Lashkar chief Hafiz Mohammad Saeed also said, “the Hindu is a mean enemy and the proper way to deal with him is the one adopted by our forefathers [who] crushed them by force.” He made clear — just as the Indian Mujahideen has — that the objective of the jihad was extending Muslim control over what it saw as Muslim land. At a November 1999 rally, he promised that he would “not rest until the whole of India is dissolved into Pakistan.” All those who participated in this project were promised “huge places in Paradise.”
SIMI, like the Indian Mujahideen, also invoked medieval conquerors in its literature. In the wake of the demolition of the Babri Masjid, SIMI called for Muslims to avenge the act by following in the steps of the 11th century conqueror, Mahmud Ghaznavi. SIMI posters appealed to god to send another Ghaznavi, and thus avenge attacks on Muslims and their mosques by attacking temples.
Local influences
Local religious influences are also evident. In its manifesto, the Indian Mujahideen describes itself as “terrorist,” an apparently odd usage. However, it suggests that the author followed the neoconservative television evangelist Zakir Naik — just as several past Mumbai-based Lashkar operatives like Rahil Sheikh and Feroze Deshmukh did.
In a controversial speech on al-Qaeda chief Osama bin-Laden, Naik proclaimed, “If he is fighting the enemies of Islam, I am for him. If he is terrorising America the terrorist — the biggest terrorist — I am with him.” “Every Muslim should be a terrorist,” Naik concluded. “The thing is, if he is terrorising a terrorist, he is following Islam.”
Most Indian Muslims would dispute the proposition: it is not for nothing, after all, that the Indian Mujahideen manifesto devotes considerable space to railing against clerics who oppose its jihadism. But the fact remains that some numbers of young Muslims — angered by discrimination, enraged by pogroms — see jihadism as the sole option available to them. As the work of scholar Ashutosh Varshney points out, the roots of this tragedy lie in the breakdown of inter-communal institutions: in a creeping religious apartheid that enveloped Gujarat in the second half of the last century, decades before the pogrom.
In the weeks to come, the police and intelligence investigators will have to find out the perpetrators of the bombings. Politicians, however, have a far more important task: to ensure that justice and equity are placed at centre stage of civic life in Gujarat, and India as a whole. No other way exists to bring down the intellectual infrastructure of hate, on which the jihadist campaign rests.

LAHORE: Tehreek-e-Islami Taliban Pakistan (TITP) has distributed a fifteen-days notice to several “un-Islamic” businesses in Kot Addu to shut down or face dire consequences.
The TTIP wrote threatening letters to owners of CDs shops, Internet cafes and cable service providers urging them to close down their activities.
Similarly, the group warned that women must wear hijab to ensure their safety.
Muzaffargarh District Police Officer (DPO) Shahzad Sultan told Daily Times that Rao Yasin, owner of Nomi Video Center, at Railway Road received one such letter.
Sultan said the police have increased the security though it could not independently confirm the group’s activities.
Kot Addu Police Station House Officer (SHO) Irfan Khosa said that another person, who requested anonymity, received a similar letter and the police have registered a case in this regard.
The letter, typed and printed on computer, had Baitullah Mehsud’s photograph on it along with two gunmen, Khosa said. There were also Quranic verses about Jihad around the picture, he added.
The message said that Western and Indian media was damaging the character of youths and madrassah students, the official said. The business of music and movies is ‘Haram’, it added.
The message then warned that those who continued their businesses after the 15-day deadline expired would be dealt with sternly.
Acid: The second paragraph said that within five days of the receipt of the letter, every woman not wearing Hijab would be disfigured with acid.
Very soon we would cleanse earth from the traitors of Allah, the third paragraph said.
Name of Khalid Mehsud, purported local Taliban leader, was printed at the end.

LAHORE: Tehreek-e-Islami Taliban Pakistan (TITP) has distributed a fifteen-days notice to several “un-Islamic” businesses in Kot Addu to shut down or face dire consequences.
The TTIP wrote threatening letters to owners of CDs shops, Internet cafes and cable service providers urging them to close down their activities.
Similarly, the group warned that women must wear hijab to ensure their safety.
Muzaffargarh District Police Officer (DPO) Shahzad Sultan told Daily Times that Rao Yasin, owner of Nomi Video Center, at Railway Road received one such letter.
Sultan said the police have increased the security though it could not independently confirm the group’s activities.
Kot Addu Police Station House Officer (SHO) Irfan Khosa said that another person, who requested anonymity, received a similar letter and the police have registered a case in this regard.
The letter, typed and printed on computer, had Baitullah Mehsud’s photograph on it along with two gunmen, Khosa said. There were also Quranic verses about Jihad around the picture, he added.
The message said that Western and Indian media was damaging the character of youths and madrassah students, the official said. The business of music and movies is ‘Haram’, it added.
The message then warned that those who continued their businesses after the 15-day deadline expired would be dealt with sternly.
Acid: The second paragraph said that within five days of the receipt of the letter, every woman not wearing Hijab would be disfigured with acid.

Sihala Police College forensic lab sources told Daily Times that the study of recent suicide attacks showed that suicide bombers used “explosives-laden” under-garments, briefs in particular, to carry out the attacks.
The sources said that the explosives could weigh between five kilogrammes to seven kilogrammes, made deadly by adding glass splinters, metal ball bearings and bullets. The law enforcers normally search upper body parts sparing the “privates”, the sources said, hence assailants are increasingly using the lower body parts to dodge the searches. The sources said that forensic experts were trying to devise methods to pre-empt suicide bombing. The experts have achieved successes in “Post Bombing Investigation,” the sources said, adding that resources are sharpening “Pre Bombing Investigation” techniques.

Alleging discrimination against them by upper caste Christians, Dalit Christians in Puducherry threatened to "reembrace Hinduism", if it was not ended.
Addressing a press conference, National President of the Federation of National Dalit Christians M S Raj said their ancestors were Hindus who had converted to Christianity when Europeans came to India. But after they left the country, the Dalit Christians could not get the compassion and protection they had been enjoying and the Indian Christians came under the caste feelers. Gradually, they began ruling over Dalit Christians.
Stating that the Eraiyur incident was one example to show how Dalit Christians were being discriminated against, he alleged. He charged that peace had not been restored in Eraiyur and that it was under police control.
He claimed that Dalit Christians had been deprived of several of their rights because of the conversion and said they could not become a doctor, engineer, IAS or IPS officers, avail the benefit of Reservation and were being suppressed by higher caste Christians in all aspects.
Hence, the leader of the Tamil Nadu Bishops Council Rev Fernando would hold a meetiing with all the 18 Bishops in Tamil Nadu to find a solution to their problems, he said. The Dalit Christians would wait till August 15 and if no action was taken to end this discrimination, they would reembrace Hinduism

ஆந்திர மாநிலம் செகந்திராபாத்தில் இருந்து காக்கிநாடா செல்லும் கவுதமி எக்ஸ்பிரஸ் ரெயில் நள்ளிரவில் மெகபூபாபாத் அருகே சென்று கொண்டிருந்தது. அப்போது அந்த ரெயிலின் ஒரு பெட்டியில் திடீரெனத் தீப்பிடித்துக் கொண்டது. பின்னர் அந்தத் தீ அருகில் இருந்த மூன்று பெட்டிகளுக்கு மளமளவெனப் பரவியது. ஆகஸ்டு 1 அன்று அதிகாலை 1.05 மணியளவில் தல்லபுசலப்பள்ளி - மெஹ்பூபாபாத் ரயில் நிலையங்களுக்கு இடையே சென்று கொண்டிருந்துபோது எஸ்-9 பெட்டியில் தீ விபத்து ஏற்பட்டது.
இந்தத் தீ மேலும் 4 பெட்டிகளுக்கு பரவியது. அதிகாலை என்பதால் பயணிகள் தூங்கிக்கொண்டிருந்தனர். தீ மளமளவெனப் பரவவே விழித்துக் கொண்ட பயணிகள் அலறித் துடித்தனர்.
இதையடுத்து ரயில் நிறுத்தப்பட்டது. பயணிகள் அலறி அடித்து முட்டி மோதிக்கொண்டு கீழே இறங்கினர். காட்டுப் பகுதியில் ரயில் நிறுத்தப்பட்டதால் எளிதாக உதவி கிடைக்கவில்லை.
முதல் கட்ட தகவலில் கர்ப்பிணி மற்றும் ஒரு பெண் உள்பட 4 பேர் இறந்ததாகக் கூறப்பட்டது. தற்போது பலியானவர்களின் எண்ணிக்கை 20 ஆக உயர்ந்துள்ளது. மேலும் பலரின் நிலை கவலைக்கிடமாக இருப்பதாக தகவல் வெளியாகி உள்ளது.

இதுவும் முக்கியமான வாதம். ஏனென்றால், எல்லோருக்கும் பயன்படவேண்டுமென்று இறைவன் கருதியிருந்தால், எல்லோருக்கும் ஒரே நேரத்தில் கூறியிருக்கலாம்.
அல்லது யாராக இருந்தாலும் அவரது காதில் அவரது மொழியில் சதா இறைவாக்கை கூறிக்கொண்டே இருக்கும் ஒரு வாயை காதின் மேலேயே உருவாக்கியிருக்கலாம். எழுதி வைத்தால் ஒவ்வொருவரும் ஒவ்வொரு மாதிரி பொருள் சொல்கிறார்கள். அரபி மொழி தெரியாதவர்கள் அரபி மொழி தெரிந்தவர்களை நாடவேண்டிய நிர்ப்பந்தம் ஏற்படுகிறது. அதிலும் 7 ஆம் நூற்றாண்டு அரபி மொழி பண்டிதர்களாகவும் இருக்கவேண்டி வருகிறது.
அப்படியிருந்துமே குரானில் இதுதான் அர்த்தம் என்று ஆளுக்காள் பொருள் கூறுகிறார்கள். இங்கிருந்து ஜைனுலாபுதீன் அரபி மொழி தாய்மொழியாக கொண்டவர்களுக்கே ஒன்றும் தெரியாது என்று உதார் விடுகிறார். ஒரே புத்தகத்தை வைத்துக்கொண்டு இருநூறு முஸ்லீம் கட்சிகள் இருக்கின்றன. ஒரே புத்தகத்தை வைத்துகொண்டு 300 கம்யூனிஸ்டு கட்சிகள் இருப்பது போல.
ஒரே புத்தகத்தை வைத்துகொண்டு ஒரு இஸ்லாமியர் பயங்கரவாதம் தவறு என்று கூறுகிறார். மற்றொருவர் காபிரி கழுத்தை வெட்டு என்று சொல்கிறார். சொல்வது மட்டுமல்ல செய்யவும் செய்கிறார். மற்றொருவர் பெண்களுக்கு படிப்பு சொல்லித்தரவேண்டும் என்கிறார். மற்றொருவர் பெண்கள் பள்ளிக்கூடத்தில் குண்டு வைத்து உடைக்கிறார்.
இதெல்லாம் பார்க்கும்போது பெரியாரின் விமர்சனம் சரி எனலாம். நபித்துவமே ஒரு மூட நம்பிக்கை என்று பெரியார் கூறுகிறார்.

Arab media deny ignoring Darfur

A number of Arab journalists have rejected criticism that Arabic-language media has ignored the Darfur conflict.
In recent months, western experts and media advocacy groups have said that the alleged crimes committed in Darfur – rape, burning and razing of villages, and the plight of tens of thousands of refugees – have been poorly reported in the Arab press.
As recently as April 2007, the Middle East Media Research Institute (Memri) said the violence in Darfur had "received scant coverage in most of the Arab media".
Though Memri acknowledged that there were some Arab media reports on Darfur, it accused the press of "minimising" the importance of "ethnic cleansing" in the south Sudanese region.
But Ahmed Sheikh, the chief editor of Al Jazeera's Arabic channel, said it was Arab media that first reported on the violence in Darfur and brought it to the attention of the West.
He said: "As far as Al Jazeera [Arabic service] is concerned, it is unfair to say we were blind to Darfur, we were the first actually before any western media organisation even mentioned the word Darfur.
"We were the first to enter the area and do a documentary about it, and the first images of the burned villages and the atrocities committed there came on our screens not the BBC or CNN. We were the first to break the story."
Differential reporting
Other journalists say there are differences in the way Arab and western media have reported on the Darfur crisis.
Abd al-Bari Atwan, the chief editor of the London-based Arabic daily Al-Quds Al-Arabi, said that western coverage has exaggerated the events in Darfur.
"Arab media has not been blind to southern Sudan, but we can say that the western media overstated what is happening in Darfur in a bid to back a western plan to break up the country," he said.
Theories of a plan to partition Sudan have moulded Arab public opinion.
In a 2007 editorial published in Al-Gomhuriya, an Egyptian daily newspaper, the phrase "crisis in Darfur" was described as a cover for an American-Israeli plan to redraw the Arab world, beginning with Iraq and moving on to Sudan.
Preparing the public
Ali Fudail, the chief editor of the Algerian daily Al-Shorooq, believes western media has been particularly focused on Sudan because it is paving the groundwork for a break-up of the country.
"Their media is working hard to demonise Omar al-Bashir [the Sudanese president] in the same manner they used against Iraq," he said.
"I think after thousands of proven false reports about Iraq, western journalists are not in a position to criticise Arab media. Arab media proved to be right in denying that Iraq had any links to al-Qaeda or that Saddam Hussein possessed weapons of mass destruction."
Atwan believes that the link to the Iraq war goes even further.
"Western media is in a state of alliance with western governments in imposing a black out on what is happening in Iraq and Afghanistan and wants to divert the world's attention by focusing on Darfur," he said.
Covering Arab aggression?
Nevertheless, criticism of the Arab press in covering the violence in Darfur has persisted, with some media analysts saying there has been a campaign to cover up Arab aggression toward Africans.
"There is always going to be some sort of reluctance to demonise their own, the Arabs as they will see themselves," Opheera McDoom, the news correspondent for Reuters in Darfur, told Al Jazeera's The Listening Post programme.
Mahmood Mahdani of Columbia University also told The Listening Post: "I think it is about linking Darfur with the larger war on terror by portraying and framing the perpetrators of violence in Darfur as Arabs."
But Fudail rejects the claim that the image of Arabs in the west plays any role in news coverage of Darfur.
"It is unacceptable to describe the Arab media as blind to Darfur, on the contrary we keep a close eye on what is happening in Sudan whether in Darfur or in the south, and any reader can see that on daily basis.
“We do not care if the aggressor was an Arab or non-Arab."
The missing link(s)
Arab editors have also criticised western media for failing to contextualise the conflict in Darfur. While the violence is seen as an act of Arab aggression on African tribesman, the realities on the ground paint an entirely different picture.

According to 5 Truths about Darfur, an article written by correspondent Emily Wax in The Washington Post on April 23, 2006, several facts have been dropped from western media reports on south Sudan.
The most important point is that the conflict is between Muslims; Muslims are both the victims and the perpetrators of the violence. Wax also writes that this is not a racial conflict; again blacks are both the victims and perpetrators of the violence.
Such failures to accurately report context are what Tahir al-Adwan, the chief editor of the Jordanian daily Al-Arab Al-Yawm, believes differentiates western and Arab media.
He said: "Just because we do not cover it from the same angle that the western media covers it, our colleagues in the west tend to deny our coverage. How can we ignore the killing of thousands of people? We definitely would not.
"We cover Darfur's issues in a way that would not harm the integrity of Sudan, while they want to start a fire ... that is the difference."
Why only Darfur?
But Al-Adwan also blamed some of the discrepancies on a failure of western media to read the Arabic press and to apply the same passion for reporting Darfur elsewhere in the world.
"If they really read Arab media, they would see how much coverage we give to Congo, for example, and for the continuing chaos in Somalia. But how much coverage about Somalia do we see in the western media? Not much, simply because they do not have particular interests there."
Al Jazeera's Sheikh agrees: "There are crises taking place in the world, there are many atrocities being committed in Palestine, Chechnya, Afghanistan, and in Iraq where western forces are killing innocent civilians and they [the western media] are not talking about these. Why?"
According to Save Darfur, a US-based advocacy group calling for immediate military intervention in South Sudan, "hundreds of thousands of people have been killed, even by the most conservative estimates".
UN and human rights organisations estimate that between 200,000 and 400,000 people have been killed with an additional 2.5 million displaced by the six-year conflict.
Save Darfur has labelled the conflict a "genocide" - a term first used by Colin Powell, the then US secretary of state, in 2002.
But Atwan says western media pick and choose their news reporting priorities based on foreign governments' agendas.
"How many people have been killed in Darfur? Two-hundred-thousand while we have millions killed in Iraq, and at least 3 million Iraqis who are now refugees all over the world. So why do we not see the same attention given to the Iraqis?" he said.
Atwan also said that western media has largely ignored the humanitarian situation in Gaza.
However, he also acknowledged that the crisis in Darfur coincided with what he called the "debacle in Iraq".
"I do not know how they think, they think we would not care for the deaths of thousands of people?
"However, in news there are priorities, and Darfur synchronised with the Iraq disaster, and no one can blame us if we gave the priority to Iraq news."

The lead negotiator for the Lords Resistance Army rebel movement reiterated his group's support for the peace process with the Ugandan government. As Derek Kilner reports from Nairobi, the group is attempting to revive negotiations that stalled earlier this year after rebel leader Joseph Kony failed to sign a peace agreement.

Over the weekend, the top U.N. mediator, Joachim Chissano, said Joseph Kony had contacted him, pledging support for the peace process and asking for a return to talks. At a news conference in the Kenyan capital Nairobi on Wednesday, the rebels' chief mediator David Matsanga talked about the group's intention to sign an agreement.
"The message is this: General Joseph Kony and the LRA will not attack anybody, will not go for any military option. They will want to talk peace in Juba and finish this on table," said Matsanga.
He said new meetings are set to begin as early as Monday. The current peace efforts, taking place in Juba, the capital of the semi-autonomous southern region of Sudan, began in mid-2006.
Negotiators had reached an agreement with the Ugandan government in April, but Kony failed to show up to sign the deal. Matsanga said the group has several concerns about the current agreement, and would seek clarification and reassurances on issues including immunity and the demobilization and reintegration of rebels.
The head of the Ugandan government's delegation, Internal Affairs Minister Ruhakana Rugunda says Uganda is happy to clarify the agreement, but rejects any renegotiation of its contents.
"The talks were completed and what is remaining is to sign the final peace agreement which is already in place. And we are waiting for this to be done. We have already believed in clarifying issues where they may not be clear to some people," said Ruhakana.

One reason for Kony's failure to sign the agreement may be the outstanding indictments for war crimes by the International Criminal Court against Kony and his top deputies.
"The ICC is a stumbling block. The Ugandans said they don't like the ICC," said rebel spokesman Matsanga. "The warrants on Kony are unnecessary. The investigations were done in a biased way. Why is it that some generals have not been taken to the Hague?"
The two-decade conflict, which has spilled over from Northern Uganda into the Democratic Republic of the Congo, southern Sudan, and the Central African Republic, has killed thousands and displaced some two million people

Pressure has grown on the LRA since the talks collapsed in April. The top U.S. diplomat for Africa, Jendayi Frazer, has accused the group of re-arming and has urged United Nations peacekeepers in the Congo, where the rebels are based, to pursue the group.
Last month, the governments of Congo, Uganda and southern Sudan agreed to launch a joint military operation against the LRA, with support from U.N. peacekeepers. It is unclear where these plans stand now, in light of the renewed peace efforts, and Ugandan officials have remained silent on the issue.

Pressure has grown on the LRA since the talks collapsed in April. The top U.S. diplomat for Africa, Jendayi Frazer, has accused the group of re-arming and has urged United Nations peacekeepers in the Congo, where the rebels are based, to pursue the group.
Last month, the governments of Congo, Uganda and southern Sudan agreed to launch a joint military operation against the LRA, with support from U.N. peacekeepers. It is unclear where these plans stand now, in light of the renewed peace efforts, and Ugandan officials have remained silent on the issue.

Two Manipur insurgents arrested in Tripura
Agartala, July 31: Three persons, including two insurgents of a Manipur militant group, were on Thursday arrested from a market near the Indo-Bangla border in North Tripura district, police said.
The two youths were nabbed after they were spotted moving around suspiciously near Bhater Bazar, a small market near the international border, police said.
During interrogation, the two youths, who belonged to Kanglei Yawol Kann Lup (KYKL), a prominent insurgent outfit of Manipur, said that they were trying to go to Manipur with a collaborator after completing their training in Sylhet district of Bangladesh.
The collaborator was also arrested, police said.
The insurgents were identified as Maibam Roshan Meitei and Singam Joy Kumar.
Insurgents often use the area as a transit route for entering Bangladesh.

QUETTA, July 30: A child of 10 months has tested positive for polio, raising to three the number of victims of the deadly disease in Balochistan this year.
Sources in the Expanded Programme on Immunisation told Dawn on Wednesday that Khyber Khan, of a village in Ziarat, had not received a single dose of oral polio vaccine. Tests on samples sent to Islamabad confirmed that the virus detected in the boy was P3, not a dangerous form of the disease.
The earlier two cases of polio were detected in Pishin in May and Qila Abdullah in June. The areas are dominated by religious parties and the Taliban who oppose the anti-polio campaign and describe it as part of a conspiracy of the Untied State and its allies against Muslims.
With the Ziarat case, the number of polio cases detected in the country this year has risen to 20, six in the NWFP, three in Balochistan and 11 in Sindh.
