New Delhi: Agriculture Minister Sharad Pawar is under fire from the Opposition and the Left parties. He has written a personal letter to all members of Parliament a fortnight ago explaining the decision to import wheat. But Brinda Karat gave a point-by-point rebuttal to Pawar’s letter, pushing the NCP chief further on the backfoot.
The BJP also followed up its drive against the agriculture minister by approaching Central Vigilance Commissioner (CVC) Pratyush Sinha and submitting documents claiming that “wrong-doing” had been perpetrated in the entire episode.
Speaking to CNN-IBN Pawar clarified his stand on the allegations surrounding wheat imports and the poor support price being offered to the Indian farmers for the food grain.
Q: Mr pawar what is the reason behind bad quality wheat, completely unfit for consumption, being imported in large quantities from Australia at nearly double the price?
Sharad Pawar: Red wheat is essentially grown in Russia, Ukraine and Eastern Europe. Australian wheat is exactly like Indian wheat but it’s not red wheat.
Q: Alright. But is there anything that your ministry can do to help the people who are being forced to eat poor quality wheat?
Sharad Pawar: After seeing your programme, we instructed FCI, MP people to go and inspect the godown and shops and collect proper information and report it to us immediately
Q: Leave aside where the wheat has been imported from, the biggest criticism is that you are giving the Indian farmers support price of Rs 850 whereas you are willing to give importers nearly double the price. Why not give Indian farmers a valid market price?
Sharad Pawar: Rs 850 is a much higher price in the history of independence India. But since domestic and international prices are going high and we have to give better price than last year, we will appropriate decisions in 8 days time.
Q: So are you saying that within 8-days you will take an appropriate decision. But will you reverse the policy and stop all imports as well now?
Sharad Pawar: No, I can’t say that. I am not in a position to give an assurance because our first responsibility is to protect interests of vulnerable sections of society and we are not in a position to compromise on the issue of food security
Q: Are you willing to change your support price?
Sharad Pawar: You see, that decision will be taken in cabinet and I cannot disclose unless decision is taken, but I can tell you one thing, recommendation from my ministry will be much more than what we paid last year.

Even the makers of the device are at a loss to explain exactly how it works - but sceptical independent scientists carried out their own tests and discovered that the 12in x 2in tube really does produce far more heat energy than the electrical energy put in.
The device seems to break the fundamental physical law that energy cannot be created from nothing - but researchers believe it taps into a previously unrecognised source of energy, stored at a sub-atomic level within the hydrogen atoms in water.

The system - developed by scientists at a firm called Ecowatts in a nondescript laboratory on an industrial estate at Lancing, West Sussex - involves passing an electrical current through a mixture of water, potassium carbonate (otherwise known as potash) and a secret liquid catalyst, based on chrome.
This creates a reaction that releases an incredible amount of energy compared to that put in. If the reaction takes place in a unit surrounded by water, the liquid heats up, which could form the basis for a household heating system.
If the technology can be developed on a domestic scale, it means consumers will need much less energy for heating and hot water - creating smaller bills and fewer greenhouse gases.
Jim Lyons, of the University of York, independently evaluated the system. He said: 'Let's be honest, people are generally pretty sceptical about this kind of thing. Our team was happy to take on the evaluation, even if to prove it didn't work.
'But this is a very efficient replacement for the traditional immersion heater. We have examined this interesting technology and when we got the rig operating, we were getting 150 to 200 per cent more energy out than we put in, without trying too hard.
People are sceptical - but somehow it works
'We are still not clear about the science involved here, because the physics and chemistry are very different-to everything that has gone before. Our challenge now is to study the science and how it works.'
The device has taken ten years of painstaking work by a small team at Ecowatts' tiny red-brick laboratory, and bosses predict a household version of their device will be ready to go on sale within the next 18 months.
The project, which has cost the company £1.4million, has the backing of the Department of Trade and Industry, which is keen to help poorer families without traditional central heating or who cannot afford rocketing fuel bills.
Ecowatts says the device will cost between £1,500 and £2,000, in line with the price of traditional systems.
The development of the groundbreaking technology results from a chance meeting between Ecowatts chairman Chris Davies, his wife Jane and an Irish inventor, Christopher Eccles, while the couple were on holiday near Shannon in 1998.
After the inventor showed the couple his laboratory experiments, Mrs Davies, immediately signed a £20,000 cheque on the bonnet of her car and handed it over to Mr Eccles.
He later became chief scientist of Ecowatts' parent company Gardner Watts, but has since left after 'falling out' with the company, according to insiders. Sadly, Mrs Davies died three years ago, so she will be unable to share in the success of her husband's development of the idea.
Mr Davies, now 75, of Dedham, Essex, was unavailable for comment last night.
But Ecowatts chief executive Paul Calver said: 'When Jane Davies whipped out her cheque book, it turned out to be a very good investment indeed.
'She and Chris were always interested in ecology and now it looks as if our heat exchanger system is ready to go on sale soon. We're producing a device in the next nine months to heat radiators.
'Most British homes rely on gas, and the Government has admitted there is a problem getting a substitute. Our device will help solve that.'
Sustainable energy expert Professor Saffa Riffat, of Nottingham University, has also led a team investigating the system.
He said: 'The concept is very interesting and it could be a major breakthrough, but more tests are required. We will be doing further checks.'

New Delhi: The UPA Government’s relationship with the Left Front is likely to get worse as the communists suspect the Government is taking steps to ‘operationalise’ the Indo-US nuclear agreement.
Sources in the four-party Left Front have told CNN-IBN they are getting every indication that the Government is going ahead with the draft of the nuclear safeguards agreement with the Indian Atomic Energy Agency. Left parties say if that happens they cannot be expected to support the Government.
Sources in the Left parties, which will hold a crucial meeting with the UPA in Delhi on Friday, told CNN-IBN a decision on withdrawing support to the Government would be taken in a month. The sources said Left parties believe the Government has left them with no choice and they prepared for a mid-term election.
The Left believes that the visit of Dr Mohamed ElBaradei, Director General of the International Atomic Energy Agency (IAEA), next week will signal beginning of the end for the Government.
CNN-IBN’s National Affairs Editor, Diptosh Majumdar, reports that the Left believes ElBaradei’s visit indicates that the Government is going to talk to him and take steps to operationalise the nuclear deal. The Left believes talking to the IAEA on the safeguards agreement amounts to operationalising the deal.
India has been holding informal consultations with the IAEA on the safeguards agreement. Sources in the Department of Atomic Energy say the consultations are necessary to ensure a draft text on the safeguards agreement was finalised.
Sources confirmed that the nature of the safeguards applicable to India was known. Formal discussions with the IAEA are expected to take place later this month.
CPI general secretary A B Bardhan on Thursday again warned the Government against operationalising the deal.
''I do not understand why the UPA government is in a hurry to operationalise the deal and is continuing with the pro-US policy of the Atal Bihari Vajapyee government when the Common Minimum Programme clearly stated that the UPA would not pursue the foreign policy of erstwhile NDA regime,'' he said in Patna.
Forward Bloc leader G Devarajan said the Left parties must withdraw support to the Government for misleading people on the nuclear deal.

“Faith leaders must end religious intolerance and division” - Hindu leader
The general secretary of the Hindu Council UK (HCUK), has written to the main leaders of all faiths in Britain to express his growing concern at divisive elements between religions, urging them to root out and stand against intolerance and religious dogma.
Anil Bhanot also calls for an end to what he calls “predatory” missionary activity where followers of one faith seek to convert those of another, and has written separately to The Secretary of State for Community and Local Government, Hazel Blears MP, asking her to consider introducing legislation against “underhand conversion techniques”.
“Religion has become a word more likely to engender disrespect and fear rather than a sense of communion with the Divine,” he says in his discussion paper, The Advancement of Dharma, which argues that all faiths, including the Abrahamic faiths, would benefit from promoting the flexible, Indogenic concept of ‘Dharma’, or ‘righteous duty to oneself, to others and to God’ rather than holding fast to strict, ‘religious’ principles that invariably claim to have exclusive rights on God.
In his paper, Mr Bhanot points out several differences between ‘Religion’ and ‘Dharma,’ highlighting what he believes are the more positive attributes of the former.
Dharma, he says, is preferable because among other things it does not seek the monopoly on God; sees a divine spark in everything (not just the human race) and teaches responsibility for personal action rather than advocating absolution through a single act of salvation.
It is because Dharma is able to respect differences of opinion, he suggests, that Hinduism is not divided by heated arguments such as those over homosexuality in Christianity and Islam.
He also argues that while “attacking, ridiculing and demonizing religion has become a new national sport” and faith communities understandably want to fight back against secularist attacks, those who do so by seeking to re-double their missionary efforts are “playing into the secularists’ hands" and encouraging intolerance against other faiths.
“I believe that to seek to convert already God-loving people to another faith is a sin, an evil act…that should be made a crime under international law,” he writes, quoting the words of Mahatma Gandhi that “Religious conversion conducted by missionaries is the deadliest poison that ever sapped the fountain of truth.”
He singles out for particular criticism the activities of Christian Solidarity Worldwide (CSW), a missionary organisation active in India which he says “aims to destroy Hinduism and convert the continent to Christianity,” suggesting that their “meddling” in India follows closely in the footsteps of former Colonial oppressors.
Responding to the criticism, a CSW spokesman said: “Christian Solidarity Worldwide is an advocacy organisation, not a missionary organisation. We defend human rights and promote religious liberty for all.
“We maintain a policy not to evangelise in our work. We regret that Mr Bhanot has elected to criticise CSW in this public manner without raising his concerns with us directly. We would willingly meet Mr Bhanot to discuss his allegations further.”
Christian faith leaders to whom Mr Bhanot has sent his paper include the Archbishops of Canterbury and York; the Cardinal Archbishop of Westminster; the General Director or the
Evangelical Alliance and representatives of the Methodist, Baptist, URC and Free Churches.

BRIDGEPORT, Conn. - A lawyer admitted Thursday that he destroyed a computer containing child pornography that was evidence in an investigation at a prominent church.
The lawyer, Philip Russell, pleaded guilty in U.S. District Court to one count of misprision of a felony, which means he had knowledge of a felony but didn't report it. He faces up to 14 months in prison when he is sentenced in December.
Russell, a former lawyer for the Christ Church in Greenwich, was accused of obstructing an FBI investigation that led to the January conviction of the church's music director, Robert Tate, for possessing child pornography.
Former President George H.W. Bush attended the church while growing up and funeral services for his parents were held there.

The man, whom the paper did not identify, ended his marriage on the grounds his wife was effectively alone with an unrelated man, which is forbidden under the strict Islamic law enforced in the ultra-conservative kingdom, the paper said.
Men in Saudi Arabia have the authority to divorce their wives without resort to the courts.

The man, whom the paper did not identify, ended his marriage on the grounds his wife was effectively alone with an unrelated man, which is forbidden under the strict Islamic law enforced in the ultra-conservative kingdom, the paper said.
Men in Saudi Arabia have the authority to divorce their wives without resort to the courts.

To back their move, local English newspaper the Egyptian Gazette reported, Al-Azhar scholars have relied upon the word of the prophet Mohammed, who dictated that some issues were not subject to humour. As such, scriptwriters must avoid devising scenes that involve marriage and divorce, said Sheikh Farahat el-Mongi, a member of Al Azhar's Fatwa Committee, who added: "How can we joke when we watch a young man and woman getting legally married on TV?" However, some wonder why the issue of marriage and divorce has emerged nowadays, since such scenes have been viewed for many years on Egyptian screens. El Mogi explained that prohibiting marriage scenes is better than an actress bearing the guilt of being married to two husbands - one in real life, and one in front of cameras. However not everyone agrees: Amna Nosseir, also on Al-Azhar University staff, as a professor of Islamic Jurisprudence, said that the fatwa portrays a negative image of Islam. "Actors portray human society and ... when marriage takes place in a film or a soap opera it isn't valid, as there is no true intention .. and it isn't performed in public," she said, Nosseir described such fatwas as "baseless", arguing that that such edicts trigger anti-Islam campaigns. For his part, scriptwriter Mohamed Suleiman said Al-Azhar "is above intruding into such trivial matters", and that he and his colleagues "strongly reject the rigid censorship of social drama that aims to convey a purposeful message." Khandwa: Worm-eaten, full of dirt, used as animal feed — this is the food for the poor, the red winter wheat imported from Australia.
What is imported is actually the shell of the red winter wheat. It is not definitely the best kind of wheat available and is being given out through the public distribution system for the poorest, who can't afford to buy wheat from the market.
It is being given to the country's children in anganwadis, the old and the disabled and the young and the penniless.
Says a local of Khandwa, Gulabo, "This wheat is very bad. We have never eaten it before and the children complain of indigestion.''
However, the kitchen fires must be kept burning somehow and anyhow. A Dalit couple in Nagotar Vishnu and Kailash certify to this. Their combined income is Rs 50 a week.
The NREGA has made a difference, but no so much that they can choose to buy food grains from the market and so they make do with lal gehu (red wheat).
Says Vishnu, "My children fall sick after eating this grain. You can't do anything with it — can't make rotis or halwa, but what can we do? Rice is so expensive, wheat is also so expensive. We have to eat this. We don't have a choice."
But quality is not their only concern.
"By the time we clean the grains, 14 kilos becomes just 11 kilos," says Kailash.
Many villagers did not have seeds for their fields and they sowed lal gehu instead, using their wheat quota to cultivate their land rather than as food.
Another local, Laxman, says his hopes of a good harvest wilted and his next crop of soyabean also saw a stunted growth because of cultivating lal gehu.
"I sowed lal gehu, watered the crop, treated it with fertilisers and pesticides, but it just did not grow. I let my bullocks eat the crop," says he.
In the weekly village haat, the small dealers don't have any wheat to sell — at Rs 13 a kg, it's out of their reach and so is rice. Villagers go in for broken rice instead.
At Rs 10 a kilo, the rate of broken rice has also gone up, but it's the best compromise.
Says a village woman, "We have to fill our stomachs and so we have switched to broken rice. Earlier we did not eat this."
The country was told it needed to import food grains for the poor, but what the poor got was the worst quality of red winter wheat — sometimes used as animal feed in the west.
Inspite of the wheat imports, the quota of food grains for the poor has gone down, from 35 kilos to 23 kilos.
Says a Government food officer, "We are distributing imported wheat, but just 18 kgs of wheat and merely five kgs of rice."
The biggest irony perhaps is that local wheat is available with the farmers, but farmers like Patel — who had 150 acres of land and one room in a house filled with 400 quintals of wheat says that he is waiting to sell it at a better price.
Another farmer says he has 20 quintals and that it's unfair that the Government does not buy from them, yet pays a better price to farmers abroad.
The betrayal is too deep for words and it is a failure that even reason cannot justify — low grade wheat imported for the poorest while the stocks of Indian farmers begin to rot and hunger grows.

CHATTANOOGA, Tenn. - In an unlikely marriage of desire to secede from the United States, two advocacy groups from opposite political traditions — New England and the South — are sitting down to talk.
Tired of foreign wars and what they consider right-wing courts, the Middlebury Institute wants liberal states like Vermont to be able to secede peacefully.
That sounds just fine to the League of the South, a conservative group that refuses to give up on Southern independence.
"We believe that an independent South, or Hawaii, Alaska, or Vermont would be better able to serve the interest of everybody, regardless of race or ethnicity," said Michael Hill of Killen, Ala., president of the League of the South.
Separated by hundreds of miles and divergent political philosophies, the Middlebury Institute and the League of the South are hosting a two-day Secessionist Convention starting Wednesday in Chattanooga.
They expect to attract supporters from California, Alaska and Hawaii, inviting anyone who wants to dissolve the Union so states can save themselves from an overbearing federal government.
If allowed to go their own way, New Englanders "probably would allow abortion and have gun control," Hill said, while Southerners "would probably crack down on illegal immigration harder than it is being now."
The U.S. Constitution does not explicitly prohibit secession, but few people think it is politically viable.
Vermont, one of the nation's most liberal states, has become a hotbed for liberal secessionists, a fringe movement that gained new traction because of the Iraq war, rising oil prices and the formation of several pro-secession groups.
Thomas Naylor, the founder of one of those groups, the Second Vermont Republic, said the friendly relationship with the League of the South doesn't mean everyone shares all the same beliefs.
But Naylor, a retired Duke University professor, said the League of the South shares his group's opposition to the federal government and the need to pursue secession.
"It doesn't matter if our next president is Condoleeza (Rice) or Hillary (Clinton), it is going to be grim," said Naylor, adding that there are secessionist movements in more than 25 states, including Hawaii, Alaska, New Hampshire, South Carolina and Texas.
The Middlebury Institute, based in Cold Spring, N.Y., was started in 2005. Its followers, disillusioned by the Iraq war and federal imperialism, share the idea of states becoming independent republics. They contend their movement is growing.
The first North American Separatist Convention was held last fall in Vermont, which, unlike most Southern states, supports civil unions. Voters there elected a socialist to the U.S. Senate.
Middlebury director Kirpatrick Sale said Hill offered to sponsor the second secessionist convention, but the co-sponsor arrangement was intended to show that "the folks up north regard you as legitimate colleagues."
"It bothers me that people have wrongly declared them to be racists," Sale said.
The League of the South says it is not racist, but proudly displays a Confederate Battle Flag on its banner.
Mark Potok, director of the Southern Poverty Law Center's Intelligence Project, which monitors hate groups, said the League of the South "has been on our list close to a decade."
"What is remarkable and really astounding about this situation is we see people and institutions who are supposedly on the progressive left rubbing shoulders with bona fide white supremacists," Potok said.
Sale said the League of the South "has not done or said anything racist in its 14 years of existence," and that the Southern Poverty Law Center is not credible.
"They call everybody racists," Sale said. "There are, no doubt, racists in the League of the South, and there are, no doubt, racists everywhere."
Harry Watson, director of the Center For the Study of the American South and a history professor at the University of North Carolina at Chapel Hill, said it was a surprise to see The Middlebury Institute conferring with the League of the South, "an organization that's associated with a cause that many of us associate with the preservation of slavery."
He said the unlikely partnering "represents the far left and far right of American politics coming together."

A former MP and JD-U leader Anand Mohan was sentenced to death by a local court in Patna which also awarded life imprisonment to his wife, also an ex-MP, on Wednesday in a murder case where the then Gopalganj District Magistrate was lynched by a mob 13 years back.
In a landmark verdict that is bound to have political ramifications, Additional Sessions Judge, Ram Krishna Rai also awarded Capital punishment to two others - Akhlaq Ahmed, a former MLA from Bikramganj and RJD leader and Arun Kumar in connection with the brutal killing of G Krishnaiah on December 5, 1994.
Besides Anand's wife - Lovely Anand, a former MP from Vaishali - those who got life term are Vijay Kumar Shukla alias Munna Shukla, a sitting JD(U) MLA from Lalganj, Shashi Shekhar and Harendra Kumar.
Anand Mohan, a former MP from Sheohar who was leader of the then Bihar People's Party (BPP) at the time of the murder, and his wife were accused of inciting a mob to lynch Krishnaiah.
It is for the first time that a former MP was being sent to gallows.
The Court on Monday held all the seven accused guilty under IPC sections 302 (murder), 307 (attempt to murder), 147 (rioting) and 427 (mischief causing damage).

Krishnaiah was lynched by a mob accompanying the cortege of a BPP leader Chotan Shukla on December 5, 1994.
The officer was pulled out of a car, beaten up mercilessly and then shot dead. The BPP is now defunct.
Underworld don
All the seven convicted were also fined Rs 25,000. The judge acquitted 29 of the 36 accused in the case giving them benefit of doubt.
Krishnaiah was done to death near Khabra, on the outskirts of Muzaffarpur town by the mob that was enraged over the gunning down of Chotan Shukla, an underworld don with political ambitions, and three others on December 4, 1994 when they were returning from election campaign for the 1995 assembly polls.
The seven convicts, all present in the court, soon after being sentenced complained about shabby treatment being meted out to them at the Beur Central Jail where they are lodged.
Anand Mohan said he, Akhlaq Ahmed and Arun Kumar were locked up in a cell without even a fan, while his wife Lovely Anand was kept in a ward along with mentally deranged women.
''As long as we are alive the court should ensure that we exist like humans'', Mohan told the judge, who said he would write to the jail superintendent and Patna district magistrate to see to it that they got amenties in accordance with the law.
Later speaking to the media, Mohan said if the 15 inspectors and two sub-divisional officers accompanying the funeral procession of Chotan Shukla could not save the life of the district magistrate ''what could I have done.''
Munna Shukla said he was with the body of his slain brother in the front of the funeral procession while the district magistrate was lynched by the mob in the rear.
''I simply do no not know who killed Krishnaiah,'' he said. (With PTI inputs)

இதன் முன் பினாரயி விஜயனையும் அச்சுதானந்தனையும் போலிட்பரோவில் நியமித்துள்ளார்கள்.
கேரளாவிலும் வங்காளத்திலும் மீண்டும் அனைத்து இடங்களையும் கைப்பற்றவேண்டும் என்று முயற்சி செய்கிறார்கள்.
இன்னும் இரண்டு வாரங்களில் மத்திய ஆட்சி கவிழ்க்கப்படும் என்று வதந்தி உலவுகிறது.

The central leadership of the CPI(M) has given strict instructions to the Kerala unit leaders, especially arch rivals State secretary Pinarayi Vijayan and Chief Minister VS Achuthanandan to ensure "minimisation", if not total "elimination of factional fights", and to prepare for facing the people as the party is convinced that a mid-term election to the Lok Sabha is now a possibility, most probably during the end days of winter in North India.
The Kerala leaders were given formal and informal advises in this regard by party general secretary Prakash Karat and other senior leaders during the central committee meeting in Kolkata, which concluded on Monday. Sources said that internal bickering was the last thing the leadership wanted, as it was not hopeful of repeating a May 2004 performance in the next polls. The first job of the State leaders after reaching Kerala from Kolkata would be to devise administrative and political measures to win back the confidence of the people.
The State leaders would now be looking at programmes for support mobilisation with an eye to election shifting the focus from the ongoing conferences in preparation for the State conference in Kottayam in February and the party national congress scheduled for March in Coimbatore. "The feeling is that the party congress will in all probability have to be deferred to June or July next as election could fall by the end of winter in the North," said a source at AKG Bhavan, the national party headquarters, in New Delhi.
The central leadership is convinced that many of Achuthanandan's popular administrative programmes had failed due to lack of support from a strong section within the CPI(M), the neo-liberalists led by Pinarayi Vijayan and because of non-cooperation or opposition form LDF partners like the CPI and the Kerala Congress(J). The source said that the next LDF meeting would discuss extensively the need for unity and coherence within the front as without that the expected mid-term polls could become a tragedy for the ruling front.
The most immediate administrative measures the Achuthanandan Government would look at would include speedy implementation of the proposals from the Farm Debt Relief Commission, a surprising resumption of the Mission Munnar anti-encroachment drive, steps to complete the road repair works on a war footing, etc. The Kerala Congress(J), which is delaying the selection of its MLA for the post of the Public Works Minister, has already been told that no more delay could be afforded in that matter. The CPI(M) leaders would in the coming days be speaking to the CPI about the several problems it had created politically as well as administratively and would ask it to be realistic about the political situation.
The party central leadership, just like the State leaders, is not confident that the war between the hardliners led by Achuthanandan and neo-liberalists could be contained all of a sudden, but the idea is to keep it low. As local committee conferences of the party are to be completed this month, the party expects group fights to run high but the local units would be asked to avoid unnecessary wrangles that could draw the attention of the media.
The party has observed that the Government had faltered on several fronts, but there is also a feeling that things have not got out of hand, especially since the Congress-led UDF has not been able to utilize these failures effectively though it had made much noise. "If a new vigour can be brought about in the Government programmes, we are sure the party and the LDF can compensate for all the failures so far. The point is that the common man is dissatisfied, and that the problems in this area can be rectified with minimum efforts," said a source.

The central leadership of the CPI(M) has given strict instructions to the Kerala unit leaders, especially arch rivals State secretary Pinarayi Vijayan and Chief Minister VS Achuthanandan to ensure "minimisation", if not total "elimination of factional fights", and to prepare for facing the people as the party is convinced that a mid-term election to the Lok Sabha is now a possibility, most probably during the end days of winter in North India.
The Kerala leaders were given formal and informal advises in this regard by party general secretary Prakash Karat and other senior leaders during the central committee meeting in Kolkata, which concluded on Monday. Sources said that internal bickering was the last thing the leadership wanted, as it was not hopeful of repeating a May 2004 performance in the next polls. The first job of the State leaders after reaching Kerala from Kolkata would be to devise administrative and political measures to win back the confidence of the people.
The State leaders would now be looking at programmes for support mobilisation with an eye to election shifting the focus from the ongoing conferences in preparation for the State conference in Kottayam in February and the party national congress scheduled for March in Coimbatore. "The feeling is that the party congress will in all probability have to be deferred to June or July next as election could fall by the end of winter in the North," said a source at AKG Bhavan, the national party headquarters, in New Delhi.
The central leadership is convinced that many of Achuthanandan's popular administrative programmes had failed due to lack of support from a strong section within the CPI(M), the neo-liberalists led by Pinarayi Vijayan and because of non-cooperation or opposition form LDF partners like the CPI and the Kerala Congress(J). The source said that the next LDF meeting would discuss extensively the need for unity and coherence within the front as without that the expected mid-term polls could become a tragedy for the ruling front.
The most immediate administrative measures the Achuthanandan Government would look at would include speedy implementation of the proposals from the Farm Debt Relief Commission, a surprising resumption of the Mission Munnar anti-encroachment drive, steps to complete the road repair works on a war footing, etc. The Kerala Congress(J), which is delaying the selection of its MLA for the post of the Public Works Minister, has already been told that no more delay could be afforded in that matter. The CPI(M) leaders would in the coming days be speaking to the CPI about the several problems it had created politically as well as administratively and would ask it to be realistic about the political situation.
The party central leadership, just like the State leaders, is not confident that the war between the hardliners led by Achuthanandan and neo-liberalists could be contained all of a sudden, but the idea is to keep it low. As local committee conferences of the party are to be completed this month, the party expects group fights to run high but the local units would be asked to avoid unnecessary wrangles that could draw the attention of the media.
The party has observed that the Government had faltered on several fronts, but there is also a feeling that things have not got out of hand, especially since the Congress-led UDF has not been able to utilize these failures effectively though it had made much noise. "If a new vigour can be brought about in the Government programmes, we are sure the party and the LDF can compensate for all the failures so far. The point is that the common man is dissatisfied, and that the problems in this area can be rectified with minimum efforts," said a source.

It is not yet known whether the Chinese were from mainland China or elsewhere. Nor is it known whether the explosion specifically targeted the foreign tourists or whether the tourists just happened to be near the scene when the explosion took place. The local police, however, seem to suspect that the blast was meant to target foreign tourists and affect the flow of tourists to the country. So far, no one has claimed responsibility for the blast.
The Friends of Maldives (FOM), a non-Governmental organisation, which has been supporting the pro-democracy movement in the islands, has strongly refuted insinuations allegedly made by President Abdul Gayoom and a Government spokesman that FOM, which, according to them, has been carrying on a 'Boycott of Tourism to the Maldives' campaign, might have been behind the blast. In a statement, Mr David Hardingham, the founder of FOM, said:
"The FOM has never requested tourists not to visit the Maldives. The FOM campaign asks tourists to choose a resort not closely associated with the repressive Regime of President Maumoon Abdul Gayoom. The FOM understands that the bombing has potentially significant ramifications for the Maldives tourism industry and in solidarity with the people of the Maldives, the FOM has decided on a temporary suspension of the FOM Selected Resorts Boycott Campaign. This will be reviewed at the end of October 2007.
The FOM maintains the importance of the installation of a liberal and democratic Maldives where tourism and free enterprise can flourish and prosper. The current dictatorship and their refusal to allow a real democracy and respect for human rights will continue to create an environment where criminal activity and extremism will flourish. The international community must be more active in this regard."
According to the local media, the improvised explosive device (IED) used in the blast consisted of a gas cylinder, a washing machine motor and a mobile telephone. It is not yet clear whether the mobile telephone was used as a remote control device or as a timer. Automobile fuel, gas cylinders and mobile telephones were also used by jihadi terrorists -- one of them an Indian Muslim from Bangalore -- who attempted to stage terrorist strikes in London and Glasgow in the last week of June 2007. Maldivian Police claims to have detained two persons for questioning. Its is also reportedly examining the pictures in the Closed Circuit TV cameras installed in the park.
Since 9/11, there have been reports of the spread of Islamic fundamentalism to the Maldives from Saudi Arabia and Pakistan. In 2002, a 28-year-old Maldivian national, Ibrahim Fauzee, was arrested in Karachi and taken to the Guantanamo Bay detention centre in Cuba by the US's Federal Bureau of Investigation (FBI) on suspicion of his having links with Al Qaeda. As his interrogation did not confirm this suspicion, the FBI sent him to the Maldives. He lives in Male and is subject to regular police surveillance.
In the spring of 2006, the Maldivian authorities announced the arrest in Sri Lanka of three Maldivians -- two women and a man -- who were allegedly on their way to a jihadi training camp in Pakistan, but they were not prosecuted for want of satisfactory evidence. Fatimah Nisreen, a policeman's daughter, was accused of helping them to go to Pakistan, but she refuted this allegation.
Ahmed Shah, a Maldivian national, was reported to have attended a training camp of the Lashkar-e-Tayyeba (LeT) at Muridke, near Lahore. He was deported to the Maldives by the Pakistani authorities. In April last year, seven young Maldivians were arrested by Maldives Police on a charge of encouraging other Maldivians to wage jihad abroad, but they were not prosecuted for want of evidence.
Himendhoo, one of the outlying islands, has been described as a centre for Wahaabism. A Hindu school teacher working in the island was allegedly beaten up badly by Wahaabi elements last year.
For over a year now, the local Wahaabis of the island have been refusing to obey Ibrahim Abrahman, the Government-appointed chief cleric in the island. They have declined to pray in the Government-maintained mosque. They constructed their own mosque, which was demolished by the Government. They built another. Cassettes containing the video and audio messages of Osama bin Laden and his deputy, Ayman al-Zawahiri, freely circulate in the island and nearby islands.
Some students from the island, who were studying in Lal Masjid of Islamabad, were reported to have recently returned home after it was raided by Pakistani commandos between July 10 and 13, 2007. They have also been spreading stories of what is projected as the glorious martyrdom of the girl students of Lal Masjid's madarsa for girls.
Saudi money has funded the construction of a high school in Male, the Islamic Studies Institute, where the students are taught inter alia the Arabic language. This is becoming another centre for the spread of Wahaabism.

PATTANI, Thailand: Police in insurgency-wracked southern Thailand said Tuesday that mobile phones seized from an attack site contain video clips showing suspected insurgents beheading their victims and in one case, cutting off a soldier's sex organ.
Investigators found two mobile phones in a bag left behind in an area of Yala province where suspected insurgents killed a police officer over the weekend, said police Col. Sompien Eksomya from Yala's Bannang Star district, where the attack occurred.
"We sent the SIM cards to be checked out and found gruesome video clips," he said by telephone.
One video clip taken Jan. 2, 2006 showed a suspected insurgent beheading a soldier, then severing his penis and laughing with the person taking the video, Sompien said.
The second clip was made on May 14 of this year, showing the beheading of a Buddhist man after he and his wife were shot. A third video clip filmed June 15 shows the bullet-ridden bodies of seven soldiers.
Sompien said that police were searching for the men seen in the videos.
More than 2,400 people have been killed in the Muslim-majority southernmost provinces of Yala, Pattani and Narathiwat since a long-simmering Islamic separatist insurgency flared up in January 2004. At least 29 Buddhists have been beheaded in the past three years.

TEN terrorists involved in the first and second Bali bombings will probably get their sentences cut to celebrate the end of Ramadan.
As victims and families gathered in Bali late yesterday to commemorate the anniversary of the 2005 Bali blasts, the list of radicals responsible for the carnage, and who would get remissions, was being made public.
The announcement comes as an insensitive blow to families of those killed and injured in both attacks.
And it came on the same day as a solemn ceremony was held in the grounds of the Australian consulate in Bali to remember the lives of the 20 people who died in the October 1, 2005 bombings. Four Australians were among those killed.
And in a further blow, it appears likely, depending on the calendar, that the remissions will become effective on October 12 -- the fifth anniversary of the first Bali bombing and the day of Eidul Fitri, or the end of the Muslim fasting month of Ramadan.
Kerobokan Jail boss Ilham Djaya said yesterday he had recommended that all 10 terrorists in his jail, convicted over their roles in the first and second bombings, be given Eidul Fitri remissions of one month to one month and 15 days.
All 10 radicals also received remissions in August to celebrate Indonesia's Independence Day.
The controversial remissions are awarded for good behaviour and humanitarian acts such as blood donations, and take the place of parole systems. There is no provision for parole under Indonesia's sentencing regime.
It also comes as another six members of radical group Jemaah Islamiah, blamed for all recent terror bombings in Indonesia, yesterday faced court in Jakarta for the first time, under terror laws which carry the maximum death penalty. Prosecutors alleged they had helped terrorists and terrorist activities.
In Central Jakarta District Court, it was alleged they were involved in military training and had earmarked police intelligence officers, who were involved in arresting JI members, for assassination along with foreign and local missionaries.
Four men, convicted over their role in the October 2005 bombing -- Abdul Aziz, Anif Solchannudin, Mochammad Cholily and Dwi Widiarto, alias Wiwid -- have been recommended to get sentence cuts of one month. All got a two-month cut in August as well.

The Central intelligence agency has reported to the Union Government that the coastal areas of Kerala are hotbeds of terror operatives and that the report given by the Military intelligence in this regard has to be taken into account.
Sources in the agency told The Pioneer that the socio-economic and political climate of the coastal areas was conducive for growth of terrorist forces. If the Government fails to act on time these areas would become major terror centres.
The officials of the agency, who briefed the senior officials of the Union Home Ministry and the National Security Adviser, had told them that there were possibilities of several sleeping cells present in the State.
Several terror operatives, both from Bangladesh and Pakistan were earlier staying in the twin cities of Hyderabad and Secunderabad. With these cities under tight monitoring, the Central agency believes that these forces may shift their base to another South Indian State.
The attack on the Indian Institute of Science and the constant monitoring of the city by both the Central intelligence agency and the State police has taken the sting out of the terror operatives from using the city of Bangalore as their base.
With mounting surveillance in Tamil Nadu in the wake of the bomb blasts in Coimbatore and the blast at the RSS office in Chennai, has made the State not-a-safe place for terrorists. Kerala has so far been free from such strict monitoring.
A study reveals that Kerala is fast eclipsing the metros Mumbai and Delhi with regard to sale of flats and residential projects.
Intelligence officials say that there is an effort to create an artificial boom by which land prices are pushed up beyond common man's reach. Agencies have already warned that there could be a danger in these purchases and that there was a definite motive behind these hiking of prices.
The intelligence officials have also warned the Union Home Ministry of the impending danger in Kerala and sources said that this was not regarding any probable attacks but the presence of sleeper cells and the support it was receiving from various 'centres'.
The agency has also taken a serious view of the presence of certain LTTE operatives in the high ranges of Munnar and the State police have even apprehended some of them.
The Central agency has warned that these Tamil groups could also create a good sleeping cell bank and could utilise them as and when necessary.
Another major factor which the Central agency has warned the Union Home Ministry was that there were possible Tamil people showing allegiance to the Tamil separatist movement acting as workers and manual labourers in Kerala.

New Delhi, Oct. 2 (PTI): Former Prime Minister I K Gujral and NDA convenor, George Fernandes, on Monday joined a large group of Myanmarese refugees in capital's streets passionately urging India to ensure the return of democracy in the neighbouring country and stop exporting arms to the military junta.
Strongly condemning the junta's crackdown on protesters led by Buddhist monks, the leaders, who took part in a march to Parliament along with about 500 Myanmarese refugees, urged the government to immediately stop the export of arms to Yangon.
Gujral said the Indian government should listen to the voices of pro-democracy activists in Myanmar and ensure that democracy returns to the neighbouring country.
Fernandes also echoed Gujral's views and said "there is nothing left to trust this government. Burmese people need our help and solidarity."
BJP leaders, V K Malhotra and Vijay Goel, also participated in the march.
Armed with posters and photographs of jailed pro-democracy leader, Aung San Suu Kyi, a number of children, women and youths raised slogans against the junta and urged New Delhi to use its leverage to influence Yangon to restrain from using force on the protesters.
A spokesperson for the refugees said, at this crucial moment of struggle, the Burmese people need India's support and help in stopping further bloodshed in the country.

MANAMA Sept 30 (Reuters) - Guests at a hotel buffet in Bahrain queue for meats, stews, curries and pastries, balancing food on their plates in increasingly precarious mounds to break the daily fast during the Muslim holy month of Ramadan.
The banquet often continues late into the night in Gulf Arab countries, and many Muslims end up gaining weight during a month that is meant to improve health and remind the devout of the plight of the poor.
Muslims do not eat or drink from sunrise to sunset in Ramadan, during which followers are meant to renew their ties with God through prayer.
Islam's Prophet Mohammed is said to have broken his fast gradually and eaten modestly, starting with dates and water -- a far cry from guests seen pouncing on piles of rich food at any of the Gulf's iftar, or breakfast, banquets.
"I always put on a lot of weight during Ramadan. It's a big problem," said student Ali Hussein. "Firstly people eat too much, secondly they don't carry on their normal routine and sleep a lot, and thirdly Ramadan food is very rich."
Tents are erected around the Gulf during Ramadan to house the banquets, usually buffets laid on by hotel chains. Many are lavish affairs sponsored by large corporations.

The blood runs to the stomach and so you feel lethargic," he added.
Iftar banquet guest Ahmed Yousef said he followed the teachings of the Prophet and broke his fast with moderation, consequently losing weight during Ramadan.
More importantly, he said, he felt closer to God through extra prayers and Koran readings, and more empathy for the poor.
"Unfortunately, I'd say for about half of Bahrainis, Ramadan is all about the food," he said, adding that other Gulf Muslims were the same.

MANAMA Sept 30 (Reuters) - Guests at a hotel buffet in Bahrain queue for meats, stews, curries and pastries, balancing food on their plates in increasingly precarious mounds to break the daily fast during the Muslim holy month of Ramadan.
The banquet often continues late into the night in Gulf Arab countries, and many Muslims end up gaining weight during a month that is meant to improve health and remind the devout of the plight of the poor.
Muslims do not eat or drink from sunrise to sunset in Ramadan, during which followers are meant to renew their ties with God through prayer.
Islam's Prophet Mohammed is said to have broken his fast gradually and eaten modestly, starting with dates and water -- a far cry from guests seen pouncing on piles of rich food at any of the Gulf's iftar, or breakfast, banquets.
"I always put on a lot of weight during Ramadan. It's a big problem," said student Ali Hussein. "Firstly people eat too much, secondly they don't carry on their normal routine and sleep a lot, and thirdly Ramadan food is very rich."
Tents are erected around the Gulf during Ramadan to house the banquets, usually buffets laid on by hotel chains. Many are lavish affairs sponsored by large corporations.

Addressing a public meeting late last night in support of the demand for speedy implementation of the Sethusamudram project, he surprised the audience by asking them to join him in reciting the poem.
"Hindustan hai desh hamara, janse apne humko pyara. Hindu, Muslim, Sikh, Isaai aapas main hain bhai bhai. Bhai hoga bhai hamara, aisa hoga chalan hamara (India is our country and we love it more than our lives. Hindus, Muslims, Sikhs and Christians are all brothers. Brothers will be brothers, such will be our conduct).
In the meeting he also chided "communal" forces for invoking the name of Ram for putting "obstacles" in the Sethusamudram project. He said the same communal forces had killed Mahatma Gandhi when he was uttering the name of Ram while singing a bhajan.

MINGORA: Some unidentified militants blew up the historic statue of Buddha in Jihan Abad area of Swat district on Saturday.
Talking to The News, Muhammad Aqleem, deputy curator of Swat Museum, said some unidentified militants had exploded the 7th century historic statue of Buddha in Jihan Abad area of district Swat on Saturday night. "This is second attack on the 7th century statue of Buddha. The fresh attack caused irreparable loss to its head and also damaged its shoulders."
The curator maintained that the statue belonged to 7th century A.D, and it was the most complete and inspiring symbol of Gandahara art. After the historic statues of Bamyan in Afghanistan, which were destroyed by the Taliban, the swat statue was the sole example of Buddhist cultural heritage.
"It was seven meters tall and 20 feet high from the land, showing Buddha in the condition of meditation. I don't know what they want to achieve by such actions," he added. Aqleem said he had reported the incident to the local police but he did not think that the police would be able to protect Buddhist cultural sites in swat as they themselves were the victims of terrorist attacks.

கருணாநிதி, ராமதாஸ் சென்று விட்டாலும் கூட திமுக கூட்டணியின் உண்ணாவிரதப் போராட்டம் தொடர்ந்து நடந்து வருகிறது. மற்ற தலைவர்கள் அனைவரும் உண்ணாவிரதத்தைத் தொடர்ந்து கொண்டிருக்கிறார்கள்.
அதே நேரத்தில் உண்ணாவிரதத்தில் பங்கேற்ற அன்பழகன், ஆற்காடு வீராசாமி, ஸ்டாலின் உள்ளிட்ட அமைச்சர்கள் தலைமைச் செயலகம் திரும்பினர்.
முன்னதாக தமிழகத்தில் நடந்து வரும் போராட்டத்திற்கு உச்சநீதிமன்றம் கண்டனம் தெரிவித்துள்ளது குறித்து செய்தியாளர்கள் கருணாநிதியிடம் கேட்டனர். அதற்குப் பதிலளிக்க மறுத்த கருணாநிதி, உச்சநீதிமன்றம், பந்த் நடத்த தடை விதித்ததால் உண்ணாவிரதப் போராட்டத்தை நடத்தி வருகிறோம். நாங்கள் பந்த் நடத்தவில்லை என்று பதிலளித்தார்.

தேனி மாவட்டத்தின் பல பகுதிகளில் பெரும்பாலான கிராம புற டீ கடைகளில் உயர் ஜாதியினர்க்கு ஒரு கிளாஸிலும், தாழ்த்தப்பட்ட வகுப்பை சார்ந்தவர்களுக்கு வேறு கிளாஸிலும் டீ வழங்கப்படுவதாக தலித் மக்கள் புகார் கூறுகின்றனர்.
வீரபாண்டி மற்றும் சுற்றுப்புற கிராம டீக் கடைகளில் இந்தத் தீண்டாமைக் கொடுமை அதிக அளவில் உள்ளது. இது குறித்து பல்வேறு சேவை அமைப்புகளும், தலித் அமைப்புகளும் அரசு அதிகாரிகள் கவனத்திற்கு கொண்டு சென்றனர். ஆனால் நடவடிக்கை எதுவும் இல்லை.
இதையடுத்து இந்த ஊர்களில் உள்ள டீக் கடைகளில் புகுந்த தலித் அமைப்பினர் அங்கு வைக்கப்பட்டிருந்த கண்ணாடி கிளாஸ்களை உடைத்து எறிந்து போராட்டம் நடத்தினர். இதனால் அந்த பகுதிகளில் பரபரப்பு ஏற்பட்டது.

PESHAWAR, Pakistan (AP) — A burqa-clad suicide bomber set off a blast that killed at least 15 people Monday at a crowded police checkpoint in northwestern Pakistan, police said.
The bomb, which injured 22 others, apparently was in a rickshaw that was being examined at a police checkpoint around 8:25 a.m. local time in the town of Bannu, said police officer Habib Khan.
He said it was unclear if the blast was detonated by the driver or the passenger wearing the burqa, an all-encompassing outer garment worn by women. It wasn't immediately confirmed that the bomber was a female, but police said early evidence collected at the scene suggested it was.
"We have confirmed that the passenger sitting in the rickshaw was wearing a burqa and detonated the bomb, but we are checking whether the suicide bomber in a burqa was a man or a woman," said Interior Minister spokesman Javed Iqbal Cheema.
While there have been reports of some women being trained to carry out suicide bombings in Pakistan, it was not immediately clear if any have ever undertaken such an attack.
Bannu police chief Ameer Haamza Mahsud said the casualty figures were high because scores of people were milling about at a nearby bus stand.
The blast killed four police officers and 11 other people, including the bomber, army spokesman Maj. Gen Waheed Arshad said. Because the attack occurred in a public place, he said he did not believe it was aimed at security forces.
The district hospital in Bannu reported that at least seven of the injured were in critical condition.
Bannu is near the North Waziristan tribal region, about 110 miles south of Peshawar.
In recent months, militants have staged almost daily attacks on security forces in North Waziristan since scrapping a peace agreement with the government.
Militants accused authorities of violating the September 2006 deal by redeploying troops to checkpoints vacated under terms of the accord. Officials said the troops returned because of deteriorating security. Most of the combat has taken place in the rugged mountains along the Afghan border where the U.S. fears al-Qaida is regrouping and that Osama bin Laden is hiding.
Pakistan is a key ally of the U.S. in its war on terror and says it has about 90,000 troops in the northwest tribal areas to combat militancy and prevent infiltration into neighboring Afghanistan.
